RFI #001:

RFP reference: 011011, Section 1.6.2 RFI: Please provide the facility as-builts as stipulated in this section.

Answer: As-builts have since been provided.

RFI #002:

RFP reference: 011011, Section 1.6.3 RFI: The referenced Design Document has significant requirements that bear no resemblance to the existing facility. Please clarify the guidance this document will provide:

a. Are restrooms and shower areas required? If so, is this envisioned as an addition or carved out of existing square footage?

Answer: No restrooms or showers are to be installed. Disregard specifications about restrooms, showers, shops, and related rooms

b. Is an office area required? If so, is this envisioned as an addition or carved out of existing square footage?

Answer: An office area is not required. However, the laser control room should be extended as an addition at the East (back side) of the facility in order to allow adequate room for aircraft inside the hangar.

c. This document shows a double set of hangar doors. Is this required for this project?

Answer: No. A single set of doors will be installed.

d. If these requirements are not applicable to this project, please itemize the issues this document does mandate so that the bidders are not guessing.

Answer: This is the purpose of RFI’s.

RFI #003:

RFP reference: 011011, Section 1.6.4.2 RFI: What is the required opening size for the new hangar doors? Is it the full width of the existing hangar or something smaller?

Answer: Hangar door size is a specification requirement that shall be determined by the design AE in accordance with related design guides, codes, and specifications. In general, doors should be as wide as possible while meeting design requirements listed in the project specifications document.

RFI #004:

RFP reference: 011011, Section 1.6.4.3 and 1.14.1 RFI: Regarding the requirement for adding insulation to the roof, has a structural analysis been performed to determine that the structure can support this added dead load? A specification for this insulation is to be provided – please provide.

REQUEST FOR INFORMATION

Answer: Structural analysis and specification of insulation shall be calculated and determined by the contractor AE.

In addition, as stated in the identified section, “Adequate insulation, sealing materials, moisture barriers, and related materials shall be used in compliance with UFC 3-101-01 ARCHITECTURE.”

RFI #005:

RFP reference: 011011, Section 1.6.4.3 and 1.14.1 RFI: Regarding the requirement for adding insulation to the roof, is it expected that this insulation will occur above or below the existing metal roof? If the answer is above, there does not appear to be a requirement for the anticipated roofing materials to be added.

Answer: Insulation shall be added on the interior of the existing roof.

RFI #006:

RFP reference: 011011, Section 1.6.4.3 RFI: Insulation is required above the ceiling is the lean-to along with the restroom. The only lean-to observed housed an air compressor, and there was no ceiling. There are no restrooms. What are these requirements referring to?

Answer: There is no requirement for restroom facilities. The lean-to refers to the laser operator’s booth. Text should read “lean-to area along with the restroom on the [East] side.”

RFI #007:

RFP reference: 011011, Section 1.6.5.1 RFI: This section states that offices, bathrooms, showers, shops and related rooms shall be …. Please provide a layout of what new spaces are required, how big they are expected to be, and where these spaces are anticipated to be placed.

Answer: See answer to RFI#002 a

RFI #008:

RFP reference: 011011, Section 1.6.6.5 RFI: Interior elevations are required with the 10% Design Drawings for this response. What rooms/spaces are you requesting be represented with interior elevations?

Answer: All spaces within the facility shall be represented. This should include the operator’s booth, fire protection enclosure, and main hangar. Details of items specified in the Scope of Work must be shown for an understanding of proposed location, with dimensions.

RFI #009:

RFP reference: 011011, Section 1.12.1 RFI: An evaluation of the floor is required. Please provide the criteria by which the condition of the floor is to be analyzed.

Answer: Criteria for hangar floor analysis shall be determined by the contractor design AE in project specifications and in accordance with related UFC’s, UFGS, and specifications relating to this type of facility.

RFI #010:

RFP reference: 011011, Section 1.6.5 RFI: For the laser de-painting control room that is to be built at the east of the facility, is this expected to be an addition to the facility or constructed inside the existing shell?

Answer: See answer to RFI#002 b.

RFI #011:

RFP reference: 011011, Section 1.8.2 and 1.8.4 RFI: A foam fire extinguishing system is required.

a. Has the building structure been analyzed to determine if it can support the weight of this system?

Answer: No. The facility will require analysis by the design AE.

b. Since the control room and observation room will be additional fire zones, is there an expectation that a water fire sprinkler system will also be installed throughout the facility? If so, have fire flow tests been performed to determine if there is adequate water pressure to the building?

