STATEMENT OF WORK

Repair (Restore) CEMIRT Facilities B1134_B1141_B1142_B1144

TYNDALL AFB FLORIDA

PROJECT NEMBER: XLWU221007

1.0 INTRODUCTION

The work to be performed under this Request for Proposal (RFP) shall be performed utilizing this Statement of Work (SOW) contained therein. This is a design-build requirement for modifications to building 1134, 1142, fire hydrants, fire sprinkler system deficiencies, and addition overhang between 1141 and 1144.

All work and design shall be performed in-accordance with (IAW) Federal Acquisition Regulation (FAR) Case 96-315, Value Engineering, and are to minimize government cost and not performed unrequired work.

The Contractor and/or theirs Sub-Contractor(s) must submit with their proposal(s), descriptions for their work/task(s) and/or proposed work/task(s) for the government to review. The descriptions must be clearly written so the government can review/compare to the SOW. The government list of qualities founded in the SOW, are strictly estimated amounts, used by the government to prepare an independent government estimate (IGE), the contractor shall determine qualities base on their evaluation and analysis. The contractor proposal shall include enough information so the government can determine their labor hours, equipment, and material quantities, and material /equipment type(s), proposed will meet the requirements of the SOW. If the contractor plans to propose something that exceeds and/or reduce the government SOW requirements, it must be clearly indicated in their proposal. If available, it is recommended that the equipment installation manuals be utilized (reference) in the proposals by the Contractor and/or theirs Sub-Contractor(s).

1.2 Services Required: Design services shall develop a comprehensive design documents which identifies the necessary requirements for CEMIRT compound area facilities and site in compliant with UFCs, NFPA, Life Safety, and ADA compliant. The Contractor shall install/construct a complete and useable system.

1.2.1 The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this traditional construction project. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this project.

In this project LEED certification is not required. This project requires only the work that is performed on the exterior --- to meet the new wind load requirements, example doors, siding, and new mechanical room for 1142. Also, the overhang between 1141 and 1144.

1.2.2 The Contractor shall provide all labor, materials, and equipment required to design and construct this project. The product shall consist of a comprehensive design clearly identifying the necessary requirements for the construction/installation of the following:

1. All modifications and new construction to facilities 1134, 1141, 1142, and 1144

2. And, compound area site modifications

1.3 A-E Qualifications: It is mandatory that the design organizations (whether the design is accomplished by an in-house design agent or an outside A-E firm) use a registered in Florida fire protection engineer (FPE), experienced in the design of the fire protection systems. System designers shall be qualified IAW UFC 3- 600-01.

1.3.1 The project FPE must review the one-hundred percent (100%) design submission of plans and specifications and certify in writing that the design is in compliance with UFC 3-600-01 and all applicable criteria. This certification letter must be submitted with the one-hundred percent (100%) submission.

1.4 Base Fire Prevention Program: The Contractor design shall comply with the Fire Prevention Program regulations of the military installation to be serviced under this contract, TAFB, FL. The names of the installation fire protection and fire safety personnel, and the TAFB applicable regulations will be provided during the pre-performance conference.

1.5 Fire Regulations and Preventions Practices: The Contractor shall design to comply with fire prevention practices as set forth by the National Fire Protection Association, other recognized fire prevention agencies, and base regulations.

1.6 COVID-19 Requirements - During the COVID-19 pandemic it is vital to Tyndall AFB’s Mission that the Contractor adhere to all Tyndall AFB Covid-19 directives to mitigate virus transmission. The contractor shall be responsible for the following: follow CDC guide lines, setting up teleconference meetings, wearing mask and social distancing when entering a government facility, the screening of their employees, and reporting COVID-19 cases to the 325th CONS and 325th CES project manage (PM). As Covid-19 directives are living documents, it is the Contractor’s responsibility to be informed and follow the most recent published directive.

1.7 Additional Requirements (As Required)

1.7.1 Surveys: A Survey for asbestos, mold and lead paint should be conducted prior demolition or rehabilitation regardless of being outlined in the work tasks. An Environmental plan may be required to address asbestos, lead or any hazardous material found in the field.

1.7.2 Field Changes: The Contractor and the Government may agree to perform a no cost field change.

Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

1.7.3 Wind Requirements:

A. The scope of work is based on HVHZ FBC, section 1602.2 criteria for Miami Dade County

Risk Category III and IV Buildings and Structures meeting 186 mph. Based upon our AF Structural SME recommendations and in alignment with the SecAF directed Severe Weather Readiness Assessment recommendations, the Tyndall PMO will use the UFC 3- 301-01 and the following Tyndall design wind speeds based upon Risk Categories III-V.

