1. PROJECT INFORMATION:

C. PROJECT LOCATION: Cannon Air Force Base (CAFB), New Mexico
2. DESCRIPTION OF PROJECT:
A. Hangars and Main Apron at CAFB have been identified as needing updated paint markings in accordance with (IAW) AFMAN91-203 (See Appendix C). Hangar doors do not have an established clear zone or markings, which identify hazardous crush and pinch points. Other Hangars lack taxi/tow lines, which aid safe movement of aircraft and personnel. In addition, Hangars are missing eyewash station markings, grounding points, restricted area lanes and fire lanes. Lastly, the Main Apron on the Northeast side lacks taxi and parking points for CV-22 operations. All Hangars (See Appendix A for Floor Plans) will need to be sanded, prepped, and painted in accordance with UFGS 09 67 23.15, UFGS 09 67 23.16 (See Appendix B), Cannon AFBI 32-201 and AFMAN 91-203 (See Appendix C).
The UFGS 09 67 23.15 Fuel Resist Resinous Flooring 3-Coat System is to be used at light maintenance shops (i.e. Hangars 194-197). The UFGS 09 67 23.16 Fuel Resist Resinous Flooring 5-Coat System is to be used at heavy maintenance shops (i.e. Hangars 208, 4606-4610). The work required for each Hangar is identified below. Floor plans provided in Appendix A are to be used as reference only. Contractor must field verify before proceeding.
1. HANGAR 194:
a. Sand/prep and repaint the entire hangar floors in each bay IAW
UFGS 09 67 23.15 (See Appendix B). Floor finishing shall be approximately 40 mils. with a slip resistant finish. Grit level is to meet OSHA slip resistance requirements.
b. Paint a 3-4 inch wide, red Fire Lane around the bay. Paint the words “FIRE LANE” in white, at 2-3 inch height, centered vertically between the line, and finally spaced at 10’ intervals. The Fire Lane will extend a minimum of three feet from the wall, or wall-mounted equipment, and/or storage lockers. See Cannon AFBI 32-201 Section Aircraft Hangars (See Appendix C).
c. Do not break the lines by painting through it.
d. Paint a restricted area warning lane 3 feet inside of the Fire lane to create a fire lane space. Paint line red and at 6 inches wide. Do not break the line by painting through it. Mark area with Restricted Area warning signs IAW AFI 31-101 Section 5.4.2.4.2. Place Restricted Area Warning signs at intervals of 100 feet, centered on a vertical plane and where boundaries make abrupt changes in direction. The “Warning” and “Use of Deadly Force” words shall be painted in red and the rest of the writing shall be black with a white background of 3 foot width and minimum 2 foot six inches (2’6”) height. See wording indicated below.

e. Establish an Entry Control Point by painting or repainting “Entry
Point” to be at least 20 feet wide by at least 2 feet tall with 18 inch tall black block lettering on a rectangular white background at the user’s requested location.
f. Establish a safety clear zone in all yellow from the hangar bay doors inside the hangar at least 5 feet away from the interior most door.
Include an 8 inch wide yellow and black hashed lines across the entire width of the hangar door to signify the start of the door safety area.
g. All sides visible when approaching a hazard area shall have a Danger sign, IAW AFMAN 91-203, Section 24.14.4. Paint red rectangular signs, 24X18 inch, at the entrance to the hatched area halfway between the wall and the centerline on both sides of the hangar. Paint with white lettering with the following:

