WELCOME TO CANNON AIR FORCE BASE
On behalf of the commander, 27th Special Operations Security Forces Squadron (27th SOSFS) I would like to take this time to say welcome to Cannon AFB, New Mexico. As Security Force officials assigned to Cannon AFB, this unit takes pride in enforcing federal laws and base regulations, as well as providing oversight and technical guidance in a wide range of security topics. In this pamphlet you will find topics such as speed limits, use of entry points to the installation, vehicle registration requirements, random vehicle inspections, and some definitions of terms used. Laws are strictly enforced on the installation, and any deviations could possible lead to permanent barment from the base. If there is anything the 27 SOSFS can do to assist, telephone numbers will be listed in the back of this pamphlet. Contractor shall secure all property during lunch and at close of work daily. No private security guards will be permitted.

1. USE AND APPLICABILITY: This pamphlet contains information from the 27th Special Operations Wing commander’s uniform traffic code for regulating the movement of all vehicular, pedestrian, and other traffic throughout the confines of the base. It is unlawful for any person to perform any act forbidden, or fail to perform any act required by these rules, and said rules shall apply to all persons entering Cannon AFB, for any reason. Military personnel who violate any portion of the rules of the road may be punished under the Article 92, UCMJ, except as otherwise specified therein. Civilians, DoD employees, and contractors shall, as the base commander determines, be referred to the US Magistrate Court or shall be subject to administrative actions as the commander specifies.
2. NEW MEXICO CRIMINAL AND TRAFFIC LAW: New Mexico state laws pertaining to motor vehicle registration and operation is applicable upon Cannon AFB by virtue of the
RULES OF THE ROAD
Assimilative Crimes Act of 1948, 18 U.S.C., Section 13. These laws are found in Chapter 65, and 66 of the New Mexico State Statutes.
3. OBEDIENCE TO PERSONNEL INVOLVED IN TRAFFIC ENFORCEMENT: No person shall willfully fail or refuse to promptly comply with any lawful order or the direction of any security forces official, safety representative, or other personnel designated by the commander to supervise and/or enforce compliance with traffic safety rules. If you are involved in a traffic accident on Base (or other DOD installations), contact Security Forces (or the respective installation Security Forces). Inform Security Forces if an ambulance is needed and they will dispatch one. In minor accidents, if the vehicles create a traffic hazard, they may be moved off the roadway away from the flow of oncoming traffic.
4. OBEDIENCE TO TRAFFIC SIGNS AND MARKINGS: The operator of any vehicle shall obey all traffic signs, markings, or other traffic control devices unless otherwise directed by a security forces official, or other person(s), performing traffic control functions.
a. Vehicle operators on Cannon AFB and operators of government-owned vehicles shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device.
The wearing of any other portable headphones, earphones, or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is prohibited.
b. Use of Radar Detection Devices Prohibited. No person will use a radar detection device to indicate the presence of speed-recording instruments or to transmit simulated erroneous speeds while operating any vehicle. They must be shut off and put out of sight.
5. VEHICLE OPERATION ON CANNON AFB: Operators will have in their vehicles the following items. Failure to have these items will delay, or deny, access to the installation:
a. Proof of current vehicle registration.
b. Proof of current vehicle insurance (even if your state does not require you to have proof in your vehicle, you must have it on military installations).
c. Current driver’s license (with required classes for vehicles you will be operating).
d. Military, dependent, or civilian ID card (if applicable).
6. DRIVER’S LICENSE/PERMIT REQUIREMENTS: Vehicle operators must have in their immediate possession either a valid driver’s license or government operator permit (as appropriate) when operating a motor vehicle on base. Motorcycle operators must also have an AF Form 483, Certificate of Competency, in their possession when operating two or three-wheeled motor vehicle. Off-road type vehicles (of any nature) are prohibited from use on Cannon AFB.
7. USING IDENTIFICATION AND REGISTRATION OF ANOTHER PERSON: No person shall, without proper authority, permit another to use or borrow his/her operator permit, registration media, vehicle/visitor’s pass, or other required identification associated with motor vehicle registration or operation.
8. GENERAL INFORMATION:
a. VEHICLE PASSES: All contractor vehicles traveling on the flightline must possess a flightline vehicle pass. Contact Airfield Management at 575-784-1507 for further information.
b. USE OF VEHICLE GATES: Listed below are the two base entry points, and times of operation. NOTE: Changes may occur to these times. Remain flexible.