RC III 165 mph and RC IV 170 mph (Risk categories are defined by UFC 03-301-01, Table 2-2).

B. All exterior building envelope materials such as, but not limited to windows, glazing, roofing systems, concrete masonry unit or metal panel walls, and doors shall have a current Miami-Dado Notice of Acceptance (N0A) and installed to HVHZ standards that match the specified wind requirement. Our construction industry partners shall continue to have the option of submitting test results or drawings sealed by a Professional Engineer stating conformance with HVHZ standards in lieu of materials pre-approved by Miami-Dade County.

C. While we should always use our Unified Facilities Criteria as the basis for all our facilities designs, we will also integrate the best practices from the Florida Building Code (FBC) High-Velocity Hurricane Zone (HVHZ) into this design guidance to further improve facility resiliency at Tyndall. Other details from the memorandum may apply as well.

D. A Risk Category III, IV, or V is applicable to buildings XXX and support structures since it is designated as description and must meet the requirements for a 165, 170, or 203 mph wind speed. Support structures include but are not limited to porches, awnings, canopies, etc. The building envelope is not required to be brought up to those standards at this time.

The repairs and new installation work must meet all current codes and standards.

1.7.4 Exterior Windows, Curtain Walls, Storefronts, Doors, and Louvers Architectural Design Criteria:

A. Approved products with test reports for use in the FBC HVHZ and their respective Florida Product Approval (FPA) that has been tested to the FBC standards of TAS 201, 202, and 203.

B. Anodized, blue tinted low e windows and storefronts are to be used for window replacement if all the windows are being replaced. Refer to the IFS exterior finish palette. Visual transmittance (Tvis) for exterior glazing is 45% or less in accordance with Chapter 62B-55 model lighting ordinance for marine turtle protection.

C. Provide Stainless Steel 316 Hardware for resiliency.

1.7.5 HVHZ Windows and Storefronts Performance Requirements:

A. Wind loads: Provide storefront system; include anchorage, capable of withstanding wind load as indicated on the Structural Drawings. The design pressures are based on the FBC for the geographical location of Miami-Dade County.

B. Air Infiltration: Test the specimen in accordance with ASTM E 283. Air infiltration rate shall not exceed 0.06 cubic foot per minute per square foot (0.3 liter per second per square meter) at a static air pressure differential of 6.24 psf (300 Pa).

C. Water Resistance: Test the specimen in accordance with ASTM E 331. There shall be no leakage at a minimum static air pressure differential of 12 psf (575 Pa) as defined in

AAMA 501.

D. Uniform Load: Apply a static air design load of 65 psf (3,112 Pa) in the positive and negative direction in accordance with ASTM E 330. There shall be no deflection in excess of L/180 of the span of any framing member. At a structural test load equal to

1.5 times the specified design load, no glass breakage or permanent set in the framing members in excess of 0.4% of their clear spans shall occur.

E. Windborne-debris-impact-resistance Performance: Test in accordance with ASTM E 1886 and information in ASTM E 1996 and/or AAMA 506.

a. Large-missile Impact: For aluminum-framed systems located within 30 feet (9.1 meters [m]) of grade.

b. Small-missile Impact: For aluminum-framed systems located more than 30 feet (9.1 m) above grade.

F. Exterior glazing shall be large impact-rated in compliance with FBC Chapter 14;

maximum glass sizes as per ASTM E1300; low thermal emissivity-type, insulated and tinted. Dry glazing gaskets are in accordance with ASTM C864 or ASTM C509 per FBC Chapter 14.

1.7.6 Lighting

A. The interior lighting replacements will be LED lights with a CRI 90

B. The exterior lighting replacement will be LED lights with a CRI 80 and a minimum of 4000K unless wildlife preservation lighting is required. 4000K has been found to be the best color temperature for visual acuity at night and will aid in the safety of pedestrians and hazard identification for nighttime drivers.