h. Paint a border around emergency eye wash stations IAW AFMAN 91-203, Section 29.3.4.2 Paint a green and white hashed line around each eyewash station
i. Paint 3 inch hatched line around electrical panels black and yellow in color, 36 inch deep from face of door and 30 inch from edge of panel on each side. IAW AFMAN 91-203, Sections 7.1.8.1.1, 29.3.4.6-7
j. Identify grounding points and paint 6 inch radius yellow circles around all grounding points. Do not get paint on the grounding points.
k. Paint yellow centerlines in each bay, 6-12 inches wide (verify with users) with a 3 foot x 3 foot square nose wheel block with a 6 inch yellow border around it. If applicable, paint rear wheel blocks in each bay to the same dimensions as the nose blocks. Field verify and coordinate layout before removing existing blocks. Outline the yellow centerline with two 6 inch wide black lines only the yellow safety area to include the hashed line. IAW AFMAN 91-203, Section 24.5.5
l. Thermoplastic markings and thermoplastic lettering will not be allowed. These are proven to be inefficient after time.
m. Painting floors with urethane, latex or paints of similar composition may be used, for demarcation lines, safety zones and security warnings.
n. Paint a clear coat over all the new lines and markings after they are complete.
2. HANGAR 195:
a. Sand/prep and repaint the entire hangar floors in each bay IAW
UFGS 09 67 23.15 (See Appendix B). Floor finishing shall be approximately 40 mils. with a slip resistant finish. Grit level is to meet OSHA slip resistance requirements.

l. Thermoplastic markings and thermoplastic lettering will not be allowed. These are proven to be inefficient after time.
m. Painting floors with urethane, latex or paints of similar composition may be used, for demarcation lines, safety zones and security warnings.
3. HANGAR 196:
UFGS 09 67 23.15 (See Appendix B). Floor finishing shall be approximately 40 mils. with a slip resistant finish. Grit level is to meet OSHA slip resistance requirements.
b. Paint a 3-4 inch wide, red Fire Lane around the bay. Paint the words “FIRE LANE” in white, at 2-3 inch height, centered vertically between the line, and finally spaced at 10’ intervals. 5. HANGAR 208, Bay 1 only:
a. Sand/prep and repaint areas only where fire lane, restricted lane, eyewash, electrical signs, and hazard areas where designated, IAW UFGS 09 67 23.16 (See Appendix B). Do not sand/prep and repaint entire floor. Floor finishing shall be approximately 40 mils.

b. Repaint the floor, in between the fire line and boundary line, to closely match the existing color of the hangar floors.

i. Paint yellow centerlines in each bay, 6-12 inches wide (verify with users) with a 3 foot x 3 foot square nose wheel block with a 6 inch yellow border around it. If applicable, paint rear wheel blocks in each bay to the same dimensions as the nose blocks. Field verify and coordinate layout before removing existing blocks. Outline the yellow centerline with two 6 inch wide black lines only the yellow safety area to include the hashed line. IAW AFMAN 91-203, Section 24.5.5
j. Paint a border around emergency eye wash stations according to AFMAN 91-203, Section 29.3.4.2 Paint a green and white hashed line around each eyewash station
k. Paint 3” hatched line around electrical panels black and yellow in color, 36” deep from face of door and 30” from edge of panel on each side. IAW AFMAN 91-203, Sections 7.1.8.1.1, 29.3.4.6-7
l. Identify grounding points and paint 6 inch radius yellow circles around all grounding points. Do not get paint on the grounding points.
m. Thermoplastic markings and thermoplastic lettering will not be allowed. These are proven to be inefficient after time.
n. Painting floors with urethane, latex or paints of similar composition may be used, for demarcation lines, safety zones and security warnings.
10. HANGAR 4610:
eyewash, electrical signs, and hazard areas are designated IAW UFGS 09 67 23.16 (See Appendix B). Do not sand/prep and repaint entire floor. Floor finishing shall be approximately 40 mils. with a slip resistant finish. Grit level is to meet OSHA slip resistance requirements.
b. Repaint the floor, in between the fire line and boundary line, to closely match the existing color of the hangar floors.
c. No Fire Lane needed.
d. Do not break the lines by painting through it.
e. Paint a restricted area warning lane 3 feet inside of the Fire lane to create a fire lane space. Paint line red and at 6 inches wide. Do not break the line by painting through it. Mark area with Restricted Area warning signs in Accordance with AFI 31-101 Section 5.4.2.4.2 Place Restricted Area Warning signs at intervals of 100 feet, centered on a vertical plane, and where boundaries make abrupt changes in direction. The “Warning” and “Use of Deadly Force” words shall be painted in red and the rest of the writing shall be tall black block lettering on a rectangular white background at the user’s requested location.
g. Establish a safety clear zone in all yellow form the hangar bay doors inside the hangar at least 5 feet away from the interior most door.

