RFI #01 – The drawing s which are DWG format cannot be opened without a CAD program. Is it possible to send us a pdf version of this file for review?
Gov’t Response: To accompany these RFI responses, the Government has now provided in pdf format the two DWG format files included as attachments to the FBO solicitation. However, it should be noted that these two DWG format files have been provided as drawing template files from which the
Government expects the offerors to provide their proposal drawing document submission in accordance with paragraph 10.9 of the SABER SOW.
RFI #02 – Ref: SABER SOW. Pg 1-2, Item 3 and 4.
RFI: The proposed layout for the accessibility of the restrooms on the second floor does not fully comply with ABA. To be technically acceptable, does the design need to reflect complete compliance (with the stated exception of the showers)?
Gov’t Response: The Government’s intent is that the Men’s and Women’s Restrooms meet the ABA requirements with the exception of the showers. The proposed layouts provided are conceptual, however the Government’s belief is that the final dimensioned requirements can be met for accessibility based on the ABA standards in Chapter 2 (F213-Toilet Facilities and Bath Facilities) and associated references
305, 404, etc. The Contractor can be assured that their final approved design layout of the restrooms must be confined within the existing space shown/provided and that no further wall reconfigurations will be required (we will work only within the space we have).
RFI #03 – Ref: SABER SOW. Pg 4, Item 8
RFI: The as-built drawings do not identify which rooms on the second floor are existing offices. Can more information be provided to identify which rooms are included in this item?
Gov’t Response: To accompany these RFI responses, the Government has provided a conceptual sketch
(A1) which depicts the offices that the Contractor will include in the renovation work as described in Item
8 of the Seed Project SOW.
RFI #04 – Ref: SABER SOW. Pg 4, Item 8
RFI: The as-built drawings do not provide an existing layout of the second floor. Can one be provided as a basis for the 35% Design?
Gov’t Response: The Government has provided all known as-built drawings as part of the solicitation package. However, these drawings are available in PDF format only or may not depict the current existing conditions accurately (This building has been renovated many times over its life-cycle). The awarded Contractor will be responsible for ensuring all existing conditions are depicted in the final design/construction drawings and as-builts at the end of the project renovation.
RFI #05 – Ref: SABER SOW. Pg 2, Item 4
RFI: The Women’s restroom does NOT exclude ABA compliance for the shower. Please confirm that ABA compliance is required for the Women’s room even though an exception is claimed for the Men’s restroom shower.
Gov’t Response: The ABA compliance exception for shower acceptability was intended to apply to both the men’s and women’s shower. Although the Government understands that based on the conceptual sketch provided, the women’s shower does/could meet ABA accessibility requirements, the Government
Seed Project SOW is not requiring the women’s shower meet those requirements. Do not include wall backing grab bars, etc that would be required for accessibility in the women’s shower.
RFI #06 – Ref: SABER SOW. Pg 6, Item 15.
RFI: What is the aesthetic intention of this item:
1. Should the new windows match the appearance of the existing windows on the first/third floors?
2. Will the windows on the first/third floors be replaced at a later date, with the intention of matching what will be installed on the second floor?
Gov’t Response: The new windows proposed for the second floor are not intended to match the existing windows on the first and third floors. Additionally, the existing windows on the first and third floors are not included in this project scope of work. The Government’s aesthetic intent for the windows indicated in Item 15 are as stated in the specific room descriptions of the Seed Project SOW. In general, for the offices the description is as follows: The new windows shall be an overall 6’x6’ (72”x72”) overall window opening-broken into a mulled configuration of an 18” high by 72” wide operable (awning function type window) and a 54” high by 72” wide fixed (picture) window above that; a header height of the overall window assembly of 8’ and a sill height of 2’ above the finished floor. The Government has provided a conceptual sketch (A2) which depicts the proposed windows. Note that the restroom window sizes and function are specific to that space as stated in that Item description. Also, note that the
Government expects the conference room will have four (4) of the 6’x6’ windows configurations as described above for the typical offices. The Government has provided a conceptual sketch (A2) which depicts a graphic representation of the aesthetic design intent requested by the Government.
