Questions and Answers
1.
Reference: Attachment 8A page 1 paragraph 1.
Question: Paragraph 1 of Attachment 8A references As-Built drawing Attachment 8B, this attachment was not provided with the solicitation. Please Provide.
Answer: Attachment 8B has been uploaded.
2.
Reference: SF 1442 Page 6 Section C I A.
Paragraph I.A of Section C states that the government will provide an office location and two computers located on Moody AFB.
Will an office location and government furnished computers be made available at Avon Park Range while task orders at Avon Park Range, FL are taking place?
Answer: No

Reference: SF 1442 page 1 Section 10 para D and page 42 Section L (d).
Question: Block 13 of the Standard Form 1442 states that the Offeror shall provide a 90 day proposal acceptance period;
conversely, Section L Paragraph 1. (d) states that the proposal acceptance period shall be a minimum of 180 Calendar Days. Please clarify what the proposal acceptance period shall be.
Answer: The proposal acceptance period shall be 180 calendar days. This will be reflected in the forthcoming Amendment 0001.

Reference: 1442 page 49 Section L Section 6 (a).
Question: This paragraph indicates that a maximum of 5 contracts can be submitted. If a Joint Venture submits a proposal, can more than 5 contracts be submitted.
Answer: No
5.
Reference: Attachment 3 SABER Specifications
Question: SABER Spec section 01 00 00 1.5.4.1 states that all non-standard hours work shall be multiplied by the appropriate coefficient. Section B Pricing schedule does not have a space for a non-standard work hours coefficient. Does this mean there are no planned nonstandard work hours, or will the coefficient for non-standard work hours be priced after award?
Answer: An addendum to Attachment 3 SABER Specifications will be made to address this statement. Please see the forthcoming Amendment 0001.

Reference: SF 1442 page 49 Section L Section 6 (c) (1)
Question: RFP Section L, 6, (c), (1) states “Offeror may submit up to two (2) completed CPARS for past performance effort in the proposal. Any additional reports beyond the maximum will not be evaluated.” Does that mean to submit (2) completed CPARS per project, up to the maximum of five (5) projects, for a total of up to 10 CPARS? Or only two (2) total CPARS for the five (5) projects?
Answer: A maximum of five (5) contracts may be submitted. Offeror may submit up to two (2) completed CPARS for past performance effort in the proposal. (The two would be from the 5)

Reference: SF 1442 Section L Section 5 (a) (3) & SABER Specification 01 00 00 1.5.10.1 c, (3)
Question: Section L 5 (a) (3) states that the proposal is to include a conceptual level design deliverable (approximately 35%) to include a cover sheet, site plan, foundation drawings and floor plans. Attachment 3 SABER Specifications part 01 00 00 1.5.10.1 c, (3) states that design deliverables are to include Structural and Fire Protection drawings that are reviewed and stamped by a registered PE in the state of Georgia. Please confirm that this solicitation does not expect the conceptual level design documents for the Sample Project to be stamped by a Professional Engineer.

Reference: Sample Project
Question: Will the Sample Project be awarded as part of this solicitation?
Answer: It is possible, however funding is not currently available.
9.
Reference: SF 1442 Section L Section 2 (a) (1)
Question: Please confirm that it will be acceptable to mail in the proposal to the address provided in RFP Section L, 2, (a), (1), as long as the package arrives before the date and time identified in SF 1442 Block 13.
Answer: Yes

Reference: SF 1442 page 25 section (a) (3)
Question: On page 25 of 58 (a) (3) that the "offeror's approved business plan is on file and serviced by the Georgia District Office." My company's primary office is in SBA Region IV; however we are serviced by the South Florida District Office. Are we eligible to compete?
Answer: Yes

Reference: Attachment 8A
Question: Items 5, 6, and 12 of the Statement of Objectives reference the spaces which are required to be near or adjacent to the kennel area. There is no mention of the space requirement for a new kennel area within the Statement of Objectives. Is the kennel area identified in the Statement of Objectives the existing kennel area within building 1708 or is the new addition to include a new kennel area as part of this sample project?
Answer: The kennel area reference is the existing kennel area in bldg. 1708.