(1) Cannon AFB Main Gate: Open 24 hours, seven days a week. (with Visitor Control Center). Contractor POVs with no more than two (2) axels may access the installation from any gate that is open and/or convenient.
(2) Portales Gate: Open 24 hours, seven days a week. (Commercial Vehicle Inspection Area). All large size commercial vehicles will only use Portales Gate to enter and exit the installation.

c. SPEED LIMITS: Speed is strictly enforced by RADAR/LIDAR and pace methods. The speed limit on Cannon AFB is 30 miles per hour (mph) except:
(1) Military Family Housing area loops, courts places and circles that have a driveway leading to them the speed limit is 10 mph.
(2) Military Family Housing area avenues and streets that do not have a driveway leading to them the speed limit is 20 mph.
(3) In parking lots where the speed limit is 5 mph, unless otherwise posted.
(4) When passing formations of personnel marching in the roadway, where the speed limit is 5 mph.
(5) Where otherwise posted.
(6) Flight line area speed limits will be IAW CAFBI 11-250, Base Flying Procedures.
d. RANDOM VEHICLE INSPECTIONS: The Installation Entry Point Check (IEPC) Program for Cannon AFB is managed by the NCOIC, Plans (27 SOSFS/S5P). IEPC are conducted by members of the 27 SOSFS under the authority of the installation commander as a way to additionally safeguard the installation and its resources. Security Forces personnel are looking for contraband, unauthorized transportation of classified material and unauthorized use of or possession of government property. IEPCs apply to all personnel whether entering or exiting the installation. Personnel who refuse to allow their vehicle to be inspected are subject to loss of base driving privileges or will be placed on the Suspension/Revocation/Barment (SRB) listing.
e. DD FORM 1805, MAGISTRATE CITATION: This citation is given to civilian personnel, DoD employees, military dependents, and contractors for traffic violations or other criminal infractions. A fine is subject to be paid with this citation. For all mandatory court offenses (i.e., DUI, Reckless Driving, etc.) or in cases of violators contesting a citation, the offender/violator must appear at the Magistrate Court when directed to do so by the Central Violations Bureau. The Magistrate Court is located at the Federal Courthouse, 101 Air Commando Way Blvd, Building 60, Cannon AFB, New Mexico and is held once a month.
f. RESTRICTED AREA: Property under the jurisdiction of the US Air Force that contains protection level resources. Entry is restricted to authorized personnel who must possess a restricted area badge with the appropriate area open on the badge. All personnel not possessing a badge must be escorted into the area, and remain with the escort until departing the area.
g. CONTROLLED AREAS: An area to which entry must be controlled to protect USAF physical resources that are contained within. Entry is restricted to authorized personnel who have been identified in writing. All other personnel requesting entry will have their need-to-know to enter the area verified, and than be escorted by host facility personnel while within the area.
h. ALERT SIGNAL: A 3-5 minute steady tone on base and local sirens, used for natural disasters.
i. WARNING SIGNALS: Additional information attack warning 3-5 minute wavering tone on base and local sirens. If you hear one of these signals, take appropriate actions. For more information, contact the Base Contracting Office.
j. MARQUEES: There are Marquees at each gate. These are used to notify personnel entering the base of changes to normal operating procedures. Ensure you check the marquees when you enter the base.
k. WEAPONS: Firearms and weapons are not authorized on Cannon AFB, unless IAW Integrated Defense Plan. Prohibited items include: Firearms, loaded or unloaded even if you posses a state issued concealed weapons permit. Switchblades, knifes that open automatically by hand pressure applied to a button, spring or other device in the handle of the knife, or any knife having a blade which opens or falls or is ejected into position by the force of gravity or by any outward or centrifugal thrust or movement. Bows and arrows, swords, replica weapons, whether demilitarized or not, firearm ammunition and gunpowder, bladed weapons (i.e., spears, javelins, etc), knives, which are not of a sporting nature (i.e., double-edge blades, stiletto, blades over 5 inches), BB or pellet guns or Air guns, to include paintball guns.
l. DRUGS: Illegal drugs and personal weapons are prohibited at any time on any DOD Installation. If illegal drugs and/or personal weapons are found in employees possession on
DOD Installation, that individual will be reported to Security Forces, their access pass will be revoked, and they will be escorted off of the installation.
9. BOMB THREATS/SUSPICIOUS PACKAGES: In cases of bomb threats evacuate a safe distance and call 911. Provide dispatcher with as much information as possible about the caller.
For suspicious packages, move a minimum of a hundred feet from object and call 911. Take a position behind something that provides protection from fragments/explosion and keep all personnel away from object.
