About this file

This is a Questions and Answers document for a Building Automation System (BAS) troubleshooting and repair project focused on Building 4607, specifically addressing an exhaust system communications failure. The Government has indicated that the exhaust system contains 2 controllers and pieces of terminal equipment, with a drawing attached for reference. Current control drawings, controller lists, point lists, and existing sequence of operations documentation are available, though the specific Andover Continuum software version requires computer verification and the communications bus length and topology are unknown. A site visit will be available before final pricing submission to allow contractors to assess conditions.

The contractor will be required to provide all necessary Andover Continuum front-end access and software tools, as the Government will not supply proprietary software or licenses. Work must be performed during normal business hours of 0700-1600 Monday through Friday, and no special New Mexico electrical contractor licenses are required. The Government has not yet clarified contractor responsibilities for loop checkout, system acceptance, graphics acceptance, logic acceptance, and instrument-calibration acceptance referenced in Performance Work Statement 1.2(7). Given the limited system documentation available, offerors should price their troubleshooting efforts based on the PWS as issued, with the understanding that sequence of operation documents and attached pictures provide the primary reference materials for pricing purposes.

11. Existing system quantity: To support a complete firm-fixed-price quote, are current control drawings, point lists, controller/terminal-equipment counts, or existing sequences of operation available for Building 4607? If not, please confirm that offerors should price the troubleshooting effort based solely on the PWS as issued.

Please see attached pictures
