| Question Owner | Question | Answer | |
| 325 CES | Are as-built drawings available for any component of the project? Task 1.0 instructs us to remove damaged wood. Please define damaged or how we are to assess. | Serviceable wood should be reused. If there is a question as to if the wood is damaged, it should assumed to be damaged. | |
| 325 CES | Is the roof repair to include all new wood components? | Components may be wood or another material, as long as it meets the wind speed requirements. | |
| 325 CES | Is the sidewalk onsite built to ADA standards? | At this time, no. Railing is insufficeint, and slope may be incorrect. | |
| 325 CES | Task Four directs us to install new pilings as necessary for the dinghy dock. Can this structure be re-used? | Yes. The structure that is there now may be reused if it is serviceable. | |
| 325 CES | Are steps to fuel pumps included in project scope? | Yes. The steps and railing are included. The fuel area itself is not a part of this project. | |
| 325 CES | Is the quantity of three correct for the floating boat dock/lifts for personal watercraft? | There are three docks specifically for personal watercraft, and six docks for more conventional watercraft with lifts. | |
| 325 CES | Are for the floating boat dock/lifts to be configured ? | They are to be similar to the lifts that are there. BOAT LIFTS ARE NO LONGER TO BE REMOVED. The floating dock between the covered docks and the WEG facility next door is not a part of this project. | |
| 325 CES | Please confirm that we are to reuse the piles for task 7.0? | Serviceable piles are to be reused. Unserviceable piles will need to be replaced. | |
| 325 CES | Is jetting allowed for pile setting? | Tyndall has no objections to jetting, IF USACE PERMITS AND OTHER ENVIRONMENTAL REQUIREMENTS ARE COMPLIED WITH. There is seagrass in the area and this must be taken into account by designers and installers. | |
| 325 CES | Has the USACE provided any information regarding permitting? | Tyndall has no information from USACE beyond what is publically available. | |
| 325 CES | Will stainless hardware required? 304 or 316? | 304 and/or 316 Stainless are not requirements. However, materials should be selected to withstand the salt water environment without loss of function. | |
| 325 CES | The docks in Task 7.0 appear to have water and power. Please define what is needed. | Each slip needs a 120 VAC/20 amp marine outlet, and a hose bib. | |
| 325 CES | Will the docks in Task 7.0 require lighting? If yes, please define what is needed. | Docks require low level illumination for walking on the docks at night. | |
| 325 CES | Will lighting be required on both sides of the covered moorings? | Docks require low level illumination for walking on the docks at night. | |
| 325 CES | Will GCEC bring overhead power service to weather head? Is this price to be included in our proposal? | GCEC will not provide wiring past the nearby transformer including any necessary power poles. Re-wiring will need to be done from the transformer. Coordination will need to be done with GCEC to tap into their transformer. | |
| 325 CES | Please confirm that 3 total handicap slips will be required. | One handicap accessible slip will need to be available for the personal watercraft. One for the boat lifts, and one at the rebuilt docks. If the designer is unable to accomplish this with the SAV requirements, the situation may be revisited. | |
| 325 CES | Will a separate superintendent, quality control manager, and safety manger be required on site for the duration of this project? | The project supervisor may not be the quality control manager or the safety manager. The quality control manager and safety manager may be the same individual. The project supervisor is expected to be on site while work is being done. | |
| 325 CES | Please indicate what size power panels and demand for lighting , boat lifts, shore power, power receptacles, will be required at a minimum for each slip or additional locations to include the location of the main power panels / power source for the project will be? | On the uncovered side for sailboats, each slip needs a 120 VAC/20 amp marine outlet, and a hose bib. Under the covered docks, each dock requires one hose bib and one marine type 120 VAC/20 Amp power. Lifts require power as well. Supporting electrical components will need to support this equipment. | |
| 325 CES | Please indicate locations where water (hose bibs, fish cleaning / washing stations, etc.) will be needed and where the main water source for the project will originate from? | Locations of hose bibs, electrical outlets, etc. are to be proposed by the designer. | |
| 325 CES | What permits will be necessary for the FDEP? | 325th CES uses the AF form 813 to ensure we are meeting our responsibilities as stewards of the environment. We are also aware of needing USACE permits for this project. Specific forms and guidance can be gotten from USACE. For any additional FDEP requirements, you will need to contact FDEP who DOES have jurisdiction. | |
| 325 CES | Is the roof system being replaced to the Miami Dade N.O.A. standards and if so will the roof need to be metal standing seam or R panel screw down roof in order to comply cost efficiently? | The roof system will need to be designed to meet the wind speed requirements. It need not have a Miami-Dade NOA exactly, but may have drawings stamped by a professional engineer attesting to the fact that the design is expected to meet the RC III standards. | |
| 325 CES | Is the dinghy dock to be at the same elevation as the boat house docks? If so will new piles need to be driven to bring the elevation of this dock up? | The dinghy dock need not be brought up to the level of the boat house docks. | |
| 325 CES | The boat house roof support beams are sagging and appear to be insufficient. Will the roof framing need to be designed to 160 mph or can the framing match what is currently in place? | The new roof will need to meet Risk Category III, 165 mph. | |
| 325 CES | If piling need to be replaced what penetration depth will be required? Will new piling need pylon wrap? | Piling depth and configuration will need to be in accordance with the design, and other specifications required by the designer of record. | |
| 325 CES | What grade/treatment/size per board will be required for cross plates, stringers, and decking? | Grade, treatment, and board size will need to be in accordance with the design, and other specifications required by the designer of record. | |
