WACoE Support Services Questions and Answers 23 September 2021

1. Q: Is this a new contract or an existing contract?

A: WACoE Support Services is consisted of three (3) positions acquired through multiple DHA task orders. The incumbents are as follows:

2. Q: Is there an Incumbent Contractor?

A: Refer to Question 1.

3. Q: If this is an existing contract, has the contract always been Service-Disabled Veteran- Owned Small Business Set-Aside?

A: No, the current task orders were competed as 100% small-business set asides.

4. Q: Per the Performance Work Statement (PWS), 1.3 - Qualifications and Experience -

1.3.1 - Exercise Physiologist - 1.3.1.3 - Board Certification; It states; Contractor personnel shall possess and maintain the following certifications: Certified Strength and Conditioning Specialist (CSCS), USAW Sports Performance Coach (SPC) Level 1, and Functional Movement Screen (FMS) Level 1. Will the Government allow acceptance of American Society of Exercise Physiologists (ASEP) Board Certification (EPC) as a substitution?

A: No, the Government will not allow acceptance of American Society of Exercise Physiologists (ASEP) Board Certification (EPC) as a substitution.

5. Q: Will the Government extend the current proposal due date from 2:00pm EST on Wednesday, Sept. 22, 2021 to 2:00pm EST on Wednesday, Sept. 29, 2021?

A: The Government will extend the solicitation response due date/time to Friday, Sept.

24, 2021, 2:00pm EST.

6. Q: Can you confirm the Wage Determination Occupation Code and Title of the Administrative Assistant position is “01020 - Administrative Assistant”?

A: Yes, the Wage Determination Occupation Code and Title is 01020 - Administrative Assistant.

7. Q: If this is an existing requirement, what is the incumbent contractor(s) contract number(s)?

8. Q: Referencing Attachment 7: Can the government please confirm if Attachment 7 only needs to be filled out by the proposed Prime contractor?

A: Attachment 7, Contractor Information only needs to be accomplished by the prime contractor.

9. Q: Referencing Page 13 of the PWS: Can the government specify when the transition plan mentioned on page 13 of the PWS is due?

A: The transition plan is part of the Contractor Quality Control Plan (See PWS Technical Exhibit 1 – Deliverables Schedule) and should be submitted within 15 calendar days of contract award.

10. Q: Referencing Page 26 of the PWS: Will a mission essential services plan be required with Offeror’s quotes?

A: Contractors responding to this RFQ are not required to submit a mission essential services plan for this service.

11. Q: Referencing the PWS: Can the government provide the typical work hours for all positions?

A: Typical schedule is Monday-Friday, 8 hours per day, between 0700 - 1800, not to exceed 40 hours per week.

12. Q: Referencing page 22 of the PWS: Will the Administrative Assistant be required to main a BLS certification?

A: Yes, the Administrative Assistant will be required to maintain a BLS certification.

13. Q: Referencing Past Performance Instructions: Will previously completed and signed PPQs be accepted with offerors quotes?

A: No, the Past Performance Questionnaire at Attachment 5 for this requirement will be accepted for this solicitation and must be received from the customer for which services were performed. The Government will also accept Contractor Performance Assessment Reporting System (CPARS) assessment reports as stated in the RFQ provision at FAR 52.212-1, Instruction to Offerors - Commercial Items addendum, Paragraph 3.

14. Q: Referencing the Past Performance Recency Requirements: Is the minimum one-year period of performance a separate recency factor than the 3 year recency? (For example:

is it that the references have to have at least a year’s performance and that also some portion of that performance has to be within the last three years—not that a complete year of performance must fall within the last 3 years?)

A: Past performance references must be both recent and relevant to be acceptable. Past performance must occur within the last three (3) years from the date that this RFQ was released and they must also be similar in scope to this service with period of performance of at least one (1) year. The one (1) year period of performance of similar services does not entirely have to be within the three (3) year recency period as long as both criteria are satisfied.

15. Q: Referencing Attachment 7 question 4: Are contracts or bids at the Task or Delivery Order level expected to be reflected in this answer, or will just listing the IDIQ contract suffice?

A: Include all current contracts/projects and bids/proposals you are being considered for. Each task order should be separately listed out for IDIQ contracts. In those instances, list the IDIQ contract, then the task orders against that IDIQ, total awarded amount (if awarded), and stage of those task orders (ex. solicitation/evaluation/award).

16. Q: Reference Attachment 3 - Pricing: Is it possible to change the Unit of Issue from months to hours?

A: No, this will be a monthly service.

17. Q: Is there an incumbent currently providing services? If so, who is the incumbent and what is the current contract number?

18. Q: Is there a page limit or format requirements for proposal documents?

A: No, there is no page limit or format requirements for submission documents.