Reference: Attachment 8A
Question: If the addition is to include a new kennel area; can the Statement of Objectives document be modified to include a description of proposed work that describes this new kennel area?
Answer: A new kennel area is not within the Statement of Objectives or scope of the project.

Reference: Attachment 8A
Question: Items 11 & 12 of the Statement of Objectives identify the Exercise and MWD Break areas respectively. Are these areas to be covered similar to the existing obedience/training course located to the north of existing building 1708?
Answer: Yes
14.
Reference: Site Visit
Question: Unfortunately we missed the site visit. We were wondering if another site visit would be done. If not we are ok pricing the SEED project out with the information we have available. Please confirm site visit was not mandatory. Thank you.
Answer: No additional site visits will be conducted. The site visit was not mandatory.
15.
Reference: SF 1442 page 45 Section L paragraph 4.
Question: TAB #2 indicates that Attachment 10, Contractor Information should be included in the proposal submission. Is this necessary since Attachment 10 states that prior to award this information is required. Why does every contractor have to submit this information?
Answer: Yes. Attachment 10 is required to determine contractor responsibility.

Reference: SF 1442 page 47 Section 3 Paragraph b.
Question: Will The Gov require a blanket bond for $10M or will each task order require a payment and performance bond?
Please advise
Answer: Bonds will be required individually for each Task Order.
17.
Reference: SF 1442 page 47 Section 3 Paragraph b.
Question: Will each task order under $100K require a P&P bond or just task orders over $100K? please advise
Answer: Because the resulting contract value will be greater than $100,00.00 payment and performance Bonds will be required for any and all resulting task orders in accordance with FAR clause 52.228-15 Performance and Payment Bonds - - Construction.

Reference: Attachment 8A Statement of Objectives
The Statement of Objectives Document identifies various spaces that are to be included in the design of the addition. Many of these spaces are to include various fixtures, furnishings, and equipment (FFE). For example the Veterinary Treatment room is to include a MWD isolation kennel, standard table tub, exam room light and stationary exam table; and the Storage/Mechanical Room is to include a commercial ice machine. Would it be possible for the statement of objectives to include a list of Contractor Furnished FFE to ensure that proposals will not include any duplicate items that are anticipated to be Government furnished FFE?
Answer: The “equipment” described in the rooms are to let the contractor know how the rooms will be used and how to provide utilities (ice machine-water/drain). Equipment items will be provided and installed by the government.

Reference: Attachment 3 SABER Specifications Section 01 04 00 5.1
Question: Section 01 04 00 5.1 of the SABER Specification document states – in reference to the Unit Price Book – that “This Guide shall be provided in two formats (as described below): bound RSMeans’ hard copy books and electronic software database to be used by the cost estimating software.” Are hard copies of the RSMeans books to be provided to the Government? If so, please specify how many copies of which guides should be provided.
Answer: Only electronic versions should be provided to the government.

Reference: Attachment 3 SABER Specifications 01 31 01 1.1.1.2
Question: Section 01 31 01 1.1.1.2 of the SABER Specification document states that the contractor is to provide a degreed Architect or Civil Engineer prior to the submission of work to be completed under each task order. Is the intent of this person to act as the designer of record for the various design aspects associated with any particular task order, or does this person have to be available at the onsite construction office? Please elaborate on the specific duties expected of this individual.
Answer: The degreed Architect or Civil Engineer is required for the coordination/approval of construction documents prior to the contractor submitting work to be accomplished under a task order. The degreed Architect or Civil Engineer is not required to be available at the onsite construction office.
21.
Reference: Page 3 of 14 of Attachment 8B.
Question: The as-built drawings provided in attachment 8B are helpful but they do not cover the entire area of the addition. It appears that the pavement area on the west side of building 1708 was extended at some point in time. Does the Gov have record of this renovation? Please advise.
Answer: No additional as built drawings are available.
22.
Reference: Paragraph 1 of Attachment 8A.
Question: The Statement of Objectives(SOO) provides a detailed room analysis however it does not state the side of building 1708 that the new addition is to go on. We assume that the addition is to be built on the west side of the addition but at the site visit, we missed the Gov conversation where we assume the building location was being discussed. Please provide any information that was shared at the site visit concerning addition location and tie in.
Answer: The west of the existing facility is an acceptable area for the addition however the actual location is at the judgement of the contractor’s designer.
