About this file
This document is a Request for Information (RFI) regarding the construction of an anti-terrorism force protection (ATFP) fence on Tyndall AFB, Florida. The RFI responses provide clarification and additional details on the scope of work, which includes demolition of existing Florida Department of Transportation (FDOT) fencing and construction of a new perimeter fence to meet DoD security standards.
The key details include: the government's preference for a straight fence line rather than a dogleg; confirmation that the contractor can cut off posts at grade for the removal of the gate and posts across Louisiana Ave, but must remove all other posts in their entirety; the requirement for the contractor to remove the existing deadman anchors completely; the ability to reuse certain demolition materials, except for chain-link fabric and concrete-encased poles; and the potential for an extended period of performance to accommodate material lead times. The RFI also addresses related information, such as the option to lengthen an existing culvert, the requirement for an FDEP Construction Generic Permit, and access to the existing fence during the new fence installation.

Question No. QUESTION GOVERNMENT RESPONSE
Drawing C-100 in the Northwest quadrant, depicts a dogleg in the fence. Does the government intend to use this dogleg or should the fence run straight, as discussed at the visit? The government prefers the fence to run straight as discussed at the bid walk.
Please confirm that the contractor can cut off posts at grade for the removal of the gate and posts across Louisiana Ave. only. All other posts are to be pulled in their entirety. These can be cutoff flush with grade. Any holes must be filled with non-shrink grout.
Will the contractor be responsible for the complete removal of the existing dead men anchors or are the turnbuckles able to be cut off below grade?
The deadman anchors must be removed entirely. Please note that these were formed and cast above-grade and buried. They are not cast-in-place.
4 Will the contractor be responsible for the back filling of demolished post holes? Yes
Please confirm contractor can reuse all usable material (except chain-link fabric) from demolished fence and acable on the new fences. Fence fabric and any concrete encased poles that are demo'd cannot be reused.
Contractor has confirmed that materials lead time for project is approximately 60-90 days, at present. Please confirm that if necessary due to materials lead times that the period of performance will be extended, as appropriate.
The government is well aware of the impact on available and lead time on materials. If the timeline needs to be extended to accommodate procurement, it will be allowable.
Additional Information from Engineer:
The contractor can elect to lengthen the existing culvert on the SW quadrant near Louisiana Ave in lieu of the drop down fence. They will have to bring the fill over the added culvert up level with the existing grade.
Contractors can reuse the concrete dead man anchors as they remove portions of fence.
3 FDEP Construction Generic Permit is required.
4 Large metal plate will be removed by others.
The far east end of the SW quadrant new fence can start at the slight jog to attach to the large diameter fence post.
Access to the fence being demo'd is possible from the HWY 98 side after the installation and acceptance of the new fence. In fact, it has to be.