C. Wildlife Preservation Lighting for all exterior lighting for Tyndall AFB, southwest of US Highway 98.

a. Provide LED light engines that work with Amber color with a wavelength higher than 560 nm.

b. All exterior fixtures on the seaward and the shore perpendicular sides of the building (and on the landward side of the building if they are visible from the beach). This lighting will take precedence over the other lighting requirements within the area.

c. Exterior light fixtures should illuminate at 560 nanometers (nm) with an amber light color and all lights shall be located as low as possible.

d. Any light that is a bright white, blue, etc (longer nm) and can be seen from the property coastline at night is considered “unfriendly” lighting for turtle nesting per PCFUSFWS, 2006, page 4.

D. Exit lights will be LED

1.7.7 Carpeting

A. The requirements for the AF GSA carpeting program must be met for quality and pricing.

1.7.8 Exterior Hollow Metal Doors:

A. Doors shall be as a minimum 14 Gauge, heavy-duty, level 2, physical performance level B, model 2 with an R-10 insulated core.

B. Provide Stainless Steel 316 Hardware for resiliency.

C. Door lock cores will be Best with 7 pin cylinders. The Flightline side uses “K” keyway and Base Support side uses “J” keyway.

D. All doors shall be tested by Underwriters Laboratories and ITS/WH certified to the following standards:

a. ANSI A250.13

b. ASTM E330/E1886/E1996

c. PA201, PA 202, PA203

d. TAS201, TAS202, TAS203

E. Provide Americans with Disabilities Act (ADA)-compliant door hardware, heavy-duty and heavy-weight type on all new exterior doors, finish to match existing hardware.

1.7.9 Rollup Doors:

A. Doors shall be minimum of 20 Gauge aluminum with 24 gauge frames.

B. Provide explosion proof motors and controls where hazardous vapors may be encountered.

1.7.10 Louvers:

A. Exterior Building Louvers must meet the wind speed requirements

B. New louvers must be AMCA 550 certified per IMC 2018 401.5. Per FBC 2017 1626.2.1, the new louver must pass large-missile impact testing.

C. Antiterrorism/force protection (AT/FP) require louvers to be located at least 10 feet, 0 inches above finished grade.

1.7.11 Chillers

A. All new chillers will be Trane per memorandum on HVAC.

B. All Controls will be Siemens per memorandum on HVAC controls with backwards compatibility with existing devices.

1.7.12 VAVs

A. VAVs should be utilized for new systems.

1.7.13 System Controls

A. The control system should be a BAS or equivalent capable of controlling/monitoring the entire heating, ventilation, air conditioning system. The system shall also include the ability to calculate compressor runtime and include the following points:

VAV Boxes AHUs

Exhaust Fans Boilers (Heating/Domestic Water)

Chillers Chilled/Hot Water Pumps

Ambient Temperature and Humidity

Domestic Hot Water Recirculation Pumps

B. The system shall be interfaced with the building fire alarm system and shall be provided with additional devices required by AT/FP standards to permit system shutdown in an emergency. All air-handling system(s) over 2,000 CFM shall be interfaced with the building fire alarm system and be capable of emergency shutdown.

The system shall be capable of temperature control, occupied/unoccupied scheduling, night setback control, and alarms.

1.7.14 Fire Alarm System

A. The fire alarm and mass notification systems shall be a combined system in compliance with UFC 3-600-01, UFC 4-021-01, and National Fire Protection Association (NFPA) 72 for the entire building. The new fire alarm system shall include the initiation detectors for the reaction sprinkler system. Ultra-sensitive sensors must be installed in the Data Center, Test Area, and similar priority areas.

1.7.15 Automatic Bathroom and Kitchen Accessories

A. The WBG and the FBC allow the use of automatic flush valves, faucets, towel dispensers, etc. If automatic features are installed, then they are required to be hard wired. Tyndall facilities has had problems with the user not changing the batteries and having continued maintenance on these items. The base prefers the use of manual items if possible. The base facilities uses the folded paper towels, thus the roll paper towel holder should not be used.

1.7.16 Inspections

The Contractor shall advise the Government 48 hours before performing any concrete pouring, backfilling, wall covering, or test operation that will encase or cover his work. For soil compaction tests, a minimum of 72 hours notification shall be required.

2.0 SCOPE OF WORK

This Statement of Work (SOW) sets forth the requirements for an SR&M Acquisition RFP contract site specific design and construction effort at Tyndall AFB, Florida. Refer to attachments CEMIRT MOD Project.ppt, 1st MOD BLDG 1134 -- Rev A, 2nd MOD BLDG 1134 -- Rev A, and MOD Bldg 1142 – Rev A for conceptual concepts. The Contractor shall provide a design and construct these specific requirements as part of this RFP to include:

Summary: The summary of work for the following facilities is from visual inspections and may not include the total scope of work.