Answer: Flow testing has not been performed. This shall be performed by the design AE. If flow requirements are not met, a booster pump will be required.

RFI #012:

RFP reference: 011011, Section 1.14.1 RFI: The hangar door is to have all of the “existing controls”. What existing controls is this requirement referring to?

Answer: “Existing controls” refers to the standard controls used on an electric hangar door.

RFI #013:

RFP reference: 011011, Section 4.3.1 RFI: An accordian-type wall is required to be added down the middle of the facility to “facilitate two work areas for de-painting bays.” Has a structural analysis been performed to determine that the structure can support this added dead load? What are the requirements for the accordian-type wall, i.e., visual separation, acoustical performance, full or partial height, flame spread rating, etc.?

Answer: See Answer to RFI#004

RFI #014:

RFP reference: 011011, Section 1.9 RFI: An HVAC system with new ductwork is to be installed. Has a structural analysis been performed to determine that the structure can support this added dead load?

Answer: See Answer to RFI#004

RFI #015:

RFP reference: 011011, Section 1.14.10 RFI: Are there specific insulation levels requested or required for the walls and roof of the facility? Is it the intention of this project to bring this facility into full compliance with current International Energy Conservation Code (IECC) provisions?

Answer: Insulation provided shall be installed with the primary objective being to seal any and all opening where laser light could possibly escape. Energy conservation requirements will be in accordance by codes and specifications set out specifically for DoD and US Government facilities. Please refer to the Whole Building Design Guide website for related specifications. (https://www.wbdg.org/ffc/dod )

RFI #016:

RFP reference: 011011, Section 1.6.5 RFI: For the laser de-painting control room that is to be built at the east of the facility, there were apparently requirements for this room intended, but the sentence was not finished in the RFP. Please provide missing reference.

Answer: This sentence should read, “This room shall be in accordance with the [applicable building specifications defined in related UFC’s.” This should be a modular building. The design AE is responsible for determining applicable specifications and including those details in their design submittals.

RFI #017:

RFP reference: 011011, Section 4.6 RFI: Where are built-in cabinets required?

Answer: There is no requirement for built-in cabinets. Defined specifications should be used “as needed.”

RFI #018:

RFP reference: 011011, Section 5 RFI: Is it the intention of this project that the entire facility be analyzed structurally and upgraded as required to meet the provisions of Section 5 and the other requirements of this RFP?

Answer: Yes.

RFI #019:

RFP reference: 011011, Section 5.5 RFI: Does the location of this project at AMARG limit or otherwise change the requirements for AT/FP compliance? How will this be applied given the hangar’s location adjacent to the taxiway/apron?

Answer: See reference 1.14.7.1 for specifications applicable to hangars. Any further construction design requirements are required to be identified and included in the design documentation.

Regarding construction personnel, directions for restricted area entry, escorting and related information will be provided.

RFI #020:

RFP reference: 011011, Section 7.3.13.1 RFI: Is a separate mechanical room required for this project? If not, where should the fire alarm panel be located?

Answer: The design AE shall determine the best allocation of space to allow for all equipment. The fire alarm panel shall be located in accordance with all related UFC’s, UFGS, and related codes and specifications.

RFI #021:

RFP reference: 011011, Section 7.3.13.1 RFI: Is a separate communications room required for this project?

Answer: Any requirements for a communications room shall be determined by the contractor AE and included in design documentation. It is the design AE responsibility to determine all applicable specification documents and include them in the project design.

RFI #022:

RFP reference: 011011, Section 7.3.16.4 RFI: Is lightning protection required for this project?

Answer: Please refer to MIL HNDBK 419A, Chapter 1 defined in the associated paragraph. The design AE shall determine requirements for a lightning protection system during the design investigation period.

RFI #023:

RFP reference: Solicitation RFI: Since as-built drawings have not yet been provided, please consider extending the deadline for RFI’s to be submittal until a minimum of 7 days after those drawings have been provided so that any related questions can be submitted. Also, please consider extending the final proposal deadline to allow adequate time (14 days minimum after the provision of the as-built drawings) for the preparation of the 10% design drawings and the technical narrative.

Answer: As-builts have been provided. Solicitation will be extended to September 3th.

RFI #024:

RFP reference: General RFI: There is an existing metal container outside the east wall of the building. Is removal or relocation of this metal container part of this project?

Answer: The container will be moved by the AMARG customer.

RFI #025:

RFP reference: 011011, Section 7.3.7 RFI: There are existing exterior lights on the facility. Is it the intention of this project to replace all exterior lighting?