RFI #07 – Ref: SABER SOW. Pg 6, Item 16
RFI: Occupancy sensors are a code requirement. Should these be included in lieu of the stated toggle switches?
Gov’t Response: Yes, include the code required occupancy sensors in the project proposal. There shall be a manual override included on the devices.
RFI #08 – Ref: SABER SOW. Pg 7, Item 18
RFI: Please confirm that this item is testing only without remediation.
Gov’t Response: Yes, the Contractor shall submit their proposal based on testing only without remediation. The Government provided all known prior toxics reports indicating any areas previously identified with asbestos and/or lead paint. There is no need for the Contractor to provide testing for those areas with known status in the provided toxics reports. In addition, the Contractor’s proposal shall include testing only in those areas affected by the renovation, not for areas of the building where no work is anticipated to take place under the SABER Seed project. The Contractor will provide the subsequent report of finding to the Government as a material submittal. The remediation of any toxic substances found during this testing and unidentified in the Government toxics report(s) provided are not included in the SOW.
RFI #09 – Ref: SABER SOW. Pg 7, Item 19
RFI: Can a brief explanation be provided to help understand the nature of the “existing rodent problem”?
Gov’t Response: The rodent problem identified in the Seed Project SOW specifically refers to mice and rats. The Government’s intent is to secure and seal openings to the exterior at ground level or any other obvious entry point where rodents can enter the building. Currently, Base Entomology has taken measures to eliminate (trap) such rodents, particularly on the first floor where they have been most prevalently noticed. While no such rodents have been observed or left signs of presence on the second floor, the main objective of this requirement is to ensure there has been no migration of the rodents to the second floor.
RFI #10 – Ref: SABER SOW. Pg 2, Item 4
RFI: A bench is required for the Men’s restroom, although there is no space allotted for it on the Conceptual Sketch. No bench is listed as a requirement for the Women’s restroom. It does not appear that a bench can fit within the current footprint without a further reduction in the number of fixtures.
1. To be technically acceptable, does the design need to reflect a bench in one or both restrooms?
2. Can elimination of additional fixtures be considered?
Gov’t Response: The inclusion of a bench is not a requirement of the Seed Project SOW. Do not consider elimination of any additional fixtures in an effort to include a bench in either restroom.
RFI #11 – Ref: SABER SOW. Pg 6, Item 16
RFI: The entire second floor appears to have the requirement to fur out walls to conceal new conduit that replaces existing exposed conduit. Nothing in the “as-built” drawings provided gives information about the wall construction or identifies which rooms/walls have existing exposed conduits.
1. Please provide a list of rooms/walls that need to be furred out.
2. Please either provide as-builts of the original construction or identify the existing wall construction for both interior and exterior walls.
Gov’t Response: The Contractor shall assume that all rooms to be renovated (with the exception of the central hallway) contain exposed conduit that is required to be hidden inside an existing wall stud cavity or hidden within an installed furred out wall where there is no wall cavity for the conduit to occupy. The
Government has provided all known as-built drawings for Facility 4300. The exact location and construction of wall types is unknown and is part of the Seed Project SOW investigation required to be performed by the Contractor.
RFI #12 – Ref: SABER SOW. Pg 1, Item 2
RFI: Does the existing building have a fire sprinkler system? This will impact the fire rating requirement for the stairway enclosure.
Gov’t Response: The existing building (Facility 4300) does NOT have a fire sprinkler system. This will affect the fire-rating requirement for the elevator landing (stairway) enclosure.
RFI #13 – Ref: SABER SOW. Pg 6, Item 14
RFI: This item requires the doors in various locations to contain half lite glazing. This would be a fire code violation for installation in a rated wall of a stairway enclosure. Please confirm that the requirement should be “glazing of the maximum size allowed by code” in lieu of the stated requirement.
