Statement of Objectives

Moody Air Force Base

Simplified Acquisition of Base Engineering Requirements (SABER)

Sample Project

QSEU 12-0138 Addition/Alter Building 1708

23d Security Forces Military Working Dog (MWD) Kennel

As-Built drawings in attachments 8B, 8C & 8D are provoided for informational purposes only and offerors should verify information during site visit.

Supply all materials, labor, and equipment to add approximately 2,500 square feet of space to the existing facility. Work will include the following:

1.1 Concrete foundation and floor slab

1.2 Standing Seam Metal, (SSM) Roof (3/12 Pitch Min)

1.3 Exterior finish to match existing facility

1.4 All mechanical, electrical, communications, life safety, fire detection and fire suppression systems, and all other utilities/site work, improvements, and other work needed to provide a complete and usable facility

1.5 Construct two fenced/secured outdoor areas, one for MWD exercise and one for MWD break area

1.6 Construct 400 square foot storage building, exterior finish will match existing facility/interior shall be finished

1.7 Construct paved parking for privately-owned vehicles, government vehicles, visitors, and the handicap

Description of proposed work:

1. Kennel Master Office: Approximately 132 sq ft of office space that serves as the nerve center of the complex. Office should be located at the front of the administrative area with exterior windows that view the entry gate. Office should include electrical/data outlets for computer, printer, fax/copier, and equipped with PA system or central intercom console.

2. Trainers Office: Approximately 240 sq ft of office space. Office should be provided with workspace for two (2) personnel. Office should be equipped with electrical/data outlets for computers and printer/copier.

3. Handlers Workstation: Approximately 210 sq ft of space for handlers that work daily with the MWDs. Office should include three (3) common workstations with associated electrical and communication outlets/connections.

4. Veterinary Treatment Room: Approximately 260 sq ft room used to perform routine physical examinations of MWDs. This room should have seamless floors, washable walls, painted gypsum board ceiling, and cabinets faced with plastic laminate. Room will need a MWD isolation kennel, standard table tub, exam room light, and stationary exam table.

5. Tack Room: Approximately 108 sq ft room for storage of MWD equipment. This room should be located near the entrance to the kennel area and not the main building entrance.

6. Food Storage: Approximately 96 sq ft room for bulk storage of a normal 30-day supply of food for the dogs. Room should be adjacent to the kennel. Room should have adequate temperature and humidity controls as well air circulation to control food spoilage.

7. Multi-Purpose Room: Approximately 196 sq ft room to be utilized as a combination conference room, classroom, and break room. Equip room with video projection system, ceiling mounted projector/projection screen with associated electrical/data connections.

Equip room with electrical outlets for typical break room appliances, refrigerator, microwave, bottle filler, ice machine, etc.

8. Food Preparation Area: Approximately 112 sq ft area where feeding are prepared and feeding pans/bowls are stored/cleaned. Room should be equipped with counter space and stainless steel sink. Associated electrical outlets.

9. Latrine/Shower/Locker Area: Approximately 206 sq ft unisex area divided into three

(3) areas. ADA compliant latrine with locker space for 10 lockers, and a shower with bench. Room shall be equipped with all associated accessories.

10. Storage/Mechanical Rooms: Storage room approximately 80 sq ft for additional storage with commercial ice machine for cooling MWDs, with floor drain. An approximate 48 sq ft mechanical room.

11. Exercise Area: A 20 ft x 40 ft exercise area where the MWD can be released without the handler present. This area should not be shared with the obedience/training course and visually separated to prevent distractions.

12. MWD Break Area: A 10 ft x 20 ft area located near the kennels to allow the handlers to release the MWD immediately after exiting the kennels or before entering the kennels.

Area should be enclosed with an 8 ft chain link fence with self-closing/latching gates.

13. Exterior Storage/Parking/Drives/Walks: An enclosed 400 sq ft exterior storage building is required to store portable kennels, training aids, and obstacles. Equipped with interior/exterior lighting, power and hose bib. A paved parking lot to include 8 POV, 3 GOV, 2 visitor, and 1 handicap parking space. Provide concrete sidewalks to all areas.

14. SSM Roof: Remove the existing roofing system and install a complete roofing system over the existing facility and addition. New roof should match the roof of the adjacent facility, B1707; type and color.

15. Life Safety, Fire Detection/Alarm/Suppression: Adhere to all Fire and Life Safety Codes for the entire facility, to include, but not limited to, fire detection, fire alarm, mass notification, and fire suppression systems.

16. Exterior Finish: The addition exterior finish will match the exterior finish of the existing facility and the adjacent facility.
