SECTION 01010 – SUMMARY OF WORK

NOTE: The Davis-Monthan Air Force Base Design Compatibility Guideline requirements and those defined in the following section may directly affect the Contractor’s overhead for completing the scope of work.

Failure on the part of the Contractor to adequately review this section and identify/clarify any requirements herein will not constitute justification of Contractor claims for additional design and/or construction costs.

1. SUMMARY OF WORK

Work Included in this Contract: The following descriptions are for general reference only, and shall not be construed as a complete list of all operations to be performed.

This request for proposal (RFP) calls for the design, plans, specifications, and renovation of Hangar 7420. This hangar is currently located in the Aerospace Maintenance and Repair Group (309 AMARG) aircraft storage area at Davis-Monthan Air Force Base. It is to be renovated and retrofitted with equipment to provide laser paint removal for assigned aircraft.

The Contractor shall refer to Section 01011, Design Requirements, for specific guidance pertaining to the design and construction of the required project elements.

Salvage and Disposal: All salvageable and non-salvageable material obtained by removal of existing material shall be considered as having been included as a factor in the Contractor's bid price.

Salvageable material obtained from existing construction may be reused only if so stated elsewhere in the Contract Documents, and then only when the material is approved for reuse by the Contracting Officer.

Salvageable material shall remain the property of the Government only when specifically called out in the Contract Documents.

Salvageable material not reused or otherwise designated to remain the property of the Government shall become the property of the Contractor and shall be removed and disposed of off base in accordance with the environmental controls specified in this Section.

Non-salvageable material: Remove all non-salvageable material from the project site and dispose of it off base, in accordance with the environmental controls specified in this Section.

Base Outages and Digging Permits (AF Form 103, BCE Work Clearance Request):

Utility Outages: Accomplish all work required in connection with utility outages on weekends or off-duty hours, or as directed by the Contracting Officer. The Contractor shall be responsible for all work associated with the utility outages. Notify the Contracting Officer in writing 21 calendar days prior to the desired date for the utility outage.

Road Closures: If road closures are needed during the construction of any portion of the project, a traffic control plan shall be generated by the Contractor and submitted for approval by the Contracting Officer. Notify the Contracting Officer in writing 21 calendar days prior to the desired date for closure.

The Contractor is responsible for and shall process all digging permits and bluestake requirements through the 355 CES Project Manager, Joshua Drake. The Contractor shall allow for approximately 21 calendar days for the construction areas to be properly marked.

The Contractor is also responsible for contacting Arizona Blue Stake and independently marking and potholing for security camera conduit/wiring around the base; and vacuum and oxygen medical lines around the 355 Medical Group.

Although the 355 CES Drawing Vault has drawings for security camera conduit/wiring and medical lines, it is not responsible for the bluestaking or actual location of these utilities.

The Contractor must mark all areas that he wishes to have the Government bluestake with white paint PRIOR to the submission of the AF Form 103; and shall include a site drawing of the area to be bluestaked with the submission.

Upon submission, the Contractor shall provide the Contracting Officer the tracking number in order for the Government to help the Contractor track its progress (if necessary). Once a construction site has been marked, it is the Contractor’s responsibility to maintain the markings with stakes or whiskers.

Submittal Procedures:

AF Form 66, Schedule of Material Submittals:

1. An AF Form 66, listing the items of equipment and materials for which submittals are required by the specifications, shall be generated during the design by the Contractor for the Government’s approval. A draft of the base-standard AF Form 66 may be provided at the Contractor’s request, for the Contractor’s use.

2. The Contractor shall complete the column “Required Submission Date” and submit to the Contracting Officer for approval within 10 calendar days after Notice to Proceed.

The approved submittal register will become the scheduling document and will be used to control submittals throughout the life of the contract.

3. During construction, it may be discovered that this list was not all-inclusive and that additional submittals may be required from and shall be submitted by the Contractor, as directed by the Contracting Officer.

AF Form 3000, Material Approval Submittal:

1. The AF Form 3000 shall be used for submitting both Government-approved and information-only submittals in accordance with the instructions on the reverse side of the form. The Contracting Officer shall furnish these forms to the Contractor. This form shall be properly completed by filling out the heading blanks and identifying each item submitted. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the information submitted for each item(s).