The contractor shall perform modifications to building 1134, 1142, install new fire hydrants, fire sprinkler system deficiencies in 1134, 1141, and 1144, and install overhand between 1141 and 1142.

And, correct all the Life Safety issues in 1134.

Conduct design activities including creating and updating drawings consistent with DoD and Air Force standards, leading project stakeholders through a design charrette, and providing a complete design package with submittals at the 35%, 100% design for construction (start of construction) and the 100% (as-built – completed design) design levels.

All quantities, square footage, linear footage, etc. are estimate to assist contractor in determining scale and scope of this project. Contractor is responsible to verifying and calculating his own quantities for his proposal and estimates do not relieve contractor from providing required quantities and cost to successfully complete project. Contractor shall provide all calculations, and quantities for government review/approval.

All work shall be constructed to professional standards. Contractor shall adhere to following guidance during design and construction phases of this project: AFH32-1084, USPS Standards and Requirements, ASHRE, Uniform Building Codes, UFC 3-600-01, those sections of the Southern Standard Building Codes not incorporated in the UBC/IBC for our respective area, National Fire Protection (NFPA 101), Air Force Standards, DOD Directives, ACC Supplements, Florida State Statues, UFC’s, and Tyndall Air Force Base Facility Excellence Plan (Base Regulations), NEC, OSHA Requirements, EPA Regulations, and any related ADA Compliance Requirements.

No government furnished labor, material, and/or equipment will be provided.

3.1 The specifications and standards of the issues listed, including amendments, addenda and errata, but referred thereafter by basic designation only, form a part of these specifications to the extent required by the references thereto. The latest edition of a standard applies. If there is a conflict between other codes or standards, the Air Force AFI ETL or UFC will take precedence unless the IFS and Tyndall Standards has more stringent standards.

3.2 The Contractor shall perform all work IAW with AFI, ETL, UFC and industry standards. Compliance with AF UFCs is mandatory unless the IFS and Tyndall Standards has more stringent standards. If the Contractor determines that the work cannot be performed and/or included in the SOW IAW with ETL’s/UFCs or industry standards, the Contractor shall notify the Tyndall AFB POC listed in this document in writing immediately before award of the contract. Otherwise, the Contractor shall be responsible for the required work. Many applicable compliance documents are authorized by DoD MIL-STD-3007F, and are available through the Government-sponsored Whole Building Design Guide located at https://www.wbdg.org/

If there is a conflict between these codes, regulations specifications, and/or guidance documents, the most stringent requirements shall apply, as determined by the CO through the Request for Information (RFI) process. These listed documents do not relieve the Contractor from complying with other required regulatory documents not listed.

The Contractor shall ensure that all facility systems under construction or renovation comply with codes current as of the date of contract award.

3.3 Reference Construction

The Contractor shall identify and comply with all applicable federal, state, and local laws; statutes; Executive Orders; Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies. The contractor shall comply with the National Institute of Building Sciences’ Whole Building Design Guide Construction Criteria Base (CCB) Unified Facility Criteria (UFC) and all of the related libraries. The Unified Facilities Guide Specifications (UFGS) is the mandatory starting point for all specifications, and shall not be deleted, materially modified, or made less stringent without Government approval. It is the contractor’s responsibility to identify and comply with all applicable requirements. It shall be the contractor’s responsibility as the Designer of Record (DOR) to identify any design/construction criteria waivers that are warranted for the contract and to accomplish all necessary coordination activities necessary to obtain approval of these proposed waivers through the Contracting Officer (CO), and/or Project Manager (PM).

In addition, the contractor shall refer to and comply with the current versions of the Department of Defense Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing and The United States Air Force Construction Management Implementation Guide as well as the latest version of The USAF Project Manager’s Guide to Design and Construction. Base-specific documents are identified in the attached appendices.

All construction must be in compliance with all Public Laws (P.L.), Executive Orders (E.O.), and Code of Federal Regulations (CFR), Department of Defense Instructions (DODI) and Department of Defense Directives (DODD) or other higher authority documents as applicable, as listed in MIL-STD-3007F.

4.0 DESIGN

4.1 This project shall include a design phase in which the Contractor shall evaluate specific requirements presented in this SOW, sketches provided by government and site visit. Contractor shall field verify all conditions and dimensions to provide design. The Contractor shall submit a full design for approval by the http://www.tyndallifs.com/

Government prior to start of construction. The design shall be submitted at initial/preliminary design stage for review comments and changes prior to submission of the hundred percent (100%) for construction and hundred percent (100%) completed/final design (as-builds).