11. CV-22 APRON:
a. Per UFC 3-260-04 (See Appendix C), for CV-22 Main Apron markings, “When marking an apron for specific aircraft with features less stringent than a C-5 or 747-8, coordinate with airfield management, safety, and civil engineering.” Therefore, please reference the plan “CV22 Main Apron Paint” located in Appendix A for final proposed marking design. Contractor shall field verify with airfield management and 27SOCES on site.
b. Paint apron with Taxilane Edge Stripes, per UFC 3-260-04, Section 6-3.2 (See Appendix C). Markings consist of two 6 inch retro-reflective yellow stripes, separated by a 6 inch black stripe.
The stripes are 15 feet long with gaps of 25 feet. Paint up to, approximately, 500 feet of taxilane edge stripes in designated area. Taxilane Edge Stripes are to surround existing age boxes.

c. Hoverpoints: Paint three hoverpoints, per UFC 3-260-04 Section 7-3 and 7-5. Hoverpoints shall be 30 ft. outside diameter, with a 12 inch wide retro-reflective yellow, not white, line. The location of the hoverpoints are approximate, and contractor shall field verify on site. (See Appendix A: CV22 Main Apron Paint)
d. Paint shall meet the requirements and be applied as specified in UFGS 32 17 23 Pavement Painting (See Appendix B)
i. Yellow Paint Chip number is 33538
ii. Black Paint Chip number is 37038
iii. White Paint Chip number is 37925
B. CONSTRUCTION SCOPE: The Contractor shall execute the project as shown in this SOW, additional project drawings, and supplemental specifications.
Contractor will be responsible for verifying existing conditions.
3. GENERAL PROVISIONS:
A. The Contractor shall furnish all services, labor, expertise, materials, supplies, equipment, investigations, studies, supervision and travel necessary to provide a complete, finished, functional product meeting CAFB Specification. The Contractor shall carry liability and other insurance as defined in the contract for services.
B. The Contractor must comply with the following standards and/or specifications:
1. CAFB Contractor Base Briefing Pamphlet- 2016
2. CAFB Fire Protection Guidelines- 2012
3. CAFB AEC CAD Standards 6.1- 2019
4. CAFB As-built Submittal Guidelines- 2014
5. Division 01 General Requirements (See Appendix A)
C. Any exceptions to this SOW must be detailed in the Contractor proposal.
D. An acceptable PoP for this project shall be 244 days from NTP to Project Closeout, with a maximum two weeks per hangar for construction.
E. Include in the proposal a Period of Performance (PoP) duration including on-site construction time. Include a proposed phasing plan that incorporates no more than 2 hangars actively being worked at a time. The Contractor shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities.
F. PRE-CONSTRUCTION SITE SURVEY - Prior to the start of any on-site construction activities, the Contractor shall:
1. Conduct a project site condition survey with the 27th Special Operations Civil Engineering Squadron (SOCES) Construction Inspector.
2. The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.
3. The Contractor shall field verify all dimensions or examine unseen connections before ordering materials or performing any work.
G. WORK CONFORMANCE - The work area will be confined to the applicable areas as listed in this SOW. All work must conform to the current provisions of the Cannon AFB Standards. Photography of any kind must be coordinated through the installation, customer, or facility Point of Contact (POC). Photographs may not be used for marketing purposes. A signed and approved AF 833 must be with the Contractor during any site visits or construction.
H. Coordinate work schedules with the CAFB Construction Manager at least seven
(7) calendar days in advance.
I. BASIS OF DESIGN - Any brand name items listed in this SOW and documents are intended as a Basis of Design (BOD) only.
The Contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. Refer to UFGS Specification REQUIREMENTS. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.
The Contractor is responsible for how the substituted product(s) affect the design and schedule of the project. The 27th SOCES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the ASTM & UFGS Design Standards & Environmental regulation compliance and any other review processes that are applicable to this project.
As a part of the 27th SOCES review process for substituted products, and prior to the substituted product being used or installed, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above.
J. TRAFFIC CONTROL – Contractor shall provide (at contractor’s expense) and maintain, low-profile barricades as required by Wing Safety and/or Airfield Management.