2. The Contractor shall forward all material submittals required by the technical specifications using the AF Form 3000 as stated in paragraph b1 above. The Contractor provides the submittals in the number of copies as specified on the AF Form 66 and one original of the completed AF Form 3000 to the Contracting Officer no later than the required submission date specified on the AF Form 66 or 10 calendar days from the Notice to Proceed, whichever is later.

3. Identify each submittal by project, Contractor, drawing or detail number, and specification section number, as appropriate. Mark submittals to show the specific item(s) that will be furnished. Include intended use of the submittal and any other pertinent information necessary for a complete evaluation. If the Contractor provides a submittal which show variations from the contract documents, the Contractor shall completely describe such variations in writing clearly and separately from any other

01010-3 portion of the submittal. Highlighting or marking in any manner the proposed variations is not sufficient to comply with this requirement. This requirement applies irrespective of the provisions of any specification which follow this section and which may be particular to specific item(s).

Submit to the Contracting Officer complete information applicable to the item(s) of equipment and materials called for by the Contract Documents, for approval, prior to installing the relevant item(s) of equipment and material. If unapproved item(s) of equipment or material are installed, the Contracting Officer, at his sole discretion and option, may reject the installed equipment and material. If rejected, the Contracting Officer may then pursue, again in his sole discretion and option, remedies including but not limited to the removal and reinstallation of approved item(s) of equipment or material at the Contractor’s expense, extended warranties, and other remedies as may be deemed appropriate and applicable to that portion of the construction.

Submittals covering component items forming a system or items that are interrelated shall be scheduled to be coordinated and submitted concurrently. Certifications to be submitted with the pertinent drawings shall be so scheduled.

Adequate time (a minimum of 14 calendar days) shall be allowed and shown on the register for distribution, review and approval by both or either the Project Inspector and Contracting Officer.

The Contractor, as part of the bid price, shall have a Government-approved, independent, commercial, testing laboratory perform all sampling and testing as called for in these specifications. Test reports shall be properly sealed by a professional engineer.

Quality Control:

Provide quality control over the entire project including but not limited to the items of equipment and materials intended for installation, necessary coordination and services to facilitate the performance of the work, site conditions, and the workmanship of the Contractor personnel and any subcontractors.

The Contractor shall become familiar with all the details of the work depicted in the Contract Documents and shall verify all field conditions related to the construction prior to commencement of the work. If conditions are discovered by the Contractor prior to commencement of the work which conflict with the Contract Documents, and which will substantially affect the construction as designed and depicted in the Contract Documents, identify and explain the condition(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s); and request clarification from the Contracting Officer before commencing work.

If site conditions are discovered by the Contractor during the construction which conflict with the Contract Documents, and which affect either a portion of the current construction, or which will substantially affect the construction as designed and depicted in the Contract Documents, identify and explain the condition(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s); and request clarification from the Contracting Officer before proceeding. All such requests for information shall completely address aspects of the condition, including but not limited to, engineering judgments and engineered solutions, possible costs or deductions, and time extensions.

If site conditions or defects are discovered during the construction, by the Contracting Officer or the Contracting Officer’s designated representative, which are the result of the Contractor’s inadequate quality control or substandard workmanship, whether by the Contractor or a subcontractor, which conflict with the Contract Documents, and which affect either a portion of the current construction, or which will substantially affect the construction as designed and depicted in the Contract Documents, the Contracting Officer may direct the Contractor to identify and explain the condition(s) or defect(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s).

In all such instances, the Contractor shall present no less than three viable options to correct the condition or defect, completely addressing aspects of the condition, including but not limited to, engineering judgments and engineered solutions, possible costs or deductions, and time extensions. The Contracting Officer will then review and approve an option for use by the Contractor. The Contractor shall not proceed with the work until receiving the written permission from the Contracting Officer.

The Contractor shall comply fully with manufacturer's instructions, including each step in sequence. If such instructions conflict with the Contract Documents, identify and explain the conflict in writing to the Contracting Officer within 48 hours of discovery of the conflict;

and request clarification from the Contracting Officer before proceeding.

Testing: The Contractor shall provide samples and test results as required by the Contract Documents. Test reports shall be properly sealed by an independent professional engineer.

