About this file
This document contains six responses to requests for information (RFIs) related to Solicitation Number FA481920R0028 for the construction of a Wildland Fire Center at Tyndall Air Force Base in Florida. The RFI responses provide clarification on several aspects of the project, including confirming that utility owners will provide allowances for their work; civil requirements such as oil water separators and soils sampling; acceptance of design changes to the building layout and foundation; and clarification that the utility provider will furnish the pad-mounted transformer and the contractor will pay for and install the service lateral. The responses aim to address contractor questions to facilitate accurate bidding on the set-aside opportunity for Service-Disabled Veteran-Owned Small Businesses, with proposals due by September 16, 2020.

josho Typewritten Text 8/25/2020 josho Typewritten Text X josho Typewritten Text X josho Typewritten Text The RFP states that the utility work will be performed by the utility owners (Base Comm, ECEC, etc), and that the contractor will contract with them. These utility owners are not easy to get a hold of, and when reached, it is difficult to obtain pricing, or the utility requires more project information in order to price. Since only the utility owners can perform their own work, and since they have existing relationships with the base already, can the cost for their work be provided by the base in an allowance?