Answer: The design AE shall determine if the existing exterior lighting meets the Davis-Monthan Air Force Base Design

Compatibility Guidelines. If it does not meet these requirements, all lighting will be replaced.

RFI #026:

RFP reference: 011011, Section 7.3.8.3 RFI: What is the extent of street lighting that will be required?

Answer: Please see the Davis-Monthan Air Force Base Design Compatibility Guidelines to determine these requirements.

RFI#027:

RFP reference: Section L (L7.2.4) and Solicitation Box 11 RFI: Section L states the schedule shall be 292 calendar days and allow 30 days for close outs. Box 11 on the solicitation states the contract performance period is 380 calendar days. Please advise on the duration of this contract.

Answer: The time frame was incorrectly calculated. The time frame should be 294 days. This has been updated in the all documents to reflect the correct days.

RFI#028:

RFP Reference: 01011 Section 1.6.4.2 RFI: Building preparation states to repair/improve hangar for to comply with the new laser de-paint system. Can the base provide cut sheets/ product data for the laser de-paint system?

Answer: Laser De-Paint drawings and specifications shall be provided to the design AE once the project has been awarded.

RFI#029

RFP reference: Site walk RFI: The east wall of the existing hangar bay seem to show signs of water intrusion (during rain). There is no mention of this in the scope of the RFP. Do we need to factor civil work to properly divert water away from the existing hangar?

Answer: Refer to Section 01011-31, Paragraph 7.2.8.4. Civil work for water diversion is not included in this project. If additional work is required, it should be stated in the design AE project calculations and reports.

RFI #030:

RFP reference: 011011, Section 1.6.3 RFI: The “CC-FC_Hangar_Prototype_DC.pdf” shows a hangar which has many costly features that do not seem necessary for a robotic de-paint operation. Please confirm the goal of this project is to provide a hangar with filtered supply and exhaust plenums and nose to tail airflow, etc.

Answer: This document is for reference only. Only those facility additions outlined in the specifications document shall be installed. No additional feature should be added.

RFI #031:

RFP reference: Observed existing condition RFI: There is an existing sink which drains to grade and an emergency eyewash / shower unit. Are they to remain as is?

Answer: Contractor AE shall determine if safety requirements state the need for the eyewash station. If this information is not included in related specifications, it should be removed.

RFI #032:

RFP reference: 011011, Section 1.6.5.1

RFI: This section requires bathrooms and showers. The existing building is not served by a waste line. If these rooms are required, is a nearby sewer available with sufficient capacity and invert to serve the facility?

Please indicate if installation of a sewer for this facility will need to cross any flight line areas.

Answer: See answer to RFI#002 b.

RFI #033:

RFP reference: 011011, Section 1.8 RFI: Confirm that there is a water supply will be brought to this building that is capable of satisfying the fire protection system(s) demand for pressure and flow and duration.

Answer: See answer to RFI#011 b.

RFI #034:

RFP reference: 011011, Section 1.8.1 RFI: Spec section UFGS 21 13 20.00 20 is based on the use of AFFF. Confirm AFFF is the intent.

Answer: Please see Section 01011-7, Subparagraph 1.8.2.

RFI #035:

RFP reference: 011011, Section 1.8.1 RFI: What are the requirements for containment and disposal of discharged foam?

Answer: The contractor AE shall determine the requirements for this system.

RFI #036:

RFP reference: 011011, Section 1.8.1 RFI: UFC 4-211-02 references Air Force ETL 02-15 which requires an automatic sprinkler system for “all areas of aircraft facilities, including shop and administration.” (para A1.3.1.1) This section of the RFP only mentions foam. Please clarify that an automatic wet pipe sprinkler system is required.

Answer: A wet pipe sprinkler system is required. Please refer to Section 1.8.4 for project specific requirements of this system.

RFI #037:

RFP reference: 011011, Section 1.8.3 RFI: This section suggests that the aircraft in this hangar are required to be de-fueled. UFC 4-211-02 section 3-6 dictates that “Foam Fire Protection is not required for hangars housing aircraft that are defueled and purged or have their fuel cells removed. The requirements in NFPA 409 for unfueled aircraft must be followed for these situations.” Please clarify a foam system is required.

Answer: In accordance with UFC 4-211-02, Section 3.6.1.1 “To allow for the greatest mission flexibility, protect hangars housing fueled and unfueled aircraft the same in accordance with this UFC.” Therefore, a foam system is required.

