Additional work includes marking eyewash stations, grounding points, and restricted/fire lanes. The contractor will provide all labor, equipment and materials for surface preparation and application of new coatings ranging in thickness from 13 to 40 mils depending on the hangar. The base will clear hangars before work starts but no other removals are required. One bay will be accessible at a time, and joint sealants do not need replacement. The estimated contract value is between $500,000 to $1,000,000. The period of performance is 244 calendar days with a deadline of June 15 for sealed bid submissions including a 20% bid bond. Questions Answers The SOW references the Fuel Resistance 3 Coat (typically 20 mils) and Fuel Resistance 5 coat (250 mils) but in the description of each hangar, 40 mils is called for. Please verify the thickness of the floor?
Hangars 194-197: 13-20 mil thick. Hangars 208, 4606-4610, 40 mil thick minimum. We can edit the specifications and SOW to accommodate for this, ultimately deleting UFGS 5-coat specifications.
In the description of the hangars, sand/prep and repaint is called for. Is the intent for these hangars to be a recoat or to be taken down to concrete with an install of new system?
To be taken to concrete in order for the paint to stick. With the Hangar 208, and Hangars on the 4600 side, the work in these Hangars does not include the entire floors, just the markings as stated in the SOW
Each hangar has multiple bays. Will all bays be available at once or will it be one bay at a time? One bay at a time
Will the grit tape for Hangar door traction be replaced or will the paint grit at this location be increased.
Cannon AFB was not planning to do anything different to the door traction, just working around it to add hazardous lines and all work as stated in the SOW.
Will Moisture vapor test results for Hangar Slabs be provided. Not available
Reference Statement of Work 2.A: This paragraph mentions the 3-coat system to be used on the light maintenance shops of buildings 194-197. Per the specification for the 3-coat system, the final thickness of the system should be between 13 and 20 mils. The first paragraph of the SOW for each of these buildings states that the floor finishing shall be approximately 40 mils. Please verify if the coating should be applied per the specification at between 13 and 20 mils or according to the SOW at 40 mils.
Hangars 194-197: 13-20 mil thick. Hangars 208, 4606-4610, 40 mil thick minimum. We can edit the specifications and SOW to accommodate for this, ultimately deleting UFGS 5-coat specifications.
The specifications for both types of coatings include the joint sealants as a part of the floor coating system. The SOW does not mention the joint sealants. Please verify if the existing joint sealants will need to be removed, prepped, and replaced in the areas where the new 3 or 5-coat systems are to be installed. No joint sealant work The specifications for both types of coatings include the coating system removal requirements that state to remove 100% of existing floor coating prior to surface preparation and installation of new coating system. During the site visit, it did not appear that the existing coatings were in need of 100% removal. Please verify that the existing coatings would need 100% removal prior to surface preparation and installation of new coatings.
The existing coatings on certain Hangars, such as Hangar 208 and the Hangars on the 4600 side do not need 100% removal, but the older Hangars 194-197 do need due to wear
Attachment 7 Hangar Floor Plans shows Hangar 4607 Maintenance Bay 100 and the SOW for Hangar 4607 states to provide work in the Hangar area, yet during the site visit we were only shown the maintenance areas of the building beside the plane hangar. Please verify if the work associated with this building includes Maintenance Bay 100 as well as the maintenance areas. If so, can you please provide drawings of the maintenance areas with the quantity of eye wash stations requiring new markings? No, only the bay with the aircraft and aircraft door is in the SOW, not the other rooms or workshops.
UFGS 09 67 23.15 page 7 paragraph 1.3.2.2 calls for the qualified contractor to have completed three or more jobs in the last two years applying 200,000 square feet or more of the specified materials. Is this still a requirement? Not required
UFGS 09 67 23.16 page 7 paragraph 1.3.2.2 calls for the qualified contractor to have completed three or more jobs in the last two years applying 200,000 square feet or more of the specified materials. Is this still a requirement? Not required Has MVP (moisture vapor testing) been completed per standards for all areas that require floor coatings? If so can we have the results? Not available due to age of some of the buildings Hangers 194,195,196 and 197 are to be fully recoated. Will the existing joint material be removed and new material installed? If not will you be editing sample and submittal requirements for joint material in UFGS 09 67 23.15 & 09 67 23.16? No joint sealant work

Hangars 194-197: 13-20 mil thick. Hangars 208, 4606-4610, 40 mil thick minimum. We can edit the specifications and SOW to accommodate for this, ultimately deleting UFGS 5-coat specifications.