| 325 CES | What diameter hardware will be required for through bolts? | Hardware size and configuration will need to be in accordance with the design, and other specifications required by the designer of record. | |
| 325 CES | Are hurricane clips required? | Wind speed requirements are for Risk Category III,165 mph, as defined by UFC 03-301-01. The designer of record will decide on hurricane clips based on this requirement. | |
| 325 CES | Is there a specific bumper system? | No specific bumper system has been selected. | |
| 325 CES | Total number of side mount boat lifts? | There are six boat lifts. All lifts require forward or stern entry. | |
| 325 CES | Will the floating port need to be for small boats or personal water crafts? Will need the additional side piece for walking space? | Six lifts are for small boats. Three docks are specifically for personal watercraft. The other docks may be used by either small boats or PWC. | |
| 325 CES | What type of material is required for concrete ramp handrail Aluminum/Wood? | We do not have a specific requirement for the handicapped rail material as long as it is ADA/ABA compliant. | |
| 325 CES | Will we need any type of railing or toe kick on the ADA compliant catwalks? What depth is required for the additional pole needed for these walks? | Yes. ADA/ABA compliance is covered in the applicable UFC's. The necessity and/or depth of additional poles are the responsibility of the designer. | |
| 325 CES | Will Cleats be needed in each slip? | Cleats are needed for all slips, EXCEPT the slips for Personal Water Craft (PWC's) and boat lifts. | |
| 325 CES | How are bidders to account for materials cost increases between the time a bid is submitted and the Notice to Proceed is issued? | If there is a substantial increase in material costs, contractors may submit a Request for Equitable Adjustment (REA). I defer to contracting as to the procedure to do this. | |
| 325 CES | Will the Notice to Proceed be issued prior to the US Army Corps of Engineers and Florida DEP issue permits allowing construction to repair the marina docks and associated facilities? | One Notice To Proceed (NTP) shall be issued to start the design. The second NTP shall be issued to start construction after the permits are in order. | |
| 325 CES | Has an underwater survey been conducted of the dock area for sea grass? We assume we would need to provide this service as part of the permit process. | Nothing formal has been done. The PM, Nels Neumann, has walked the shoreline and observed sea grass in the area. | |
| 325 CES | Has a general permit been obtained by Tyndall AFB from the Florida Department of Environmental Protection and the NW Florida Water Management District ? Would the contractor need to obtain this permit? Would extra time be allowed if the State agencies delay their permits? | Obtaining the necessary permits are a part of this project. We have obtained a signed AF Form 813, and notified USACE of our intention to rebuild this site. However, since permits require a good idea of the design, permits have yet to be obtained. | |
| 325 CES | Will the current 125 Amp panel's service need to be increased for future needs, additional lighting, etc.? Can we | ||
| receive details on the power source? | Power available at GCEC's transformer can be obtained from GCEC. Power requirements will be a part of the design. | ||
| 325 CES | Docks are referred to as wood docks ‐ is composite decking as a longer lasting design acceptable? | Thank you for asking. Composite decking is acceptable, as the Air Force emphasizes lifecycle cost. Perforated aluminum decking which is available commercially is also acceptable, and MAY be desirable depending on the sea grass (SAV) requirements of the design. | |
| 325 CES | May we consider demolition and replacement of the existing concrete sidewalks rather than repair to meet ADA requirements? (We would not recommend patching or repairing old concrete). Correct grades, width and steel handrails | ||
| will be key. | Demolition and replacement is acceptable. | ||
| 325 CES | The existing tree next to the ramp sidewalk should be removed to eliminate further root damage. Is this to be permitted? Or do we need to amend the pathway of the sidewalk to avoid the roots? | Removal of the tree is acceptable. | |
| 325 CES | Is the sidewalk with the ramp the only sidewalk required or will the longer sidewalk to the West Covered Dock also need to be included in our scope? | The sidewalk going around the covered dock, the sloped sidewalk with the dilapidated rail, the slope sidewall without a rail, and the sidewalk with steps near the fuel point are a part of this project. | |
| 325 CES | We are assuming the concrete and wood piers must be evaluated by our engineers (they must meet Miami/Dade County Risk Category Wind ratings) ‐ are there any as built drawings of how deep the piers are inserted into the sea bottom? | As built drawings are not available. | |
| 325 CONS | Instructions to Bidders, indicates 3 volumes but lists 4 volumes, Executive Summary/Proposal, Past Performance, Technical and Pricing. |
It has been our experience that three volumes, Executive Summary/Proposal, Past Performance and Technical are in a
| folder and Pricing is submitted separately. Is that the intent in this submittal? | Yes this is the intent. | ||
| 325 CES | Section M, Evaluation Factors for Award, Paragraph III, v, Archeologist is not listed in the Instructions to Bidders section. Is this Archeologist requirement to be included in this proposal? | Archeological monitoring is required (see updated Attachment 01). However, a certified archaeologist is not required. Please see posted 813 and Archeological Discovery Trifold for information. | |
| 325 CES | Section M, Evaluation Factors for Award, Paragraph III, I, 3, Permits. Please provide any and all Tyndall AFB base wide permits currently in force that will be applicable to this project. Specifically, but not limited to, the 404 Permit, if currently in force for this facility. | The posted 813 is the only information available. Permits such as USACE will not be able to begin until design is under way. | |
| 325 CONS | Is it possible to extend the Response Due Date for this proposal for two weeks? | Proposal due date extended to 30 June 2022 at 1200. |