RFI #038:

RFP reference: 011011, Section 1.8.4 RFI: This section suggests that the existing UVIR sensors are to remain but section 1.14.7.1 does not allow UV or IR sensors. Clarify sensor requirements.

Answer: Sensors are required. Please refer to Section 1.8.4 for project specific requirements of this system.

RFI #039:

RFP reference: 011011, Section 1.8.4 RFI: This section requires fire protection zones for the control room and observation room. Is the intent to provide foam fire protection to these spaces?

Answer: No. Foam fire protection is to be isolated to the hangar bay only.

RFI #040:

RFP reference: 011011, Section 1.9.1.1 RFI: This section references several CFR documents which require specific information on the contaminants and concentration levels. The CFR documents do not address laser paint removal systems. Do these apply?

Will the government provide specific details about the contaminants?

Answer: Details related to the de-paint system will be provided to the contractor AE after project award.

RFI #041:

RFP reference: 011011, Section 1.9.1.2 RFI: Information online (https://www.nrec.ri.cmu.edu/nrec/solutions/defense/laser-coating-removal-for-aircraft.html) for laser de-paint systems indicate that the system does not require particulate or vapor ventilation. Please define the requirements for ventilating particulates and vapors for the system that will be used at this facility.

Answer: Vapor and particulate ventilation does not need to be installed in the HVAC system, accept for filtration defined by applicable UFC’s, UFGS, and related specifications. The Design AE must define these requirements in the specifications portion of the design documentation.

RFI #042:

RFP reference: 011011, Section 1.9.1.2 RFI: Define the requirements for the “independent ventilation expert”. What credentials, certifications, third party relationship, etc. are required?

Answer: See answer to RFI #041. An independent expert is not required.

RFI #043:

RFP reference: 011011, Section 1.9.2 RFI: This section is titled “air conditioning” but section 1.14.1 references a new evaporative cooling system and the temperatures listed in 1.9.2.2 seem to be typical for an evaporative cooling system. Please confirm evaporative cooling with natural gas heat is the desired system for this project.

Answer: The HVAC system shall be a refrigerant-based unit. Evaporative cooling is not to be used. Electrical heat will be substituted.

RFI #044:

RFP reference: 011011, Section 1.9.2 RFI: Using the selection method in UFC 4-211-02, is an evap cooled system with gas heat capable of satisfying the Mission Performance and Throughput?

Answer: See answer to RFI #043.

RFI #045:

RFP reference: 011011, Section 1.9.2.1 RFI: Natural gas is not existing at this facility. Please confirm natural gas will be brought to this facility with adequate capacity and pressure to serve the proposed project. Would this be “by others” or part of this project?

Answer: AMARG has approved the use of high efficiency electrical heating with

RFI #046:

RFP reference: 011011, Section 1.9.2.1 RFI: 3 stage heating is not typical in the industry. If the intent is to require a certain combustion efficiency and/or turn-down capacity, please clarify.

Answer: Heating will no longer be accomplished via natural gas. Use high efficiency electrical.

RFI #047:

RFP reference: 011011, Section 1.9.2.1 RFI: “Ventilation installed on the roof” would preclude the use of equipment requiring maintenance per the DM

DCG. “Filtration of outgoing air” is required in 1.9.2.2 which would in turn require maintenance on the roof.

Please clarify intent.

Answer: All HVAC requirements must comply with AT/FP standards. Any ventilation must be installed at a minimum of 10 feet or more. Intent is to meet AT/FP requirements.

RFI #048:

RFP reference: 011011, Section 1.9.2.1 RFI: Has the existing roof structure been determined to be adequate to support ventilation hoods?

Answer: See Answer to RFI#004

RFI #049:

RFP reference: 011011, Section 1.9.2.2 RFI: This section lists operating temperature of 75°F +/- 15. Confirm that the units associated with the 15 are degrees Fahrenheit.

Answer: Units are Fahrenheit

RFI #050:

RFP reference: 011011, Section 1.9.2.2 RFI: Confirm “operating temperature” is the desired indoor room conditions.

Answer: The system shall be designed to meet indoor office requirements defined in ASHRAE for the operator booth.

System operating temperatures defined in Section 1.9.2.2 refer to the air inside the laser de-paint hangar area.

RFI #051:

RFP reference: 011011, Section 1.9.2.2 RFI: Please clarify “Room ventilation with filtration on outgoing air”. This seems to require filtering the exhaust.

What level of filtration is required for the exhaust?

