Simplified Acquisition Proposal Request (SAPR) FA485520Q0011 – Grease Trap Cleaning Services

Questions and Answers 1 July 2020

Question 1: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number FA485520Q0011 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

Answer 1: This requirement is a follow on contract to the current Grease Trap Cleaning Service contract at Cannon Air force Base. The previously awarded contract number is FA485515MR002.

Question 2: If possible, can you please provide the most recent contract or task order number?

Answer 2: This requirement is a follow on contract to the current Grease Trap Cleaning Service contract at Cannon Air force Base. The previously awarded contract number is FA485515MR002.

Question 3: Technical Factor 1 – Does the Government want a copy of the contract? If so, do vendors include all the modifications? Or do vendors just put the Contract # and Contract Title and the other list of things they ask for?

Answer 3: Per SAPR Attachment 1, Instructions to Offerors / Basis for Award dated 4 June 2020, the Offeror must submit at least one satisfactorily performed contract (limit 3), that shows this capability, and include the following information: Contract #, Contract Title, Place of Performance, Performance Work Statement or equivalent document for this service, and Requirements POC: Name, phone number, and email.

A complete copy of the contract and all associated contract modifications is not necessary. Additionally, please note that page limitations identified in SAPR Attachment 1 shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the Government’s evaluation of the proposal.

Question 4: How much grease is supposed to be removed when a "skim" is performed? For example, if it is a 1000 gallon trap is there a set percentage that must be removed like 25% or 50%? Skimming is generally not permitted by most city wastewater regulatory agencies anymore as it is not a very thorough way to clean a grease trap. Does the City of Clovis allow skimming of grease traps or are they to be completed evacuated on each service per city ordinance?

Answer 4: There is no “set percentage of content removal” during the skimming process. In accordance with PWS, para 1.1.2, the following is provided: 1.1.2. Skimming: Skimming is the removal of the surface layer of oil, grease and other waste material from the water inside of the grease trap. This includes thorough clean up and complete removal of any spillage or residue. This method does not require removal of the entire contents of the trap. The contractor shall clean up and completely remove any spillage or residue.

Question 5: Does Cannon Air Force Base require that each service driver that enters the base be a US Citizen or are Resident Aliens allowed also?

Answer 5: Yes, Resident Aliens are permitted base access. Resident Aliens must possess Resident Alien documentation and a social security card at the time base access is requested.