Cleanup: The Contractor shall keep the work area and surrounding surfaces clean and orderly. Remove any Contractor-caused residue, dirt, or markings immediately upon completion of the work involved. Clean site daily.

Exterior surfaces including but not limited to Portland cement concrete, asphalt pavements, and gravel and interior surfaces including but not limited to carpet, tile, ceiling tiles, and gypsum board damaged by construction work or the Contractor’s operations, shall be replaced with materials consistent in quality and workmanship to match existing.

It is the Contractor’s responsibility to maintain any and all quality control records and have them available to the Government at all times.

Record drawings shall be kept at the job site at all times, and shall be made available upon request by either or both the Project Inspector or the Contracting Officer. The record drawings shall be marked up on a daily basis to show actual “as-built” construction and conditions.

2. CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS

Traffic Regulation:

Barriers: Contractor shall furnish all signs, barricades, and flagmen required to control traffic in the construction area.

1. All signs and barricades shall be in accordance with ANSI D6.1, Manual of Uniform Traffic Control Devices.

2. Minimize interference with the flow of traffic. At no time may access to any facility be prevented.

Haul routes: As directed by the Contracting Officer. The haul route shall enter and exit through the Swan Road gate, and travel to and from the project site by the most direct route.

1. Immediately clean up any material spilled along the haul route. This shall include clean up of mud tracked on the road by the Contractor’s equipment.

2. For any spill of hazardous material on base, immediately notify the base fire department at 911. The Contractor is responsible for all costs incurred by the Government in responding to or cleaning up any such spill.

Access: Contractor shall maintain access to the base work site at all times. The Contractor is to perform his work with a minimum of interference to the flow of traffic.

2.2 Safety:

Comply with the Corps of Engineers Manual on General Safety Requirements, EM 385-1-1;

Occupational Safety and Health Act (OSHA), Public Law 91-596; and AFI 91-301, Air Force Occupational Safety, Fire Prevention, and Health (AFOSH) Program.

Use of flammable adhesives or other similar flammable materials will be in strict accordance with manufacturer's instructions and the Contractor shall take all necessary safety and fire prevention steps to supervise and assure safe execution of work on the contract. This paragraph is applicable to adhesive materials or any other material involving flammable characteristics.

Blasting: No blasting will be permitted.

Grade Control: Grade site to drain to protect site from puddling or running water, or accumulation of standing water in excavations. The Contractor shall provide all surveying required to establish and maintain line and grade stakes necessary to complete the construction.

Environmental Control:

The Contractor shall be required to meet or exceed the requirements and procedures of the most current Davis-Monthan AFB Civilian Contractor Environmental Guide in effect at the time of project award. This Guide will be provided along with other documents during the solicitation process.

In this Guide are procedures to ensure compliance with the Installation's environmental permits (355 CES/CEIE) and other regulations to include training for the ISO 14001 Environmental Management System (EMS). To receive the initial EMS Awareness Training the contractor will be required to register and login to The Environmental Awareness Course Hub (TEACH): https://usaf.learningbuilder.com (must use Google Chrome). The detailed registration instructions are found in Appendix E of the DMAFB Contractor Environmental Guide.

Security:

For entry to the base, submit an entry authorization request letter for each individual requiring access to the project, at least 10 calendar days prior to beginning work. A copy of the format of this letter may be obtained from the Contracting Officer on or before the pre-performance conference. Valid identification with a photograph together with the base pass will be required for all individuals when entering the base.

All passes issued must be returned to the 355 SFS Pass/ID office upon termination of the employee or completion of the project, whichever is sooner.

Project Identification Sign: Not used.

Project Progress Photographs:

Submit to the Contracting Officer construction project progress digital photographs (minimum of twenty images files in JPG format, 450 -1000 KB, on Windows readable CD) taken on or about the first of every month, showing the general conditions of the work as viewed from the north, south, east, and west. Photographs shall be required to document work phases such as rebar emplacement, concrete pours, sewer rough-in, etc, when the Government Project Inspector/Engineer is unable to view the project work site prior to that work being completed.