Answer: See answer to RFI #041

RFI #052:

RFP reference: 011011, Section 1.9.2.2 RFI: Provide indoor room requirements for the control room, observation room, etc. if they differ from those provided in this section.

Answer: Control room requirements must meet those defined for office spaces as defined in ASHRAE, UFC’s, UFGS, and related specification documents.

RFI #053:

RFP reference: 011011, Section 1.11.1 RFI: This section requires air quality of ISO 8573-1 Class 2.2.1 which is typically a spec for breathing air.

Please confirm this quality level is required for this project.

Answer: This quality is required.

RFI #054:

RFP reference: 011011, Section 6.3 RFI: This section lists 4-pipe systems, packaged units and split systems. Section 1 indicates evap cooling with gas heat. Please clarify the intended HVAC system required for this project.

Answer: Design requirements should include the use of a heat pump with supplementary high efficiency electrical heating. The design AE should make a determination of the most efficient and effective HVAC system at the lowest cost.

RFI #055:

RFP reference: 011011, Sections 1.9.2.1, 6.3.2 and 6.3.3 RFI: 6.3.2 and 6.3.3 do not allow vents on the roof which conflicts with 1.9.2.1. Which is correct?

Answer: Design intent is to meet related codes and specifications. Rooftop ventilation refers specifically to the control room addition. Ventilation for the hangar area should be designed to meet requirements in all related UFC’s, UFGS, and relation specification documents.

RFI #056:

RFP reference: 011011, Section 6.4 RFI: Per the as-builts, there is no existing networked digital control system at this facility. Is one required for the new HVAC equipment?

Answer: Yes.

RFI #057:

RFP reference: 011011, Section 6.4 RFI: Assuming controls are required, confirm there is adequate communications equipment at this facility to allow for a system to tie into the base-wide EMCS.

Answer: Communication infrastructure exists at the facility.

RFI #058:

RFP reference: 011011, Sections 7.2.8 RFI: 7.2.8 is under the Electrical Design section but appears to be a general project requirement. Please confirm this section is required for this project.

Answer: This section is required for all project design documentation.

RFI #059

Will the Hanger be occupied during construction?

Answer: No.

RFI #060

1.7.1 states to install a lightning protection system to conform to current requirements. Is the intention to bring the communication and electrical up to the current standards so the Lightning protection system can pass a U.L.

Master Label inspection?

Answer: The contractor design AE shall identify these requirements and include them in design documentation.

Will a U.L. Master Label be required for this project?

Answer: See answer to RFI #060

RFI #062

1.7.6 states to relocate the power feed for the Air Compressor to the Mechanical room. Does this mean a new

Mechanical room will be required?

Answer: A new mechanical room is not required. The Air Compressor electrical feed should be moved to the nearest panel which meets current electrical standards.

RFI #063

1.8.2 states to install a foam fire extinguishing system. Will Det-Tronics be the only foam releasing system accepted?

Answer: Any foam system that meets specifications will be sufficient.

RFI #064

1.8.2 Will the foam fire extinguishing system need to be designed to meet UFC 4-211-01?

Answer: Yes.

RFI #065

1.8.4 states to re-program the existing Fire Protection Control Panel. Since the existing FA panel is a conventional

FCI panel, and not capable of being programmed or expanded, will a new Monaco Fire Alarm / MNS be required for this project?

Answer: Yes.

RFI #066

UFC 4-211-02 states that the new hanger door be electrically operated. Will the base Fire Marshall require a power feed to the door that is ahead of the building main disconnect so the Fire Department can still access the hanger door once they have shut off power for the rest of the building?

Answer: Fire prevention requirements should meet UFC 4-211-01, Section 3.7.2, as well as all applicable UFC’s, UFGS, and specification documents.

RFI #067

ARCHITECTURAL:

1. What is the overall intent of the Control Room (i.e. observe thru windows, sound-proof, control robots)?

How many ppl will occupy? Is the Control room and Observation Room two different areas?

Answer: The intent of the control room is to allow two operators to control the robots, as well as observe de-painting as it occurs. This should be a single room. Occupancy should be determined by the design AE.

2. Section 7.2.8 requires the Contractor to have a separate P.E. review the design (not associated with the original design). Can base CE count as the separate review?

Answer: No. A second PE must be an outside engineer qualified to perform QC on design documents in order to avoid design rejections by CE due to missing or incorrect information, calculations, or drawings.