Gov’t Response: The Seed Project SOW requirement/design intent is to provide a fire rated-glazed store front door/wall assembly between the stairwell landing and the Conference Room Vestibule and between the stairwell landing and the second floor central corridor. The glazing requirements of the fire rated door shall provide the maximum size allowed by code.
RFI #14 – Ref: SABER_Contract_2019_SOW.pdf, 6.4.7
RFI: Building commissioning is listed as a requirement for this contract. As related to the
Seed Project, is commissioning required for all HVAC systems in this facility? If so, please provide a reference to the standard that commissioning should comply with.
Gov’t Response: Commissioning is not required for all HVAC systems throughout the facility. The
Commissioning required by the Seed Project SOW shall only include the HVAC systems/replacement of fan coil units on the second floor of Building 4300. The standard(s) to which commissioning should comply with are indicated in UFC 3-410-01 (section 3-6.15 and appendix D), UFC 1-200-02 (section 2-
2.2), ASHRAE 189.1 (section 10.3.1.2). Note that these standards may not apply to all projects, and that the contractor shall exercise good engineering discipline based on their expert knowledge of the requirements.
RFI #15 – Ref: SABER SOW. Pg 1-2, Item 3 and 4
RFI: Does the existing domestic hot water system have an ASSE certified water mixing? If not, then will an ASSE 1017 complaint master mixing valve, for hot water distribution systems, be required to be retro-fitted onto the system?
Gov’t Response: The existing facility is not currently equipped with a mixing valve, and the Government is not requesting one to be included in this Seed Project. The Seed Project scope of work does NOT include the installation/retrofitting of an ASSE certified mixing valve.
RFI #16 – Ref: SABER SOW. Pg 1-2, Item 3 and 4
RFI: Will the lavatories be required to comply with ASSE 1070 for point-of-use at public hand washing fixtures?
Gov’t Response: The Contractor shall ensure that the Seed Project work shall include compliance with
ASSE 1070 for point-of-use at public hand washing fixtures. Yes, installation of a point of use tempering valve at each faucet is a requirement of this project.
RFI #17 – Ref: SABER SOW. Pg 1-2, Item 3 and 4
RFI: Will the shower valves be required to comply with ASSE 1016 for point-of-use automatic pressure and temperature compensating valves?
Gov’t Response: The Contractor shall ensure that the Seed Project work shall include compliance with
ASSE 1016 for point-of-use at automatic pressure and temperature compensating valves. The installation of Delta shower valves meet the intent of this requirement per the Davis-Monthan Design Compatibility
Guidelines (D-M DCG).
RFI #18 – Ref: SABER SOW. Pg 1-2, Item 3 and 4
RFI: Is the existing hot water heating source intended to be retained? Has it been deemed suitable for reuse and adequately sized for the intended remodel?
Gov’t Response: The existing hot water heating source is intended to be retained. The Seed Project scope of work does not include the replacement of the hot water heating source. The existing hot water heating source has been deemed suitable for reuse and is adequately sized for the intended renovation project.
RFI #19 – Ref: SABER SOW. Pg 5, Item 12
RFI: This item requires thermostats to be replaced. Does the existing building have an Energy
Management Control Systems (EMCS) or all fan coil units individually controlled by stand-alone thermostats?
Gov’t Response: The building is not connected to the base EMCS. All fan coil units are individually controlled by stand-alone thermostats.
RFI #20 – Ref: SABER SOW. Pg 8, Item 21
RFI: Will the urinals be required to be waterless?
Gov’t Response: No, the replacement urinal will not be waterless. Refer to the D-M DCG (provided with the solicitation) for the base standard urinal requirements (manual Sloan Valve).

RFI: Will the water heating system be required to be controlled by an Energy Management
Control Systems (EMCS)?
Gov’t Response: No, the water heating system shall not be controlled by the EMCS.
RFI #22 – Ref: SABER SOW. Pg 8, Item 21
RFI: Are the existing HVAC systems controlled by an existing EMCS and will any new equipment be required to be connected to that same control system?