Each image file shall be identified by the date of exposure (year-month-day), the project number and title, and description of content using the following format: Project Number - Project Title - Date - Project Item. This requirement shall be included as a submittal on the AF Form 66, Schedule of Material Submittals.

Fenced Contractor’s and Storage Yards:

The Contractor shall install and maintain a temporary, fenced Contractor’s yard (in the base’s Contractor’s area) and a temporary, fenced storage yard (near the project site if approved) in locations designated by the Contracting Officer. The temporary fencing shall be of sufficient strength and height to minimize and restrict entry by unauthorized personnel.

The temporary fencing shall be provided with visual screening for the full height and length, using tan-colored screening or a similar color selected and approved by the Contracting Officer. The temporary fencing and screening shall remain in place and be maintained for the life of this contract.

Material Handling and Storage:

Handle, store, and protect all products in accordance with manufacturer's instructions.

At the end of each work day, park and store all equipment and materials in the location designated by the Contracting Officer.

3. PROJECT CLOSE-OUT

Pre-Inspection Final Cleaning:

Clean all surfaces exposed to view.

Polish transparent and glossy surfaces.

Clean equipment and fixtures.

Clean debris from roofs, gutters, drainage systems, and site.

Remove temporary labels.

Properly dispose of all hazardous and non-hazardous materials off base in accordance with the environmental controls specified in this Section.

Record Disks, Documents, and Disks:

Provide design and construction deliverables as defined in the Design Compatibility Guidelines and in this Section the following paragraphs.

Prior to the Contracting Officer's final acceptance of and final payment for the completed project, submit for approval the record as-built drawings, disks, documents, and shop drawings as required in the following paragraphs, no later than 30 calendar days after the Final Inspection. These requirements shall be included as submittals on the AF Form 66, Schedule of Material Submittals.

Record As-built Drawings. Standard drafting practices shall be used to represent changes and shall include supplemental notes, legends, details and dimensions as required to show actual "as-built" construction. Submit to the Contracting Officer one full-size and one half-size sets of high-quality bond drawings, clearly and legibly marked “AS-BUILT DRAWINGS” in large print at the bottom right corner of each drawing sheet above the title block.

Record Disks. The Contractor shall submit two disks containing the following:

1. AutoCAD (DWG's) and Adobe Acrobat (PDF's) of the as-built drawings.

2. Scanned P's of the Operation and Maintenance (O&M) Manuals. (See also subparagraph 3.2.2.d below.)

3. Warranties and/or Guarantee Items in both Microsoft Word and pdf formats. (See also subparagraph 3.2.2.c.3 below.)

4. Scanned pdf's of the Government-approved, final version of the completed project AF Form 66, Schedule of Material Submittals, and all associated project submittals, 01010-8 including but not limited to, the AF Form 3000, Material Approval Submittal and the associated submittal(s) and resubmittal(s) and review(s) by the Government.

5. Scanned pdf's of the Government-reviewed and Contracting Officer-signed AF Form 3064, Contract Progress Schedule, and AF Forms 3065, Contract Progress Report.

Record Documents. Fourteen calendar days prior to the final inspection, complete the following record documents and submit to the Contracting Officer.

1. DD Form 1354, Transfer and Acceptance of Military Real Property.

2. DD Form 1354 Checklist.

3. Contract/Roof Warranty and/or Guarantee Items.

4. DD Form 250, Material Inspection and Receiving Report

Operation and Maintenance Manuals. Submit operation and maintenance manuals for each major building system or item of equipment as per the contract specifications, including but not limited to all mechanical and electrical systems and equipment:

1. Reference information to be included, as applicable:

a. Table of contents.

b. Directory listing names, addresses, and telephone numbers of the architect/engineer, Contractor, subcontractors, and suppliers.

c. Significant design criteria.

d. Shop drawings and product data.

e. Air and water balance reports.

f. Certificates.

g. Copies of warranties.

2. Operation and maintenance information to be included, as applicable:

a. List of equipment.

b. Parts list for each component.

c. Operating instructions.

d. Maintenance and troubleshooting instructions.

e. Repair and assembly/disassembly instructions.

f. Calibration requirements.

Field Instructions:

Prior to final inspection, provide competent instruction, using the manuals described above, to the Government in the operation and maintenance of the building systems and equipment, including but not limited to all mechanical and electrical systems and equipment.