4.1.1 Site Visits: All site visit schedules shall be in coordination with the 325 CES/CENMP Project Engineer and 325 CONS. Any additional site visits required to complete the required designs shall be at the Contractor's expense.

4.1.2 Pre-Design and/or Design Review: The Contractor must coordinate with the Contracting Officer (CO), 325 CES Engineer, and system stake holders before any initial and/or pre-design is submitted.

4.2 Project Design Phase

4.2.1 Design Data: The initial design data shall be submitted to the Government prior to the initial design data review meeting.

4.2.2 35% Initial Design Data Review/Comment: The initial design data review meeting shall be scheduled ten (10) business days after the kick-off meeting. The Contractor shall setup a teleconference meeting for all possible attendees, and provide agenda and documentation two (2) business days before the meeting. The Government will provide the Contractor their review comments on the design data submitted at the initial findings review meeting. The Government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. The following submissions shall be reviewed:

1. A detailed narrative (charrette report) explaining the existing conditions, new requirements identified through user interviews, and preliminary recommendations of accommodating all identified requirements shall be provided at this meeting

2. Design analysis including initial engineering calculations;

3. Preliminary design drawings/sketches;

4. Draft AF Form 66; and5. Outline technical specifications.

4.2.3 100% Design for Construction Review/Comment: Government shall have up to ten (10) business days to provide review comments. The Contractor shall setup a teleconference meeting for all possible attendees, and provide agenda and documentation two (2) business days before the meeting.

4.4. Design Distribution:

4.5 Government Review:

A The Government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Refer to paragraph 4.2 for the Government review during design period.

Any review by the Government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. The Contractor shall comply with the review comments in the development of data for the next submittal. If any review comment requires clarification and/or amplification to assure compliance the Contractor shall notify the COR or authorized representative in writing. If the Government specifically asks a question via the review comments and requires clarification or the Contractor does not concur with or takes exception to a review comment then the Contractor shall submit the review form with comments annotated by the Contractor with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. The Contractor shall furnish these annotated comments to the Government no later than seven (7) calendar days after receiving the comments. If the Contractor agrees with the review comments then it shall be reflected in the next submission.

B. Please note that the sole responsibility of ensuring that the design submittals comply with contract documents remains with the Contractor, in accordance with all the contract documents and design criteria referenced therein. The Government retains the right to comment on the design at any design stage, and the lack of Government comments at a given review cannot be used as a basis for the Contractor to fail to address the Government's comments on subsequent reviews, regardless of design stage. Furthermore, approval of incomplete designs will not relieve the Contractor of the responsibility for any error that may exist, and which may require rework or other appropriate adjustment to the contract terms, as determined at the sole discretion of the Government.

C. Government review, clearance for construction, or approval by the Contracting Officer shall not relieve the Design-Build Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract.

D. Government review, clearance for construction, or approval of post design construction submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory.”

4.5.1 Contractor Response to Review Comments: The Contractor shall respond in writing to each of the review comments that they take exception to within 7 calendar days after receipt of the comments. If the Contractor disagrees with or takes exception to the comments, the Contractor shall include an explanation of why they disagree in their response back to the Government. Otherwise, the comment resolution(s) shall be incorporated into the next design submission.

4.6 Verification of Existing Conditions and Site Survey

Use of existing condition data provided by the Government conveys acceptance and as such does not relieve the Contractor of liability associated with performance as the Engineer of Record. The Contractor shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed requirements, and above and below-grade condition assessment. The Contractor must coordinate discussions with the CO, project manager, and system stakes holders before any initial design is submitted.

4.6.1 Field Measurements: The Contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished reference drawings.

4.6.2 Site survey data shall be submitted to the Government within seven (7) calendar days of receipt via AF 3000 Material Approval Submittal.

4.7 Designer of Record: The Contractor is accountable for all aspects of the completed design and as-built drawings under all applicable Federal, State and local laws, regulations and base-specific standards. The designer of recorded shall stamp all drawings.

