About this file

This document contains a set of questions and answers (Q&A) related to shade structure replacement at multiple locations: Mission Lake Playground, Child Development Center (CDC), and an Outdoor Pool. The project involves replacing damaged shade structures, with specific details provided for each site.

Key details include a 120-day period of performance, with priority given to the CDC sunshades, followed by Mission Lake playground, and then pool shade structures. The scope involves replacing shade fabrics and potentially entire structures, with specific size requirements for different areas (e.g., 10'x10', 18'x24', 18.5'x27.5' preschool shades). The contractor must reset footings to match original specifications, replace pyramid tops at the CDC, and replace all three fabric pieces on 18x30 cantilevers at the pool. A 1-year warranty covering both labor and materials is required. No budget magnitude was assigned, and the evaluation will be based on factors listed in the Combined Synopsis, with "Lowest Price Technically Acceptable" as the primary criteria.

Scope & Site Conditions

Q: Will there be any access restrictions or designated staging areas for equipment at the Mission Lake Playground, CDC, or Outdoor Pool?

A: Designated staging areas will be determined based on the needs of the contractors and the space available. The staging areas must remain safely marked oƯ and free of trash and debris.

Q: Can you confirm whether underground utilities exist near post areas, particularly at the Outdoor Pool where concrete resetting may be required?

A: Electrical is present due to the lights that are near the footings of the shade structures.

Q: Are recent inspection reports or photos of the damaged structures available for review?

A: See the attached pictures.

Materials & Color Selection

Q: Will specific color options for the shade fabric be provided before proposal submission, or will final color selection be made post-award?

A: Please refer to the SOW

Demolition & Installation

Q: Are there specifications or material requirements for replacement hardware (e.g., type of metal, corrosion resistance)?

Q: If concrete resetting of posts is required, are there existing structural or footing specifications we should adhere to?

A: Please reset the footings to match the original structural and footing specifications.

Equipment Use

Q: Is a Lull Forklift required, or will any equipment meeting safety standards for removal/installation be accepted?

Proposal Requirements

Q: Should the Action Plan address each site individually or as a single plan?

A: Each site individually.

Warranty & Evaluation

Q: Will the 1-year warranty requirement include both labor and materials?

A: Labor and materials

Q: Is a manufacturer’s product warranty suƯicient to meet the warranty requirements?

A: No, warranty must include labor and materials.

Other Considerations

Q: What is the expected start date or period of performance for the project once awarded?

A: Period of performance: 120 days

Q: Beyond “Lowest Price Technically Acceptable,” will past performance be considered in the evaluation?

A: Evaluation factors are listed in the description of the requirement as well as in the Combined Synopsis.

Q: Overall photos of the shades, along with close-up images showing how they are attached to the frames

A: See the attached pictures.

Q: Information on the original manufacturer of the shades

A: CDC’s playgrounds were purchased from Grounds for Play. The playground at Mission Lake is from PlayWorld Preferred. No information exists on the shade structures at the Outdoor Pool.

Q: For the shades with frames that need replacing, detailed pictures and information about the original manufacturer of the frames

A: CDC’s playgrounds were purchased from Grounds for Play. The playground at Mission Lake is from PlayWorld Preferred. No information exists on the shade structures at the Outdoor Pool.

Q: Are there as-built drawings for the old shade structures that have since been removed or any as-builts for previous structures/old pipe/possible buried tanks which might cause an issue when we are digging?

A: No

Q: Will the contractor be liable for watering replaced sod? If so, this will increase the price substantially to have some go out and water it every day for a couple weeks.

A: No

Q: Is there a budget amount for the project?

A: No magnitude assigned

Q: Do any of the locations have restricted hours for work? ie: Children being picked up and dropped oƯ at CDC, swim classes at the pool, etc...

A: No. The priority will be to get the sunshades at the CDC taken care of first, then the Mission Lake playground, and finally the pool shade structures.

Q: The pool area: Should we plan to replace all three of the pieces of fabric on the 18 x 30 cantilevers?

A: Yes

Q: The CDC area: Are we to reuse the existing top for the pyramid or replace it with a new one?

A: Replace it with a new one.

Q: Mission Lake Playground area: Should we include to clean the existing steel?

A: No

Q: Child Development Center (CDC) – Several structures are visible on satellite view and have been labeled by the vendor as 1A–1E and 3A–3C. Could you please confirm:

Which of these labeled structures correspond to the following sizes listed in the SOW?

10’ x 10’

18’ x 24’

18.5’ x 27.5’ – Preschool x2

24.5’ x 24.5’ - Pavilion

12.5 x 12.5 – Full Replacement (Toddler Area)

Which specific units require full replacement?

A: Toddler Sunshade 12.5 x 12.5

Q: Outdoor Pool Area – The vendor has identified four shade structures and marked Structure #4 as the one located directly above the slide, which appears to require fabric-only replacement. Could you kindly confirm if this matches the intended scope?

A: Correct, structure #4 above the swimming pool is a replacement of the shade structure only.

Mission Lake Playground – Hole punctured in the shade structure by strong winds from Hurricane Helene.

Outdoor Pool – Bldg 401 – Damage to four (4) shade structures. Three (3) of the shade structures are on the pool deck and one (1) on top of the slide.

The superstructures on all of the shade structures were found to be out of level indicating that the footings have been compromised and causing the structures to lean towards the pool and eventually break completely.