SECTION 01011 - DESIGN REQUIREMENTS

1. PROJECT DESCRIPTION.

General.

This request for proposal (RFP) calls for the design, plans, specifications, and renovation of Hangar 5, Building 7420. This hangar is currently located in the Aerospace Maintenance and Repair Group (309 AMARG) aircraft storage area at Davis-Monthan Air Force Base. It will be renovated and retrofitted with equipment to provide laser paint removal for assigned aircraft.

Location.

The project site is located Southwest of the intersection of Irvington and Kolb Roads. It is within the AMARG aircraft storage area, at Davis-Monthan Air Force Base (Tucson), Arizona. The base-approved Location and Site Plans may be made available to the Contractor upon request.

Project Programming.

Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project.

Codes, Standards, and References.

The Davis-Monthan Air Force Base Design Compatibility Guidelines (base DCG) See Attachment A are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.

Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.

Brand Name References: The following is a list of highlighted brand name requirements from the base DCG. This list should not be considered to be complete. All “Or Equal” material submittals shall be 100% compatible or they will be disapproved by the Government.

1.4.3.1. Intrusion Detection Systems - Vindicator.

Design and Construction Schedule.

The Contractor shall provide as part of their proposal a preliminary design and construction completion schedule for the Government’s review and approval. As a minimum, the proposed schedule shall incorporate the required milestone events as shown in the Required Milestones/Submittals table on the following page.

The number of days shown address an approximate number of calendar days and are only suggested for the Contractor’s use. The Contractor shall clearly note any deviations to the suggested days as it relates to the benefit of the proposed project.

The Government will evaluate Contractor-proposed calendar days based on the best interests of the project execution and the Government’s requirements. However, the intent of all Davis-Monthan AFB Design-Build projects is to progress from Notice-To-Proceed (NTP) to construction completion and beneficial occupancy in 263 calendar days, excluding the 31 days shown for project closeout and completion. All days listed below are calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc.

Contractor shall submit an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cutsheets to be submitted with the 65% design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material after being given the construction NTP. Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 65% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.

Following contract award, the Contractor shall finalize their proposed design and construction completion schedules. The Contractor shall prepare the schedules using the AF Form 3064, Contract Progress Schedule. The Contractor shall submit for government review and approval the AF Form 3064 no later than ten (10) calendar days following issuance of the Notice to Proceed.

Project Specific Design and Construction Requirements.

The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP.

The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants.

The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.

General Requirements

The Government will provide as-builts as part of this RFP.

All construction work shall be accomplished between the hours of 0630—1700, Monday through Friday, unless otherwise approved in writing by the CO.

The construction site is in a restricted area and will require the Contractor and subcontractors to have the requisite badging and identification to access this site. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of daily, short delays in accessing the project site, as required by the restrictive access requirements or by local alert conditions.

This project will require fenced screening around the entire perimeter of the construction site. A temporary fence shall be provided by the Contractor in accordance with paragraph 2.9. Fenced Storage Yard of Section 01010, Summary of Work.

For this project, a dumpster is permitted in the area of the project site; but may be positioned on the South side of the building, as approved by the Contracting Officer. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of short delays in accessing the project site to pick up or deliver a dumpster, as required by the restrictive access requirements or by local alert conditions.

For this project, separately identify categories of work, including but not limited to new construction, maintenance, and repair. The designer / Contractor shall prepare the project documents, including but not limited to the contract drawings, the contract specifications, and construction cost estimates.

For this project, the designer / Contractor shall document the submittal of construction project progress photographs by the construction Contractor in specification Section 01010, Summary of Work; and in the AF Form 66, Schedule of Material Submittals. The costs of these photographs shall be included in the AF Form 3052, Construction Cost Estimate.

Air Force Corrosion Control Building Design Guide

As this facility is designated as a Corrosion Control type, the Air Force Corrosion Control/Fuel Cell Maintenance Standard Design Document (CCSD), v. MAY 2018. This document is available at https://www.wbdg.org/FFC/AF/AFDP/LACCCH/CC-FC_Hangar_Prototype_DC.pdf.

All design and construction of this facility shall be completed in compliance with all related UFC’s, UFGS, AFCEC, AFI’s, and any additional required specification documents not listed in this scope of work.