4.8 Contract Drawings: Drawings shall be prepared on AutoCAD 2019 format. Drawings shall be delivered in hard copy, standard black line quality paper, at review stages in the number listed in paragraph4.4.3. All submittals shall go through the 325 CONS office, but the 325 CES/CENM drawings shall be full size and the copy provided for CONS shall be half-size. The remaining sets of review drawings and corrected final drawings shall be half size. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Extensive explanatory notes on the drawings should be held to a minimum or placed in the specifications. All dimensions shall be shown in Standard English units. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. One (1) hard copy of As-Built drawings shall be submitted to the government upon completion of construction and shall be reviewed for accuracy. Upon approval, the Contractor shall provide one (1) electronic versions of the As-Built drawings on both AutoCAD 2019, and as PDF to the government on CD. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible size.

4.8.1 Drawing Standards: All drawings will utilize the Tri-Service Spatial Data Standards (TSSDS) Version 1.8, for compliance with the installation standards. When the one-hundred percent (100%) design drawings are accepted, the Contractor may then begin construction.

4.8.2 Architectural, Structural, and Civil drawings shall be provided in the event of any modifications to the facility or grounds around the facility. Mechanical drawings shall include equipment schedules, controls schematics (to include sequence of controls), and layout plans. Electrical drawings shall be provided to show all electrical connections necessary for equipment installation.

4.8.3 35% Initial Design: All specified initial design data meeting comments shall be satisfied and incorporated into this submittal. The definitive direction and fully-developed concepts of the proposed design document shall be illustrated and clearly indicated at this submittal.

4.8.4 NONE

4.8.5 100% Design for Construction: All specified hundred percent (100%) requirements, comments, and corrections resulting from the hundred percent (100%) review shall be satisfied and incorporated into this submittal. All documentation and recommendations shall be fully developed into a comprehensive design package.

4.8.6 100% Complete Design with Red Line Changes: All red-line changes, comments, and corrections resulting from the final construction (installation) shall be satisfied and incorporated into this submittal. All documentation and recommendations shall be fully developed into the final design package. This submittal is expected to be used as a final progress (inspection) set of drawings for final review of the document deliverable.

4.9 Design Services

4.9.1 Site Design Data: A site visit may be requested by the Contractor. Contactor should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve offerors/contractor from the responsibility for estimating properly the difficult or cost of successfully performing the work. The government will assume no responsibility for any misunderstanding or misrepresentation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for proposals, request for information (RFIs), the specification, or related documents. The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data for the accomplishment of the contract documents of the project in accordance with requirements of this Statement of Work (SOW).

5.0 CONSTRUCTION

5.1 General Site Work: The Contractor shall provide all labor, materials and equipment necessary to complete the project requirements. Upon approval of the design and completion of required permits, the Contractor may commence on-site construction activities. Contractor shall install security fence before proceeding with any work. The Contractor shall note any discrepancies between existing conditions provide corrections in the final design. The Contractor shall conform to the drawings and specifications they have developed to complete the work as described below:

5.2 LIFE SAFETY & FIRE PROTECTION DESIGN

Life Safety analysis and Fire Protection designs shall be conducting an analysis which will include fire suppression, fire alarm, and mass notification systems and will be in accordance with the applicable Unified Facilities Criteria. UFC 3-600-01 is the primary life safety/fire protection criteria reference document; it utilizes both the International Building Code (IBC) and NFPA 101, Life Safety Code.

5.2.1 WATER SUPPLY FOR FIRE PROTECTION

A hydrant will be located within 150 feet of the fire department connection to the sprinkler risers. Additional hydrants will be added to meet the requirements of UFC 3-600-01. The minimum service size for the fire hydrants will be 6 inches. A shut-off valve will be provided at each hydrant. A Post Indicator Valve (PIV) will be provided for the building to shut off the sprinkler system per NFPA 24. A listed backflow preventer will be provided.

Water flow testing of the existing system water mains must be performed before design and coordinated with the utility owner GCEC. There is an existing hydrant in front 1142 and recommend additional new hydrant 1142.

5.2.2 Automatic Fire Sprinkler Systems: The Contractor shall provide design and construction services for fire sprinkler systems in buildings 1134 and 1142. Designs for fire sprinkler systems shall be IAW UFC 3- 600-01 and be designed using the Area/Density Method of NFPA 13, except the design density, design area, hose stream allowance and duration of supply requirements for non-storage occupancies must be in accordance with FM Global Loss Prevention Data Sheet 3-26, Fire Protection Water Demand for Non-Storage Sprinkler Properties Tables 1 through 4, including the revised Table 2 in FM Engineering Bulletin 04-12.