Gov’t Response: No, the existing HVAC systems are not controlled by an existing EMCS and any equipment included in the Seed Project scope of work shall NOT be required to be connected to an
EMCS.
RFI #23 – Ref: SABER SOW. Pg 8, General Note G6.
RFI: Given that only part of the overall HVAC systems is to be replaced, it would typically be recommended that a pre-demo test of all of the existing HVAC systems in the building be performed. This is not only to understand if the existing system is capable of the adequately serving the intended remodel, based on the HVAC load calculations, but also to ensure all other areas, outside of the area of work, will be operating at pre-demo conditions once the work is complete. Is this level of testing desired to be part of this
Seed Project?
Gov’t Response: No, the Seed Project SOW does not include the pre-demolition testing of all the existing
HVAC systems in the building. That level of testing is not to be included in the Seed Project scope of work.
RFI #24 – Ref: As-Builts (Missing Item)
RFI: The provided as-builts are lacking plumbing and HVAC information. Are more drawings available showing the plumbing and HVAC systems throughout the building?
Gov’t Response: There are no further drawings available showing the plumbing and HVAC systems throughout the building. The Government has provided all known as-built information as part of the Seed
Project solicitation documentation. The awarded Contractor will be required to conduct their more inclusive existing conditions investigation after the Contract award.
RFI #25 – Ref: SABER SOW. Pg 1, Item 1
RFI: The elevator requires the addition of a heat detector. What is the age of the existing fire alarm system and can this device be added without further upgrades?
Gov’t Response: The existing fire alarm system is old and the devices have simple reporting function to the fire alarm control panel. Any additional heat detector device(s) required for the elevator can be added to the existing system without further upgrades. There is a relatively new MAAP+ FACP in the building. It was installed to handle the devices required for the elevator installation. As for the remaining circuits (pull stations, heats, smokes, etc), they are not new circuits, they simply report to the fire panel by use of monitor modules located in the south side mechanical room where the fire panel is located. The panel can handle additional addressable devices. The elevator lobby on each of the three floors are already equipped with the required smoke detectors and further heat detection is not required. Once the lobby walls are constructed, the existing smoke detector will be sufficient. Additional heat detectors are not required since that will create a redundant detection in the lobby space.
RFI #26 – Ref: SABER SOW. Pg 1,2,3,4, Item 3,4,6,9
RFI: These items indicate “All existing exposed-wall mounted conduit and junction boxes
(power/data/HVAC-thermostat/etc) shall be removed…and reinstalled inside the wall space.” Are we to assume that new conductors are to be pulled to accommodate this work or are pull boxes/junction box covers in the new walls acceptable?
Gov’t Response: The Government’s intent for this work requirement is that all outlets, data port boxes, etc are relocated within the new walls or existing walls where a cavity is available are acceptable. The scope of work for this requirement expects that the existing conductors and data cables will be reused/left in place and does NOT require new conductors to be pulled/installed.
RFI #27 – Ref: SABER SOW. Pg 3, Item 6
RFI: The 2018 IBC requires floor boxes in all new or renovated conference rooms, yet this is not mentioned in the description. Shall we assume that IBC will be followed to include the required quantity of floor boxes based on square footage, or will the base exclude this
IBC requirement? If floor boxes are provided, are data outlets desired in addition to power?
Gov’t Response: The Seed Project SOW does NOT include nor require the IBC requirement for floor boxes in the renovated Conference Room.
RFI #28 – Ref: SABER SOW. Pg 6, Item 16
RFI: A new transformer is mentioned, but no supporting air/ventilation is mentioned. Shall we assume that the existing ventilation is adequate?
Gov’t Response: The Government’s understanding/position is that the existing ventilation for the new replacement transformer is adequate.
RFI #29 – Ref: SABER SOW. Pg 6, Item 16
RFI: A new increased panel is mentioned, but no supporting documentation of the existing service or existing loads have been provided. Shall we assume that the contractor is to provide a 30-day meter reading to obtain existing loads and verify service capacity?