Design documentation shall include a full mark up of calculations and outputs for technical review.

Submittals not including all calculations and basis of design validation will be rejected.

1.6.4.1. Demolition

The contractor shall remove and dispose of all material and equipment deemed unnecessary to the operational support of the to-be-installed laser de-paint system.

1.6.4.2. Building Preparation

The contractor shall repair, improve, upgrade and/or modify hangar 7420 to bring it into compliance with requirements for housing the laser de-paint system and supporting the to-be-installed hangar doors. All work must be done in a cost effective, energy efficient manner.

The West facing side of the facility shall have a new hangar wall, including hangar doors, to include structural steel, and sheet metal exterior sheathing, in accordance with UFC 4-211-01 AIRCRAFT MAINTENANCE HANGARS, WITH CHANGE 1, and UFC 4-211-02 AIRCRAFT CORROSION CONTROL AND PAINT FACILITIES. Man doors shall be installed in the hangar door per standard hangar requirements. This wall shall match the existing walls in order to provide a uniform structure and appearance.

1.6.4.3. Thermal and Moisture Protection

All areas of the building shell shall be sealed such that no air, water, or light, is able to get into the building. The building shall be made impervious to the elements. Adequate insulation, sealing materials, moisture barriers, and related materials shall be used in compliance with UFC 3-101-01

ARCHITECTURE.

The contractor shall provide for new PolyISO insulation on the roof. The contractor shall also insulate the walls in the hanger and above the ceiling in the lean-to area along with the restroom on the north side it is imperative that the hanger area be sealed completely as to not have any of the laser light escape.

Interior Structure

A laser de-painting control room shall be constructed at the rear (East side) of the facility. This room shall be in accordance with the

1.6.5.1. All offices, bathrooms, showers, shops, and related rooms shall be constructed with steel framing and surfaces covered and finished with gypsum board. For areas such as shops and work rooms, walls shall be constructed in accordance with UFC 3-120-10 INTERIOR DESIGN.

1.6.5.2. The AE Contractor shall provide a fully coordinated Comprehensive Interior Design (CID) consisting of:

• Structural Interior Design (SID) and

• Furniture, Fixtures and Equipment (FF&E) design.

Hangar door installation

1.6.6.1. All doors into the hangar must close completely and prevent any light leakage. All walls, doors, vents, and windows must prevent light leakage; no gaps may be present

1.6.6.2. Observation windows into the laser hangar must be a minimum of 8 feet wide by 4 feet high, and must allow visual observation of the entire hangar. In addition, these windows shall meet ANSI Z136 and shall be fire rated, per NFPA 80.

The contractor shall install an aircraft hangar door on the West side of the facility in accordance with UFC 4-211-01 AIRCRAFT MAINTENANCE HANGARS, and UFC 4-211-02 AIRCRAFT CORROSION CONTROL AND PAINT FACILITIES. The door shall be insulated and have door controls on the door and a remote-control type opener. It is imperative that the hanger area be sealed completely as to not have any of the laser light escape.

1.6.6.3. The contractor shall replace the exterior doors and hardware. All of the personnel doors in the hanger will be egress only. The contractor shall paint the exterior and interior of each door. Doors going into the lean-to area will have a small glass panel.

1.6.6.4. The contractor shall repair the blocked door in the hanger area with CMU blocks. If this door can be utilized as a hangar observation window, the contractor shall incorporate it into the design. As such, a detail drawing of changes made to the existing opening shall be documented in the design documentation.

1.6.6.5. Required Interior Design drawings shall include the following list and those listed in UFC 3-101- 01:

• Room Finish Schedule

• Finish Schedule and Finish Legend

• Interior Finish Plans

• Reflected Ceiling Plans

• Furniture Floor Plans

Electrical Power

The contractor shall perform all demolition, waste removal, and installation of equipment and electrical components. Existing service to the facility is adequate for additional electrical requirements. All electrical work shall be completed in accordance with UFC 3-501-01 ELECTRICAL

ENGINEERING, UFC 3-520-01 INTERIOR ELECTRICAL SYSTEMS, UFC 3-530-01 INTERIOR AND

EXTERIOR LIGHTING SYSTEMS AND CONTROLS, and UFC 3-550-01 INTERIOR ELECTRICAL

POWER DISTRIBUTION SYSTEMS.

