1. DESCRIPTION OF SERVICES. The contractor shall provide all management, supervision, labor, tools, materials, specialized equipment and transportation necessary to perform grease trap cleaning services at Cannon Air Force Base (CAFB), New Mexico, in accordance with (IAW) industry standards, Federal, state, local laws and statutes. The contractor shall perform skimming, pumping and cleaning to remove waste, grease, oils and sediment, and provide disposal services. Appendix A, Workload Data, is subject to change as construction or renovation projects are completed. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws/regulations come into effect.

1.1. Basic Services. The contractor shall pump, clean and skim all grease traps (that are accessible through the top or by a manhole) according to a schedule submitted by the contractor and accepted by the Contracting Officer (CO) (See Appendix B, Data Requirements). The contractor shall also be responsible for transportation and disposal services. See Appendix A for location, size and historical frequencies of servicing.

1.1.1. Pumping and Cleaning: Pumping is the removal of all liquid and semi-solid matter from a grease trap. The contractor shall use scraping or high-pressure water to remove any accumulations on interior walls, floors and lids of the grease trap. The contractor shall clean the grease trap lids, top and bottom, clean the surface area around the grease trap to be free of grease and food particles and clear obstructions in inlet/outlet pipes to ensure unrestricted flow. Grease traps shall be considered clean when waste materials have been removed. The surface areas shall be cleaned to 10 feet in all directions from the center of the grease trap access. Spills, splashes or other damages caused by the contractor shall be cleaned at the contractor's expense. The contractor shall use a biodegradable detergent to scrub the surface areas. Grease traps shall be cleaned whenever they are pumped.

1.1.2. Skimming: Skimming is the removal of the surface layer of oil, grease and other waste material from the water inside of the grease trap. This includes thorough clean up and complete removal of any spillage or residue. This method does not require removal of the entire contents of the trap. The contractor shall clean up and completely remove any spillage or residue.

1.1.3. Disposal: The contractor shall transport and dispose of all excavated or otherwise removed liquid and/or semi-solid, or solid waste materials to an approved off-base disposal site IAW all applicable Federal, Environmental Protection Agency (EPA), state, local liquid and solid waste pollution abatement statutes, Executive Orders, codes, criteria and requirements. The contractor shall not discharge chemicals or grease into the base sewage treatment plant, or any municipal or regional sewage works, public or private.

1.2. Possible Liquid Waste Exception: If the contractor uses equipment that filters grease and other wastes from the wastewater pumped from the grease trap, the filtered water may be returned to the grease trap. The solid waste may then be disposed of as stated in paragraph 4.18. The contractor shall only use EPA-approved equipment to filter grease and other wastes from the wastewater. This

1.3. Regular Schedule: Grease traps scheduled for pumping, cleaning, skimming and disposal shall be accomplished during the last five business days of the scheduled month in accordance with Appendix A. Changes to this schedule must be approved by the CO (See Attachment B).

1.4. Special Requirements.

1.4.1. Unscheduled Service: Unexpected services may be required in the event of unscheduled repairs to pipes or other infrastructure involving grease traps. The contractor shall perform unscheduled pumping, cleaning, skimming and/or disposal services on an as-needed emergency basis when requested by the CO or Contracting Officer's Representative (COR). In the event that servicing is required outside the contractor's regular schedule, the contractor shall perform the service within 4 hours of notification.

1.4.2. Notification Before Performing Work. The contractor shall notify the COR before performing services under this contract. In addition:

In the event of a deviation from the approved schedule, necessitated by circumstances beyond the contractor's ability to control, the contractor must notify the CO and the COR at least three (3) working days before performing services sufficient to ensure a government representative will be available to assist the contractor with locating the grease trap(s), if required, and to observe and inspect the contractor's performance of contracted services.

1.4.2.2. The contractor shall notify the COR at least five (5) working days before performing services of grease traps located INSIDE facilities. The COR will notify facility managers (users) of the service date/time for grease traps located inside facilities. Service may be required prior to the facility’s normal hours of operation. Facility managers (users) will be responsible for moving tables, panels, etc., and removing the retaining screws from grease trap access doors so the contractor can access the area to perform required services.

1.4.3. Permits. The contractor is responsible for obtaining all necessary permits to fulfill all requirements of this contract.

2. SERVICES SUMMARY. The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet essential mission needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that the contractor’s quality control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.

2.1. Quality Control. The contractor shall provide adequate quality control to ensure all required service tasks are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures (plan) addressing the areas identified in paragraph 2, Service Summary. The Quality Control Plan (QCP) shall be submitted to the CO at the pre-performance conference (see Attachment B).

2.2. Quality Assurance. The Government will inspect and evaluate the contractor's performance to ensure services are received in accordance with the requirements set forth in this PWS. The COR shall inspect by validating actual work performance.

2.3. Re-Performance of Service. When service performed does not conform with contract requirements, the contractor shall re-perform at no additional cost to the Government. Performance or re-performance of these services shall commence immediately upon notification by the CO. See Section 2, Services Summary.

2.4. Progress Meetings.

2.4.1. Meetings. The CO, COR, other appropriate government personnel and the contractor shall periodically meet to discuss the contractor’s performance. The following issues shall be discussed:

opportunities to improve the contract, required contract modifications, positive performance, unsatisfactory inspections and trends for each PO observed and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and insight into any identified trends.

2.4.2. Meeting Minutes. The Government shall provide the minutes in writing, signed by the CO and any other signatures as deemed appropriate, distributed to the COR and contractor and a copy placed in the official contract file. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES.