Gov’t Response: The Contractor shall assume that the existing main distribution panel/switch gear can accommodate the renovation work required in the SOW. The Contractor shall not include the requirement to provide a 30-day meter reading.
RFI #30 – Ref: SABER SOW. Pg 6, Item 16
RFI: A new 480V feed to the 2nd floor is mentioned, but no information is provided to indicate that the existing service can accommodate another 480V distribution. Please confirm.
Gov’t Response: The Contractor shall assume that the existing main distribution panel/switch gear can accommodate the renovation work required in the SOW.
RFI #31 – Ref: SABER SOW. Pg 1, Item 2
RFI: Will the Storefront door have an automatic opening function or any other unique hardware including but not limited to electric locking, push button entry, wide frame for
ABA requirements regarding turning radii etc.
Gov’t Response: The Government’s intent is that the new storefront door required in the SOW will NOT have an automatic opening function, electronic locking or push button entry. The door/frame shall meet the ABA required width for accessibility.
RFI #32 – Ref: SABER SOW. Pg 1-2, Item 3,4
RFI: Will the partitions be HDPE or Stainless Steel?
Gov’t Response: The toilet partitions will be HDPE. The specific color will be selected by the
Government as indicated in the SOW.
RFI #33 – Ref: SABER SOW. Pg 3, Item 6
RFI: Please confirm the supports for the whiteboard and television are only required behind existing locations.
Gov’t Response: The existing television monitor is pedestal mounted and will remain so. The Contractor shall include NO provision to wall mount the monitor. The supports whiteboard will require supports only behind its existing location.
RFI #34 – The floor tile and mastic have 5-10% asbestos?
Gov’t Response: The Government provided all known prior toxics reports indicating any areas previously identified with asbestos and/or lead paint. If the reports provided indicate 5-10% ACM beneath the floor tile and mastic, then this information is assumed correct. The Contractor is responsible to test and verify any material identified as a possible ACM only at those areas being disturbed by the renovation scope of work.
RFI #35 – Drawings 016-001 to 016-020 show the elevator construction as an addition in
2012. The walls are CMU so why are they not rated?IBC 3002.7 Common enclosure with
Stairway. The Question: In reviewing the 016-001 to 020 drawings the elevator shaft is CMU, so at least 1 hour rated. Access to the elevator is through the main egress stair. The IBC 3002.7 states the stair and the elevator cannot have a common enclosure. What shall be done to correct this issue?
Gov’t Response: Item 1 of the Seed Project SOW (Fire rated stairwell enclosure and elevator vestibules
(each floor for Bldg 4300)) identifies the code deficiencies with the existing elevator condition.
Additionally, this item states the Government’s intent to address the code deficiencies to make the elevator compliant on each floor. The Seed Project SOW included a conceptual sketch of the graphic resolution (see the original solicitation documents). The work required in Item 1 of the Seed project
SOW directs the construction of a fire rated enclosure between the stairwell and the elevator on each floor of Facility 4300. The fire rated separation wall proposed provides for an elevator vestibule and a separate stairwell landing space (see conceptual sketch). The Contractor shall develop a final design solution for approval by the Government during the design process.
RFI #36 – The doors opening into the landing exceed the IBC 1005.7 Encroachment allowance of
7”. Shall we eliminate doors are redesign to accommodate three doors?
Gov’t Response: The conceptual solution provided by the Government is just that, conceptual. The
Contractor shall develop a final compliant design/construction solution for review and approval by the
Government. The final solution shall meet the applicable NFPA/UFC/IBC requirements.
RFI #37 – Three doors as presently shown do not allow an ADA Area of Refuge in the stairwell. What do you recommend to correct this issue?