The contractor shall install a lightning protection system to conform to current requirements for the electrical components to be installed.

The following service legs shall be designed and installed.

a. 480 V / 60 Hz Three Phase, 100 Amp Service per Robot (two robots are expected) (200 Amps)

b. 208 V / 60 Hz Three Phase (plus neutral), 60 Amp Service per Robot (two robots are expected) (120 Amps)

c. 480 V / 60 Hz Three Phase, 50 Amp Service per Laser Generator (100 Amps)

d. 480 V / 60 Hz Three Phase, 40 Amp Service per Laser Chiller (80 Amps)

e. 120 V / 60 Hz Single Phase, 20 Amp Service per Laser Safety Cabinet (40 Amps)

f. 120 V / 60 Hz Single Phase, 30 Amp Service for Operator Control Station Server Rack (60 Amps)

g. 120 V / 60 Hz Single Phase, 20 Amp Service for Operator Control Station Accessories (40 Amps)

Total laser power service current is 200A + 120A + 100A + 80A + 40A + 60A + 40A = 640A

The AE Contractor shall provide a detail of all calculations in order to validate basis of design. In addition, the contractor shall determine if the existing electrical service at the 500KVA exterior transformer is sufficient for all equipment, lighting, electronics, and appliances to be powered within the facility.

The contractor will supply electrical outlets for the laser equipment. The outlet size and type will be provided to the AE design contractor.

The AE contractor shall provide a complete lighting plan, to include demolition, annotation of hanger lighting repairs, and all electrical diagrams. Lighting will have all new bulbs and be in good working order. The contractor shall also install new lighting in the mechanical room.

The contractor shall install LED lighting throughout the hangar, in accordance with UFC 3-530-01 INTERIOR AND EXTERIOR LIGHTING SYSTEMS AND CONTROLS. The LED light shall conform to 300 lux at the floor level. Side lighting shall be included such that maintenance personnel are able to see the underside of aircraft. All fixtures shall be certified LED fixtures. There shall not be any retrofit type fixtures installed.

The contractor shall relocate the compressor electrical feed to a new location in the mechanical room in accordance with UFC 3-420-02FA COMPRESSED AIR.

The contractor shall provide outlets for future use of an observation area, and control room, location TBD. These outlets will be for computers and other office equipment and convenience outlets. The contractor shall run power from these outlets to the new panels installed in the mechanical room location TBD.

The contractor shall install 3 system furniture stations, 1 for an observation room and 2 for a control room, location TBD. The contractor shall install new emergency lighting and exit signs.

Fire Protection

All Fire Protection designs shall include a detailed calculations sheet demonstrating the basis of design. Fire Protection equipment and systems shall be designed and installed in accordance with UFC 4-211-02 AIRCRAFT CORROSION CONTROL FACILITIES, as well as UFGS 21 13 20.00 20

FOAM FIRE EXTINGUISHING FOR HANGARS.

The contractor shall install a foam fire extinguishing system, including a fire protection riser and manifold with back-flow preventers on both the high pressure and low-pressure sections of the system.

Signs must be installed on all access doors and hangar doors stating “NO FUELED AIRCRAFT.” The AE contractor shall include details showing signs as installed and marking locations of each sign, including text stating “In Accordance with UFC 4-211-02.”

The contractor shall re-program the fire protection control panel to eliminate existing Ultraviolet/Infrared fire sensors during operation of lasers. When the laser de-paint robots are not actively firing lasers, these sensors shall be engaged as a failsafe against fire hazards.

In addition, the control room and observation room shall be added as additional fire protection zones.

The AV in the large hanger will be visible from the observation window.

The contractor shall add a fire shut off interlock as part of the HVAC system design, in accordance with UFC 4-211-02.