19. Q: How many Airmen will receive services?

A: Roughly 700 base personnel are eligible to receive services.

20. Q: Does the government provide needed therapeutic supplies (eg., bandages, tape)?

A: Yes, the government will provide needed therapeutic supplies.

21. Q: If the offeror can provide CPARs, do we need to provide a Past Performance Questionnaire, too?

A: The Government will accept either Contractor Performance Assessment Reporting System (CPARS) assessment reports or Past Performance Questionnaires. No more than three (3) past performance references total will be considered.

22. Q: The Past Performance Questionnaire (Attachment 5) says the questionnaire is due 1 October, after the proposal due date of 22 September – is this correct?

A: The date on the Past Performance Questionnaire was incorrect. The RFQ close date has been extended to September 27, 2021 2:00 PM EST. This is also the deadline for the submission of Past Performance Questionnaires, regardless of the date/time specified on previous versions of the Past Performance Questionnaire.

23. Q: The Past Performance Questionnaire (Attachment 5) refers to paramedic services – would the government allow contractors to change the wording to refer to WACoE support services?

A: This typographical error has been corrected in Amendment 01.

24. Q: Does the Contract Manager need to be on site?

A: No, the contract manager does not need to be on site.

25. Q: Are there any specific (eg. Athletic Trainer needs to be onsite 0600-1530, Exercise Physiologist 0800-1700) hours that each employee will work within the time frame specified?

A: Work schedules will be coordinated with WACoE leadership. Typical schedule is Monday-Friday, 8 hours per day, between 0700 - 1800, not to exceed 40 hours per week.

26. Q: Does the government want copies of certifications, or can we provide certificate numbers?

A: Copies of the certifications are preferable.

27. Q: Does the government require a copy of high school diploma for the Administrative Assistant?

A: Yes, the Government requires a copy of a high school diploma for the Administrative Assistant in order to determine technical acceptability in accordance with PWS Section 1.3.3.1.

28. Q: Can offerors use past performance of a subcontractor?

A: Offerors lacking relevant past performance information may submit data from predecessor companies or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. In this case, offerors shall provide relevant information to allow government evaluators to conduct a Past Performance evaluation on the predecessor companies or subcontractors. To be considered for evaluation the contractor shall provide documentation demonstrating the predecessor or sub-contractors are either current employees or will be employed for any ensuing contract (i.e. Letter of Commitment).

29. Q: Referencing the final sentence to the answer to question 28: Can the government please confirm that a signed Teaming Arrangement from the Prime company and proposed Subcontractor company will suffice for the documentation requirement to submit Subcontractor past performance?

A: Yes the signed teaming arrangement will suffice, but either the Past Performance Questionnaire (PPQ) Form at Attachment 5 or a Contractor Performance Assessment Reporting System (CPARS) Assessment must also be submitted as a past performance reference, whether it be for a prime or a subcontractor. No more than three (3) past performance references will be considered for award. If more than three (3) past performance references are submitted, only the first three (3) will be considered. The Government will evaluate CPARS assessment reports or PPQ Forms (Attachment 5) of a predecessor or a subcontractor provided that the prime contractor submits documentation (i.e. Teaming Agreement, Letter of Commitment) demonstrating that the predecessor or sub-contractor are either current employees or will be employed for any ensuing contract.

30. Q: Please explain what is expected in Item 3, as Attachment 2, Section 3 Government

Furnished Equipment, states that the Government will provide all workspace facilities, and equipment necessary to perform all tasks on the contract.

A: Item 3 on Attachment 7, Contractor Information, has been determined to not be applicable to this acquisition, as the Government will provide all workspace facilities, and equipment necessary to perform all tasks on the contract. Revised attachment has been included that has not applicable (N/A) marked for that section. If the form has already been completed or a prior version is used for quote submission, please mark N/A for that section.

31. Q: Please explain the purpose of the request in Item 4, as we will be providing PPQs with the proposal. This is an extremely open-ended request that does not appear to add value (if a company has been in business for years, the lists can be extremely lengthy).

A: The purpose of item 4 on Attachment 7, Contractor Information, is to determine the extent and quantity of commitments that a contractor is or may be obligated to, so that the Government may determine contractor responsibility in regards to satisfactory performance of this particular requirement. The list should only include current and potential business commitments, not prior.

32. Q: Is there already an incumbent for this contract? Also, can work experience for the candidates we propose be used to meet the past performance requirement?

A: Refer to Question 1 for incumbent information. Work experience for proposed candidates will be considered for the technical acceptability aspect of the solicitation and will not be evaluated under the past performance criteria set forth in the RFQ. In regards to past performance, the PPQ Form at Attachment 5 or CPARs references for prime contractors and proposed subcontractors (refer to Questions 28 and 29) should be submitted for the past performance evaluation.