Gov’t Response: The conceptual solution provided by the Government is just that, conceptual. The
Contractor shall develop a final compliant design/construction solution for review and approval by the
Government. The final solution shall meet the applicable ABA requirements for an area of refuge given the proposed space, configuration and layout of doors can be adjusted to make the stairwell area compliant with ABA area of refuge requirements.
RFI #38 – Does the contractor have to provide any furniture for the kitchen, break room, conference room and conference room vestibule?
Gov’t Response: The Contractor shall NOT be responsible for providing any furniture in the
Kitchen/Break Room, Conference Room or Conference Room Vestibule. However, any millwork/cabinetry, sinks or other built-ins identified in the Seed Project SOW is required and will be provided by the Contractor.
RFI #39 – Does the 2nd Floor Mechanical Room receive any modifications?
Gov’t Response: While there are no specific renovation requirements required in the Mechanical Room, the Seed Project SOW has identified requirements that will/could affect the mechanical/electrical elements located or that transit the second floor mechanical room (i.e. new transformer/electrical panels).
RFI #40 – Why is the men’s restroom not ABA access required when the women’s restroom is requires ABA shower access according to the Scope of Work?
Gov’t Response: The Seed Project SOW does not require the men’s and women’s showers be accessible per ABA requirements. The fact that the conceptual layout of the women’s restroom could accommodate an ABA accessible shower does not alter the Government’s intent that the showers be exempt from providing the ABA accessibility. However, it is the Government’s intent that the toilet/lavatory/urinal facilities do meet the ABA requirements for accessibility.
RFI #41 – Are the windows in men and women’s restroom new clear windows? Would frosted windows be acceptable?
Gov’t Response: The windows in the men’s and women’s restrooms shall be opaque to obscure visual site into the restrooms.
RFI #42 – The library is being separated into two rooms? Will the existing furniture, fixture and equipment be returned to these rooms? Also, is the contractor providing new library fixtures?
Gov’t Response: The Government will be responsible for removing and replacing all furniture within the
Library as well as in all other spaces that will be renovated under this project. The Contractor will not be required to move or work around any furniture. The Contractor shall NOT include any provision for new library fixtures or built-ins within this project.
RFI #43 – Item 14 states the storefront between corridor and stairway lobby to be hollow metal storefront? Is a fire-rated aluminum storefront permissible?
Gov’t Response: The storefront construction material must be hollow metal. A fire-rated aluminum storefront is NOT permissible.
RFI #44 – Can you please provide a copy of the UFC 4-010-01 Anti-terrorism Standards for buildings?
Gov’t Response: UFC 4-010-01 Antiterrorism Standards for Buildings can be accessed publically at the
Whole Building Design Guide Website (www.wbdg.org).
RFI #45 – Ref. SABER SOW, page 3, item 6
Conference Room/Conference Room Vestibule waiting area: Are 40‐ounce carpet squares ok with gov’t as 40 ounce is considered good‐level carpet in the commercial industry and best‐level would be 63‐ounce? If not please specify?
Gov’t Response: All carpeting shall be in accordance with the Davis-Monthan Design Compatibility
Guidelines which were provided with the original solicitation documents.

Kitchen/Breakroom: Does the govt want to demo VCT tile in the kitchen down to concrete subfloor or add self‐leveling cement to floor after women’s room showers and wall is removed?
Gov’t Response: The means and methods to meet the scope of work for the floor in the area referenced is up to the Contractor. Either method indicated is acceptable to the Government
RFI #47 – Ref. SABER SOW, page 7, item 17
Drinking fountain and 19 Investigate, treat and materially resolve the existing rodent problem in building: Does the gov’t want the giant hole in block wall behind water cooler filled in and patched up for pest control measures?
Gov’t Response: The requirement to materially resolve the rodent problem in the building shall include the infill and repair of the hole referenced behind the water cooler, as well as any other holes/access points for the rodents.
RFI #48 – Ref. SABER SOW, page 1, item 2
Storefront glazing at the second floor stairwell lobby of bldg. 4300: Does the gov’t want VCT tile in stairwell lobby on second floor or janitors closest removed and replaced with new epoxy/urethane floor coating with an integral epoxy/urethane cove base 4” high (typical) or prefer to leave “as is” in these two areas, or replace or tile over existing with new VCT?
