Simplified Acquisition Proposal Request (SAPR)
FA485520Q0011 – Grease Trap Cleaning Services
Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Request for Quotation (RFQ) number FA485520Q0011 shall be used to reference any written proposal provided under this RFQ.
The RFQ document and incorporated provisions and clauses (Attachment 6) are those in effect through Federal Acquisition Circular 2020-06; Effective 05-06-2020.
This requirement is a set-aside for 100% Small Business.
The North American Industry Classification System (NAICS) code for this project is 562998 with a size standard of $7.5M.
The purpose of this combined synopsis and solicitation is for the purchase of Grease Trap
Cleaning Services in accordance with the Performance Work Statement (PWS). The bid schedule and contract CLIN schedule can be located in Attachment 2: Pricing Worksheet.

FAR Provision *52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible offeror whose proposal conforming to the RFQ will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate proposals:
Evaluation Factor I: Technical Capability
Evaluation Factor II: Price
EVALUATION FACTOR I: TECHNICAL CAPABILITY
Technical Factor 1: The Offeror must show capability and experience to satisfactorily perform grease trap skimming, pumping, cleaning and disposal services for tank capacities ranging from 50 to 10,000 gallons.
This requirement is met when the Offeror submits at least one satisfactorily performed contract (limit 3), that shows this capability, and include the information below:

Technical Subfactor A: This requirement is met when contracts submitted under
Technical Factor 1 demonstrate that they have been satisfactorily performed within the previous six (6) years and show Offeror served as primary contractor or subcontractor responsible for contract performance.
Technical Subfactor B: This requirement is met when contracts submitted under
Technical Factor 1 demonstrate essentially the same scope and magnitude of effort to:
(1) Maintain at least 10 grease traps per year at various service frequencies depending upon the size and usage
(2) Perform unscheduled services on an as-needed emergency basis and within 4 hours of notification.
(3) Dispose and transport an estimated 100,000 gallons of removed liquid, semi-solid or solid waste materials per year to an approved off-base disposal site in accordance with applicable Federal, State, local laws and regulations.
Technical Factor 2: This requirement is met when contracts submitted under
Technical Factor 1 demonstrate the Offeror is:
(1) Authorized through the State of New Mexico to pump waste, including Pumper Certification number.
(2) Certified through the Environmental Protection Agency (EPA) to haul and dispose of waste, including EPA Certification number.
EVALUATION FACTOR II: PRICE:
Award will be made to the lowest priced technically acceptable offeror.
(b) Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the proposal’s specified expiration time, the Government may accept a proposal (or part of a proposal), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Past Performance Information Retrieval System (PPIRS) will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