Sprinkler systems must use equipment and devices listed by a NRTL. The system shall be designed to connect to the area fire water distribution system. Sprinklers must provide coverage throughout 100% of the building except as permitted by NFPA 13. This includes, but is not limited to, telephone rooms, electrical equipment rooms, boiler rooms, switchgear rooms, transformer rooms, and other electrical and mechanical spaces.

Coverage per sprinkler must be in accordance with NFPA 13, except that it must not exceed 225 sq. ft.

(21 sq. m.) for light hazard occupancies or 130 sq. ft. (12.1 sq. m.) for ordinary hazard.

5.2.3 General Requirements for Fire Protection/Suppression Systems:

1. Provide a comprehensive field study identifying existing site conditions

2. Provide assessment of the structural system and methods of construction for the proposed design options.

3. Conduct in-depth user interviews to identify and define the requirements.

4. Research and analyze the flow requirements.

5. Provide in-depth site assessment.

6. Provide complete report of existing building system loads, demands, capacity, and/or shortfalls as applicable to proposed design options.

7. Provide a minimum of one (1) conceptual design for the fire distribution systems layouts, elevations, sections, and renderings which include the proposed alteration(s).

8. Document shall include any special design considerations and construction sequence.

9. The document shall include architectural compatibility, site development, utilities, drainage, and sustainable design principles as directed by all DOD and USAF criteria and regulations.

10. The design must consider seismic, wind, rain, snow, ice, expansion, contraction, and environmental conditions as published, in both the International Building Code, and applicable UFCs and ETLs.

11. All work accomplished shall comply with the Environmental Protection Agency (EPA) and Florida Department of Environment Protection (FDEP) construction general permit and all other applicable environmental policies.

12. A/E shall note any discrepancies between existing conditions and provide corrections to the Government in writing.

13. The Contractor shall coordinate with the system owner on all changes, modifications, and upgrades to their system, to ensure the owner’s standards and requirements are met.

14. The contractor shall schedule/coordinate all activities with the customer (facility manager) before any work is performed. The contractor shall schedule/coordinate all activities in secure areas with room security manager.

15. The contractor shall use best available data to determination design to meet future requirements, and the Contractor shall perform a flow test to verify.

16. Fire department connections (FDC) for fire suppression systems must be provided with suitable all-weather ground access surface for any apparatus within 150 feet (45 m) of such fire department connections.

17. The FDC must be located within 150 feet (45 m) of at least one fire hydrant. Provide signage

IAW NFPA 13.

5.2.4 DETECTION ALARM AND COMMUNICATION

Mass Notification for this facility will be provided with a combination fire alarm/mass notification system.

The notification system will consist of speakers located to provide intelligible instructions at all locations in and around the building, except downrange. Strobes will also be provided to alert the hearing-impaired occupants of the facility. All devices will be tied into a control unit with a battery backup supply per UFC 4- 021-01 that will be connected to the building Fire Alarm System. There will be local operator consoles (LOC) provided per UFC 4-021-01.

The annunciation system will consist of combination fire alarm/mass notification speakers, speaker/strobes, strobes, exterior speakers, exterior strobes, remote annunciator panel, and fire alarm/mass notification radio transmitter. The initiation system will consist of pull stations, smoke and smoke detectors located as required by code, duct mounted smoke detectors, flow switches, tamper switches, pressure switches, and connection to PIV's (tamper switches). If necessary, the fire alarm system will also monitor a fire pump.

The contractor shall install new fire control addressable panel IAW the TAFB FRCS-ICS JA (Mandate for the use of Siemens on TAFB), with a multiple mode fire alarm / mass notification addressable system. The contractor shall design/install a fire protection systems that is compatible with the Siemens Design system.

The fire alarm control panel and supplemental control panels must be located in a year round environmentally conditioned space within the Facility that complies with the environmental conditions required in the panel approval or listing.

If the fire alarm control panel is not located at the designated primary entrance, provide a remote annunciator at the designated primary entrance unless directed otherwise by the contract documents. Provide remote annunciator with control functions the same as the main control panel. Control functions must be accessible only by user code or secured behind a locked panel.

5.2.5 ILLUMINATION OF MEANS OF EGRESS

Illumination of means of egress will be provided in accordance with NFPA 101.

5.2.6 EMERGENCY LIGHTING

Emergency lighting will be provided in accordance with NFPA 101.

