Question OwnerQuestionAnswer
325 CESDoes “Attachment 3 RFP Appendix B Drawings” supersede “Attachment 15 AF Form 813 Demolish and Construct Pest Management Facility” in terms to Pest Management Facility demo plan and building location.Yes
325 CESIn reference to SOW Para. 6.1.5.1.1.2.B:
What site chages are proposed to create the required vehicular stand-off distance?None. Ignore this reference.
325 CESIn reference to SOW Para. 6.1.5.1.1.2.B:
Are we to design blast resistance to the existing building enclosure? No. Ignore this reference. Design windows to meet the design wind speed.
325 CESIn page 58 of 68 in the RFP it states in part B. "Blast resistant as per UCF 4-010-01(12 December 2018) DoD Minimum

Antiterrorism Standards for Buildings. The design criteria based on a secure site, existing building, and inhabited occupancy; the “Design Basis Threat” and “Level of Protection” as established by the Tyndall AFB Antiterrorism Plan or unless otherwise as directed by the Contracting Officer".

What site changes are proposed to create the required vehicular stand-off distances?

Are we to design blast resistance to the existing building enclosure? No. Ignore this reference. Design windows to meet the design wind speed.
325 CESIt was discussed at the jobsite walk-through that the existing Comm utilities would remain and be re-used for the building, and that a comm room will be required for the project. Will the existing wall-mounted Comm cabinet remain and be utilized as-is, or will a new free-standing 2-post rack, 4-post rack, or a cabinet be required? We will reutilize the existing wall rack for this project.
325 CESIf a new free-standing rack or cabinet is required will the existing Comm splicing/terminating and patch panels be re-used, since the utilities are existing and are to be re-used, or will new patch panels and equipment be required? We will reutilize the existing wall rack, switch, and patch panels.
325 CESIf a new free-standing rack or cabinet is required, are the existing Comm entrance cables long enough to reach the free-standing rack or cabinet? Please confirm.N/A
325 CESIn the Appendix A Description of Work 2.5 Electrical para. 2.5.3.b. states that “Switched receptacles shall be provided per ASHRAE 90.1.”. We assume that Siemens is providing the switching control relays, since the switching of the receptacles is part of the lighting control system that controls the receptacles? Please confirm. There will not be a lighting control system in the Siemens requirements for this building. Lighting occupancy sensors will be required.
325 CESDuring the walk-through it was discussed that exterior turtle lighting was not required for the sheds that were to be constructed on the East side of the building. Para. 2.5.4.E states that all Exterior Lighting will be Turtle Friendly and will comply with the Florida Fish and Wildlife Commission. Is the lighting for the open sheds considered to be exterior lighting, and therefore required to be “turtle friendly”? Please confirmThe lighting for the open sheds are NOT considered to be exterior lighting and will not be required to be "turtle friendly".
325 CESThe outside chemical storage area has an existing pump control system that has an electrical enclosure that used to be an explosion-proof enclosure but has been modified and is no longer explosion-proof and has existing PVC conduit entering it. Is this existing pump and control system to remain as-is?Remains as is.
325 CESIt was discussed that the facility will be brought up to the new Tyndall standards. Since the existing building roof is to be replaced, is a new lightning protection system be required for the building?Yes
325 CESIf a new lightning protection system is required, will a new exterior counterpoise grounding system be required?A counterpoise grounding system is not required.
325 CONSThe solicitation does not appear to have any language regarding the use of Past Performance references from key sub-contractors and I wanted to see if we could use key sub-contractor past performance references in place of prime past performance references. The use of relevant past experience as a key subcontractor is acceptable.