3.1. Government-Furnished Property will not be provided for this service.

3.2. Utilities: Water and electricity may be available at the job site(s) and may be utilized by the contractor in quantities necessary to perform the work herein. The contractor shall be responsible for all temporary connections necessary for their operations and for their removal prior to final acceptance of work.

4. GENERAL INFORMATION.

4.1. Personnel. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. All employees performing on this contract must be clearly able to read, write, speak and understand English.

4.1.1. Contract Manager. The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The contractor shall provide the CO with written emergency contact information in the event unscheduled services are required. The name of this person and an alternate(s), who shall act for the contractor when the Contract Manager is absent, shall be designated in writing, with daytime contact information (email address, work and cell phone numbers), to the CO at least 2 days prior to contract performance (see Attachment B).

4.1.2. Employees. The Government has the right to restrict the employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.1.3. Conflict of Interest. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Department of the Air Force Standards of Ethical Conduct Rules.

4.1.4. Listing of Employees. The contractor shall provide, to the CO, a list of all personnel requiring access to CAFB for performance IAW this PWS (see Attachment B).

4.2. Security Requirements. Contractor employees shall comply with Cannon AFB security requirements imposed by the installation commander at all times while on Cannon AFB premises.

The contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at Cannon AFB. The contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the contractor (e.g. terminated for cause, retirement, etc). The contractor shall comply with all Cannon AFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only, and are not authorized in other facilities or areas without prior government authorization.

4.2.1. Background Check. The contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check for base access.

4.2.2. Main Base Access. Security access restrictions may require all contractor commercial

Contract: Pending GREASE TRAP SERVICES Attachment 1 Solicitation: FA4855-20-Q-0011 Performance Work Statement 20 May 2020 vehicles (which are the size of a standard bread delivery truck or larger) to enter through the Portales Gate only (via NM Hwy 467). Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for delays as a result of increased and ever-changing security procedures.

4.2.3. Identification (ID) Passes and Badges: Prior to the start of work, the contractor is responsible for obtaining all clearances, vehicle passes and ID cards required for contract employees to enter the base. The contractor shall ensure the pass and ID items required for contract performance are obtained for employees and is responsible for all passes and ID cards issued. The Pass and ID Section of 27th Special Operations Security Forces Squadron (27 SOSFS) will provide base entry authorizations/passes to each authorized contractor employee. Applications shall be coordinated through the CO. Upon termination of employment, the contractor shall be responsible for returning ID cards and base/vehicle passes to Security Forces within 24 hours (see Attachment B).

4.2.4. Force Protection Condition (FPCon). Levels may change for real-world events or for exercise scenarios which may prevent contractor employees from entering or leaving CAFB until the situation has lessened. Depending on the situation, contractor employees shall react to FPCon requirements and guidance provided through the CO or COR.

4.2.5. Vehicles. The contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition and meet New Mexico safety requirements.

Vehicle repairs shall not be accomplished on CAFB. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract. Only qualified operators shall be permitted to operate the vehicles or equipment required by this contract. Vehicle/equipment operators shall possess a valid driver’s license.

4.2.5.1. Traffic Laws. The contractor and contractor employees shall comply with all base traffic regulations. The contractor is not permitted to use cell phones on CAFB or MAFR while operating a moving vehicle, unless the device is hands-free.

4.2.5.2. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicles or privately-owned vehicle while on CAFB.

4.3. Safety Requirements and Reports. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements.

4.3.1. Mishap Notification. The contractor shall provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or a mishap resulting in death, injury, occupational disease or adverse environmental impact. (Attachment B).

4.3.2. Reporting. The contractor shall provide a copy of all required Accident Investigation Reports to the CO within 5 calendar days of each occurrence. The contractor shall report contractor personnel occupational injuries, illnesses and other related activities in accordance with the Occupational Safety and Health Act (OSHA). The contractor shall maintain records as required by Federal, State, and local regulations. (See Attachment B)

4.3.3. Investigations. The contractor shall cooperate fully and assist Government personnel in any Government mishap investigation until released by the mishap investigation authority. Do not release mishap information outside official Government channels.

4.4. Environmental Management System (EMS). All contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at:

Once on the SharePoint site, scroll down to EMS General Awareness Training and click “View Training” to begin the course. The contractor shall submit the Awareness Training Certificates of Completion to the COR prior to any on-base performance under this contract (see Attachment B).

4.5. Continuation of Essential DoD Contractor Services During Crisis IAW DoDI 3020.41.

This service is determined to be non-essential for performance during crisis according to DODI 3020.41, Operational Contract Support, paragraph 2.c. In the event of a crisis, the contractor will be notified by the CO of the need to discontinue services due to contingency, base closure or other causes. If notification to discontinue services is not received, the contractor shall be expected to continue performance in accordance with this PWS.

4.6. Hours of Operation.

4.6.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Monday - Friday, 7:00 AM to 4:00 PM (MST)/MDT). With the approval of the CO, the contractor may work extended hours to ensure timely completion of work at no additional cost to the government.

4.6.2. Recognized Holidays. The contractor is not required to provide service on the following days: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.6.3. Holiday Exception. The contractor may be authorized and permitted to work outside these normal work hours, including extension of daily work hours and/or weekend work, by first obtaining approvals from the CO, and at no additional cost to the government.

4.7. Phase Out Plan. If there is a change in contractor or if the operation reverts to in-house, the

During the phase-out familiarization period, the incumbent contractor shall be fully responsible for the pumping, cleaning and skimming of grease traps and disposal requirements. (See Attachment B)