HVAC

Mechanical Ventilation

1.9.1.1. All facilities must be designed to the requirements of 29 CFR 1910.94 Ventilation, 29 CFR 1910.106, Flammable and Combustible Liquids, and 29 CFR 1910.107, SPRAY FINISHING USING FLAMMABLE AND COMBUSTIBLE MATERIALS as well as NFPA 33 and Subpart Z of

29 CFR 1910.

1.9.1.2. Mechanical Ventilation shall be designed to remove paint particulates and solvent vapors from the operation areas. Upon facility completion, an independent ventilation expert must evaluate the effectiveness of the mechanical ventilation system, per UFC 3-410-04 INDUSTRIAL VENTILATION. The ventilation expert must provide a detailed evaluation report with recommendations regarding system acceptance and corrective action for discrepancies.

Air Conditioning:

1.9.2.1. The contractor shall provide and install new natural gas fired, indirect 3 stage heating units. All units will be installed at ground level with ventilation installed on the roof.

1.9.2.2. The contractor shall install an HVAC unit capable of meeting the standard requirements for heating and cooling as specified in ASHRAE 62.1. In addition, this system shall operate under the following parameters:

• Operating temperature 75°F +/- 15

• Humidity: max 90%, non-condensing

• Room ventilation with filtration on outgoing air

1.9.2.3. All exterior ventilation or exhaust vents shall be located at least ten (10) feet above the ground, in accordance with UFC 4-010-01 DOD MINIMUM ANTITERRORISM STANDARDS FOR

BUILDINGS.

1.9.2.4. The contractor shall design the HVAC system ventilation ductwork such that no light from the de-painting process can be seen from the exterior of the facility.

Communications

The AE contractor shall create a communications design drawing in accordance with UFC 3-580- 01 TELECOMMUNICATIONS INTERIOR INFRASTRUCTURE PLANNING AND DESIGN, as well as all Davis-Monthan AFB design requirements.

The contractor shall install all communication lines from the mechanical room for stub up to a control room and observation. Require multiple data and voice connections. The contractor shall follow all base communication requirements.

Compressed Air

The contractor shall replace the existing compressor with a new compressed air system at a flow rate of 75 CFM, regulated to 100 psi. The compressed air system shall include an air cleaner and dryer with a type and size such that the dried air conforms to ISO 8573-1 Class 2.2.1, in accordance with

UFC 3-420-02FA COMPRESSED AIR.

Facility Floor

Evaluate for overall condition and grade. Repair if necessary.

Paint floor with Yellow center line and 10 ft. wall clearance lines. Will also require grounding point identification. The floor must identify all hangar door hazards per AFI 91-203.

Floor and wall surfaces must be uniformly lit at a level of at least 300 lux

Lighting:

The contractor shall install LED lighting throughout the hangar, in accordance with UFC 3-530-01 INTERIOR AND EXTERIOR LIGHTING SYSTEMS AND CONTROLS. The LED light shall conform to 100-foot candles at the ~3’ floor level. All fixtures shall be certified LED fixtures. There shall not be any retrofit type fixtures installed.

Metals

The contractor shall also include new PolyISO insulation installed per specification to be provided.

The contractor shall install new sheet metal over the existing louvers and vents not used in the new HVAC/evaporative cooling system. This metal will match the existing color and type of metal sheets.

The door will have all of the existing controls and include an emergency key type opener on the outside of the door. The door will be equipped with a foil lined inside coating covering the PVC coated fabric. It is very imperative that the hanger area be sealed completely as to not have any of the laser light escape.

Civil Requirements.

1.14.2.1. A sidewalk shall be installed along the North side of the facility, to go from the asphalt apron in front of the building, to the control booth located at the rear of the facility, on the East side.

Field Information.

1.14.3.1. Base utility information which may be provided for this RFP is the best information available and may be provided to assist the Contractor during the design of this project. The designer / Contractor is solely responsible for field verifying all information given. The designer / Contractor is also responsible for obtaining all information necessary to properly design and construct the project. Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required to provide utility locations, manhole inverts, verification of existing grades and features, etc., shall be the responsibility of the designer / Contractor and shall be tied into the base surveying datum.

1.14.3.2. For this project, the designer / Contractor shall perform the site survey of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. See Section 3.1.

Landscape Requirements.

1.14.4.1. For this project, remove, segregate, stockpile, protect and store the existing material in a location on the site approved by the Contracting Officer; which will neither interfere with nor obstruct the User’s operations nor any other requirements, for example, fire-vehicle access.
