799 ABS Comm Storage Facility 9 Sep 2013

1. Will a topographic site plan (AutoCAD format) be provided showing utilities? Have soil borings been made and a geotechnical report prepared for this site?

a. Answer: No soil borings or geotechnical report have been prepared for this site yet.

2. What is the occupancy classification of this building?

a. Answer: This will be a low occupancy building.

3. Will a formal design review be conducted at the installation at each review stage and who would be required to attend these design review conferences?

a. Answer: During the design process, the contractor shall submit a certain amount of hardcopies/electronic copies to the government for review for each design phase as stated in the SOW. Formal design review meetings are not always required, however, may be requested depending on the number and type of comments. The contractor shall determine who to send to the meetings based upon the comments received.

4. Has an Environmental Impact study, Environmental Assessment, or Categorical Exclusion been prepared for this site?

a. Answer: A Form 813 has been submitted and is going through the approval process.

5. ID2, paragraph B.7.1.10 states that pavement patches must be at least 10 foot wider on both sides of actual trench width at a minimum. Smaller patches may be approved by base personnel if road is scheduled for repair. Will the “trench width +20 foot minimum” patch‐back requirement apply to this project at areas of road demo required to access sewer and water mains?

a. Answer: Contractor shall follow ID2 standards.

6. Does Government know with certainty the type and size of water main to be tapped?

a. Answer:

7. Will project require installation of new fire hydrant?

a. Answer: FPE shall determine that during design.

8. Base Fire Protection Standards paragraph G.2 states that 72 hours of backup power is required unless approved by local AHJ for lower backup power. Will the 72 hour backup power requirement apply to this project or will a lesser duration of backup power be approved by the local AHJ?

a. Answer: The duration of 72 hours of backup power is required, and a lesser duration will not be approved.

9. SOW paragraph 1.4.1.5.1 states that Contractor shall provide additional patch panel for new FO if existing patch panel capability does not exist in building 64. At this point can Government ascertain whether or not a new patch panel will be needed to terminate the FO from new building?

a. Answer: A new patch panel is required with the construction of a new facility.

10. SOW paragraph 1.4.1.6.2 states that electrical conduits from switch #120 shall be concrete encased. However, neither Appendix 14; Specifications and Drawings for Underground Electric Distribution nor Appendix 22; Power Trench Sand and Backfill Requirements require concrete encasement. Will concrete encasement be required?

a. Answer: Concrete encasement is required per ID2 standards.

11. SOW paragraph 1.4.1.8.4 requires Contractor to provide Direct Digital Controls. Since HVAC units will be less than 10 ton, will paragraph 1.3.1.8.4 apply?

a. Answer: If the total building HVAC load is 10 tons or greater, direct digital controls are required.

12. Are these buildings required to obtain LEED Silver rating?

a. Answer: No

13. SOW paragraph 1.28.4 states that Contractor shall also use hydro‐excavation for all utility excavation activities. Due to the extreme costs involved, please confirm that the Governments’ intent is to have all utility trenches excavated 100% to their full depths, widths and lengths using hydro excavation method or hand digging.

a. Answer: Reference SOW. Contractors shall hydro excavate to daylight all utilities. Contractor must hydro excavate multiple places so as to determine the precise location of all utility lines that are in the project area. No mechanical excavation shall be used until approval has been given by the contracting office.

14. Clarification, Will new building loop feed transformer feed transformer # T‐69 only ?

Will the circuit end at T‐69 and be a standard radial feed for T‐69?

a. Answer: Electricity from the switch will power the new 75kva transformer, T69, T76 (when the new recreation center is constructed on the west side of bldg. 69.

This project just needs to connect the switch to the new transformer, and to T69.

15. Has the KVA been determined for the new building transformer ?

a. Answer: The new loop feed transformer shall be 75 KVA

16. At the site visit, required clearances around new PEB where given. Please confirm if the following were correctly noted. If not, please provide minimum required setbacks on east, west, north and south sides:

a. 39’ minimum from “E” Street (east).

b. 39’ minimum from obstructions to the south.

c. 39’ minimum from 3rd Street (north).

d. 30’ from existing building #69 (west).

a. Answer:

a. 18' from E Street (East)

b. 39' from the newly constructed building, 3' dia boulders will be placed as a protective boundary (South)

c. 39' from the parking stalls (North)

d. 30' from existing building #69 (West)

17. It was mentioned on‐site that the area of the storage building is 2,800 sq. ft., not 2,400 or 3,000 as previously directed. Please confirm the required building area.

a. Answer: 2800 sq ft (approx. 40’ x 70’)

18. Is any existing survey information available in .pdf, tiff, or .dwg format?

a. Answer: No.

19. The fire suppression requirement has been deleted from this project. Is the 10% design requirement for water supply attached to fire suppression? If so, will this requirement be deleted? If not, what is this requirement related to?

a. Answer: The 10% design requirement for water supply is related to locating and sizing water supply piping.

20. What are the warranty requirements for the standing seam metal roof (SSMR)?

a. Answer: We require a 50 year manufacturer’s material warranty, and a 25 year material appearance warranty.

21. For the design build requirements, do the engineers and engineers stamps need State of Nevada licensing?

a. Answer: The engineers and engineer stamps do not need to be licensed in the state of Nevada.
