Questions are due on 6 August 2021 at 12:00 PM, CDT. Proposals are due no later than 12:00 PM CDT, on 23 August 2021. Recommend all offerors (via telephone call to appropriate Government POC) confirm receipt of all emailed proposals and revisions. Ensure you acknowledge all amendments in your proposal.
C. Site Visit:
A site visit will be held on 3 August 2021, 09:00 AM CST. Participants will meet at the Tyndall Base Visitor's Center on Sabre Drive. Contractors shall provide the names of who will be attending the site visit no later than 28 July 2021, 4:00 PM CST by filling out Attachment 4 Base Access Request EAL and sending to all Points of Contact listed above. Contractors will be limited to two (2) personnel, shall wear an appropriate face mask, and adhere to social distancing and CDC guidelines.
L-1 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
Alternate proposals will not be accepted.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
C. Format for proposal shall be as follows:
1. Electronic Copy Please submit your proposal via email. Covers for tables of contents, indices, title pages, cross reference indices, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating volumes/sections of the proposal. They will be counted if they contain any other information, (e.g. diagrams, extraneous data, etc). Pages marked "This page intentionally left blank" will not be counted. 2.
Type face shall not be less than 12 font, with 1" margins on all sides. Smaller, legible font size, no smaller than 6 point, may be used for charts and tables.
3. Elaborate formats or color presentations are not desired or required.
4. Electronic copies shall be searchable documents.
5. Documents submitted in response to this solicitation must be fully responsive to and consistent with the following:
a. Requirements of the solicitation, and government standards and regulations pertaining to the specification.
b. Evaluation Factors for Award in Section M of this solicitation.
c. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this Section L will be removed from the proposal and not read or evaluated.
6. The estimated magnitude of construction for this project is between $250,000 and $500,000.
7. Specific Instructions:
Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
Volume I - PRICE PROPOSAL A. Complete blocks 14 (to include CAGE Code), 15, 16, 17, 19 (if applicable), and 20A-C of the SF 1442, Solicitation, Offer, and Award. An authorized official of the firm must sign and date the SF 1442 in Block 20AC. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.
B. Complete the necessary fill-ins and certifications in Sections I through K. For Sections C through I, the Offeror shall submit only those pages that require a fill-in. Section K shall be submitted in its entirety.
C. Acknowledge all amendments issued to the solicitation.
VOLUME II -TECHNICAL PROPOSAL
Offerors must meet a standard in all sub-factors of the Technical Factor in order for their technical proposal to be determined "technically acceptable." The standards are defined in Section M for each sub-factor. Technical proposals are limited to 30 pages.
A. Technical and Management Approaches: The Offeror shall provide a narrative detailing its management approach to include mobilization, safety, quality control, and resolution of potential issues and challenges; its design approach to include an understanding of the design effort required, required permits, applicable codes and disciplines; and its construction approach to include an understanding of the construction effort required and environmental compliance as detailed in the Statement of Work.
B. Proposed Schedule: The Offeror shall provide a proposed schedule capturing all SOW requirements, execution timelines and critical path items; and demonstrates coordination of work activities, phasing, and potential weather considerations.