5.2.7 MARKING MEANS OF EGRESS

Marking means of egress will be provided in accordance with NFPA 101.

5.3 Building 1134 Modifications

The facility 1134 function is used to maintain and repair equipment, and administration area. The project is to expand the break room, modify offices, and conference rooms.

The contractor design and new construction shall bring the facility up to the most recent Life Safety Codes and ADA compliant standards.

The contractor shall provide submittals to the government Miami-Date County High Velocity Hurricane Zone Codes and have received their Notice of Acceptance (NOA) on the project and/equipment.

DEMO

The contractor shall demo and remove 2nd floor break room, and offices. And, shall demo and remove 1st office walls for new enlarged conference room, and modification to hallway for exterior door.

In the wash rack area the wall shall be removed, do not remove structural framing.

The contractor shall demo and remove the fire alarm system.

INTERIOR

The contractor shall construct on the 2nd floor construct new enlarge breakroom and offices, see government conceptual drawings. The breakroom area shall include a stove electrical hookup, exhaust hood, kitchen sink (hot and cold water), connection for refrigerator electric and water, and ice maker connections for water, electric, and drain. The contractor shall install cabinets in the break room too. The new breakroom and offices, must include new HVAC system, electrical, lightning, COM, and etc. All new flooring and ceiling must match the existing. Remove the existing railing to maximize sqft, windows shall be at least 3' x 4'. Include a 20 foot of snack bar counter space with plenty of storage and dual sink 30" x 19".

On the 1st floor remove office wall expand to conference room, and remove office wall rearrange interior to exterior door way, see government conceptual drawings.

Install new elevator between the 1st floor and the 2nd floor, see government conceptual drawings.

Service type elevator at least 1500 pounds, with standard finishes, the location will be in the front entrance area of bldg. 1134.

All new signage must be installed in 1134 for offices, hallways, fire exits, etc.

MECHANICAL

The contractor shall install a new fire sprinkler system for the 2nd floor break room and offices, and hallways.

And, correct exiting fire sprinkler system deficiencies.

1. Construct and install fire suppression systems.

2. Remove and replace ceiling tiles, structure, and insulation as required.

3. The contractor shall install sprinkler systems in areas of sheetrock / hard ceiling or non-accessible gypsum ceilings exposed sprinkler systems are permissible.

4. The contractor installed red exposed painting only fittings is acceptable. Pipe shall match the finish.

5. The contractor shall install sprinkler in only combustible spaces above the false ceilings.

6. The contractor shall also install a wet-pipe system in the server rooms.

7. The mezzanines and exterior canopies are not part of the project.

8. The contractor shall design for light hazard- 0.1gpm/ft2 over 3000 ft = 300 gpm at about 60 psi should be adequate and add hose stream for hydrant.

9. In the office and work spaces surface mounted EMT is acceptable.

10. Dry pipe system used on the exterior space of 1134, storage and wash racket areas. Design IAW

UFC 3-600-01/NFPA 13. Dry systems require Nitrogen.

11. Flexible connections are not allowed.

12. A back flow device must be installed on the fire sprinkler riser.

a. Prior to the installation of backflow preventers in an existing fire suppression system, a thorough hydraulic analysis, including hydraulic calculations and flow test, must be performed to ensure that the water supply is still adequate for the system with the backflow preventer. If the backflow preventer causes the demand to exceed the water supply, the backflow preventer must not be installed until the water supply is corrected to support the new demand (UFC 3-600-01, Para. 9-6.6.3)

No eye wash required.

ELECTRICAL

The contractor shall install new fire control addressable panel, with a multiple mode fire alarm / mass notification addressable system. The contractor shall design/install a fire protection systems that is compatible with the base’s existing systems. The fire suppression system must be connected to the base notification system. And, a separate PA system throughout the building, capable of annunciation from all offices to bay areas via existing phone system.

All new lighting must be LED with a minimum of 130 lumens per 1 watt.

The contractor shall remove and replace existing lighting control panel with new panel and controls.

5.4 Building 1142 Modifications

The facility 1142 function is used to store equipment. The project is to enclose the building, install automatic roll up doors, and install fire suppression system (sprinkler and alarm).

The contractor shall provide submittals to the government Miami-Date County High Velocity Hurricane Zone Codes and have received their Notice of Acceptance (NOA) on the project and/equipment.

INTEREIOR

The contractor shall install a door between the two different sections of the building.

Some of the interior bollards may need to be removed, for the new doors.