K. BUILDER – N/A
L. COEFFICIENT- N/A
M. Contractor must comply with procedures in AFI 13-213 Airfield Driving, Airfield
Waiver submittal, and proper radio operating protocols. The required classes are provided at no cost to the contractor via Airfield Management. The following minimum training requirements are needed for work at the Airfield:
1. Controlled Area Training Class
2. Airfield Driving Class
3. Airfield Waiver Submittal: 40 days before work on the airfields submit Airfield Waiver request through the Community Planner in 27th SOCES.
N. UTILITY COORDINATION AND BASE WORK NOTIFICATION (Dig Permit)- The Construction Contractor shall provide utility coordination and notify CAFB personnel prior to starting excavation work or related utilities work associated with this project, per the following:
1. CAFB Dig Permit - The Contractor shall submit the most current Form 103 Dig Permit required prior to starting any work or related utilities work for the project (Project Dig Permits, Bldg.355, at 7:30am on Thursdays,).
2. CAFB Utility Outages Dig Permit – The Contractor shall submit the most current Form AF 3624 Dig Permit required prior to starting any utilities outages for the project (Dig permits for Utility outages Bldg. 355, at 7:30am on Tuesday).
O. POST CONSTRUCTION STORM WATER MANAGEMENT – Refer to CAFB
Specification Section 01 57 19 Temporary Environmental Standard included within Division 01 General Requirements (See Appendix B).
4. PROJECT MEETINGS:
A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference rooms within two (2) weeks after the contract award.
B. WEEKLY MEETINGS - Weekly planning meetings will be held at the contractor’s jobsite trailer. The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.
5. SUBMITTALS:
A. Submittals must be provided to the designated Contracting Officer (CO) and Contracting Officer Representative (COR) and/or Program Manager (PM):
B. Complete Schedule of Material Submittals (SOMS) for Construction - Provide submittals and maintain the SOMS throughout project construction PoP, as required by UFGS Specifications Section 01 33 00, Submittal Procedures (See
Division 01 General Requirements Appendix B). This list of submittals is not all-inclusive; other submittals and forms may be required by the current Cannon AFB Contract documents. Contractor shall submit the SOMS to Contracting within fourteen (14) calendar days after the Notice to Proceed (NTP). The Contractor shall resolve any issues, as well as, incorporate any Government comments.
C. CAFB Program Manager and Construction Manager must review all submittals before commencement of relevant work.
D. Project Schedule: Within one week of NTP, provide a legible project schedule (AF 3064 and Gantt). The Construction Project Schedule must be approved by the Government prior to the start of construction activities, and shall be updated monthly or as events require. The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks. Gantt chart shall show the critical path of construction.
E. DD FORM 1354: For all projects, the Contractor shall prepare and submit a DRAFT DD Form 1354, Transfer and Acceptance of Military Real Property, Current Version (See Appendix D). This DRAFT establishes the level of detail and the different components of a project for all work accomplished under the project. This DD Form 1354 includes installed property, by building/facility number, and shall be submitted to the CO. The DRAFT DD Form 1354 shall be submitted no later than thirty (30) calendar days after the NTP. This DRAFT DD Form 1354 will be reviewed by Real Property Office (RPO) to resolve any issues and provide clarity to the Contractor for the inclusion in the INTERIM DD Form 1354.
6. PROJECT CLOSEOUT:
A. PROJECT CLOSEOUT DELIVERABLES – At 80% of project completion or no later than sixty (60) days prior to total asset placed-in-service date or partial asset placed-in service date, submit an INTERIM DD Form 1354 (See Appendix D for Draft DD Form 1354) to the Contracting Officer for Real Property review.
At Total or Partial Placed-In-Service-Date (PISD, a.k.a. BOD), the closeout package must include INTERIM DD Form 1354 with list of all Real Property Installed Equipment (RPIE). Any deficiencies and/or punch list items identified during the pre-final/final inspection must be included in Box # 27 or attached to the INTERIM DD Form 1354. At project completion, the following items shall be delivered to the Contracting office: Final INTERIM DD Form 1354 in both hardcopy and electronic format.
B. Operation and Maintenance Manuals(O&M): Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