STRUCTURAL STEEL:

1. Is the accordion wall (mentioned on Section 4.3.1 of the Specifications document) part of this project?

This will require significant interior structural additions.

Answer: The accordion wall is to be installed per project requirements.

2. Is Fall Protection required since the de-painting activities will be completed using a robot?

Answer: Fall protection is required in accordance with UFC 4-211-02, Section 3.8.2 as personnel will still need to access top areas of aircraft.

3. Has the existing roof structure been analyzed in order to support additional ventilation hoods and all the IsoPoly insulation?

RFI #069

MECHANICAL:

1. Confirm the intent of this project is to provide a hangar with filtered supply and exhaust plenums and nose to tail airflow, etc.

2. What are the requirements for the “independent ventilation expert” since the design will be stamped by an AZ registered P.E.?

Answer: See answer to RFI #041 and RFI #042

3. Please confirm evaporative cooling with natural gas heat (vs. Section 6.3 packaged units) is the desired

HVAC system for this project as natural gas does not appear to exist at Fac. 7420.

4. In Section 1.9.2.2, is the intent to filter the exhaust air?

Answer: Yes. See answer to RFI #041

5. Confirm the air compressor is required to meet Class 2.2.1 (high quality level spec for breathing air).

Answer: The air compressor is required to meet Class 2.2.1

6. Are the new HVAC units required to interface with the base-wide EMCS?

Answer: HVAC communications must adhere to DMAFB Design Compatibility Guidelines, Section 6, as well as all related UFC’s, UFGS, and specification documentation.

FIRE:

1. If a foam system is required, will a fire pump system be required?

Answer: A fire hydrant is nearby. Water flow must be determined by the design AE.

2. Is a wet sprinkler system required in addition to the foam system? Please confirm adequate water supply to facility.

Answer: Yes. Please see answer to RFI #070.1

3. Section 1.8.4 and 1.14.7.1 have conflicting requirements – Please clarify UVIR sensor intent.

Answer: The intent is to follow Section 1.8.4. UV/IR sensors are required, but shall not be engaged during the firing of lasers. They shall be engaged at all other times.

ELECTRICAL:

1. Since there is an existing lightning protection system already in place, is the intent to replace or modify?

Answer: In accordance with Section 01011, Section 1.14.8.1, “In conjunction with the base Project Manager, verify the need to design for installation of a lightning protection system for this project.”

2. Does the lightning protection system require a master label?

Answer: See lighting protection requirements listed in UFC 3-575-01, Lightning and Static Electricity Protection Systems. The contractor design AE is required to determine specifications as part of project design documentation.

3. Any their requirements to have explosion proof devices in this facility?

Answer: No.

4. Are contractors required to run all the existing ethernet wires, that’s current just laying in c-channel, into new conduit or just the new control/observation room?

Answer: Any Ethernet or communication wires that are required to complete the facility mission should be protected. Excess wiring should be removed.

1. Are the existing sink and emergency eyewash unit to remain as is?

2. Per Section 1.6.5.1 – are bathrooms/showers required for the control/observation room(s)? Are there water/sewer lines reasonably close to tie into?

1. RFP reference RFP section 01011-3, Para. 1.6.3. “Air Force Corrosion Control Building Design Guide”: The solicitation/specifications keep referencing a corrosion control facility, however, a paint stripping facility doesn’t typically fall within those guidelines. Can the government please provide clarity as to the type of facility they’re wanting? This affects pricing, narratives and 10% design all required for proposal submission.

Answer: This facility has been categorized as a corrosion control facility.

2. Solicitation, Box 10, Note 4: The RFI’s are supposed to be answered on Thursday, 22AUG19 and the answers will be published on FedBizOps.gov. These will come out on FedBizOps during the night and we won’t see them until Friday, 23AUG19. That only give us two (2) working days to get accurate pricing, based on the answers we’re given, to provide accurate pricing. Can the proposal submission for this project be extended until Friday, 06SEP19 to allow time for suppliers/subcontractors to provide accurate pricing?

3. Solicitation, Page 32, Section J “List of Attachments”, Item 5 & Section M, Para. M3.3.2 “Unbalanced Pricing”: This says that a blank 3052 is provided as an attachment, however, the 3052 provided is not blank and has specific line items that require detailed pricing. With the short time frame to get accurate pricing and the ambiguity of the specifications provided, this could cause the 3052 to be unbalanced and, therefore, proposal could be deemed unacceptable. Can the proposal submission for this project get extended to Friday, 06SEP19 to allow for detailed/accurate pricing?