Gov’t Response: The existing VCT flooring in the second floor stairwell landing/elevator vestibule and janitor’s closet shall be removed and replaced with new epoxy/urethane floor coating with an integral epoxy/urethane cove base 4” high (continuous flow of the same material floor surface from the corridor).

Interior Signage: Shall the contractor use permanent Room Identification Signs Per UFC 3‐120‐
01 Figure 4‐2 or use workstation identification signs per UFC 3‐120‐01 Figure 4‐3 for all 23 offices on second floor?

Gov’t Response: The Contractor shall NOT install wall mounted directional signs from or at the first or third floors. The Contractor shall install, as part of this project scope of work, wall mounted directional signage at the second floor corridor on the wall as you open the door to the corridor.

Gov’t Response: New windows should be dark bronze tinted, double-glazed, and set in a thermally broken anodized aluminum frame per the DM DCG.
A. Govt is aware that solar control tint is not approved for use on DM per the DMDCG and contractor shall install if gov’t still prefers?
Gov’t Response: Solar shading film is prohibited per the D-M DCG and shall not be used.

Women’s Restroom: In the women's room the new shower location shall require the second window be infilled with CMU. Is this to be the same at all windows when resized to be accomplished with CMU as well or framed with studs, drywall interior, and stucco exterior?
Gov’t Response: The Government’s Conceptual Sketch indicates that the new shower location in the women’s restroom shall require a second window be infilled with CMU. The means and methods to accomplish this scope of work element shall be the responsibility of the Contractor. The Government’s intent for the exterior window/wall infill space is that it shall be stucco and/or EFIS to match the existing first and third floor window/wall infill conditions.

Doors‐Door Frames‐Door Hardware: Is a single exit door measuring (3.5’ or (42”)) x 6.8’ for corridor on second floor leading into stairwell lobby acceptable for gov’t as a best value option?
Gov’t Response: The Government is acceptable to a single 42”x 80” door leading from the stairwell landing to the second floor corridor. This new single door shall be coordinated into the requested hollow metal storefront design.

Corridor; and page 1, item 3 Men’s Restroom; and page 2 item 4 item Women’s Restroom: Does the gov’t want can‐lights with switches installed in the three closets (Corridor, Men’s room, Women’s room) or other please specify?
Gov’t Response: The scope of work for this project shall include can-lights in the closets of the men’s restroom and women’s restroom. The corridor closet (assume the Janitor’s Closet is meant) shall be provided with a surface mount or ceiling hung fluorescent light fixture as that room is open to the structure.

Windows: Does the Government wish to provide a Low E coating on new windows in lieu of a solar control tint? If so what emissivity is preferred?
Gov’t Response: The DM DCG does not allow the use of a solar shading film on windows. The
Government is acceptable to the use of a Low E coating on the new windows, with an Emissivity of 272 is acceptable.
RFI #59 – Ref. SABER – Section L. J. 2.b “(35% design)
This design submission standard is also the minimum design requirement for all forthcoming / future projects that are completed under this SABER contract” and SABER SOW Section 9.4 “The contractor’s proposal shall consist of a ten percent (10%) design and a price proposal.”
Please clarify if a full 30% design as described in the SABER SOW Section 1; paragraph b is to be submitted. And if so, Does the design submission have an unlimited page count?
Gov’t Response: The 30% design submission will be a requirement of the awarded Contractor only and will be submitted by the Contractor after the SABER Contract and the Task Order for the Seed Project have been issued by the Contracting Officer.

“Prior to forwarding the questionnaire to each reference, the offeror shall type the name and address of the reference in the MEMORANDUM FOR block on the cover letter to the questionnaire” Attachment _6_-_Past_Performance_Questionaire does not contain the cover letter. Can we have the cover letter made available?
