About this file

This document contains a request for proposals for the construction of a Wildland Fire Center at Tyndall Air Force Base in Florida. The solicitation is set aside for service-disabled veteran-owned small businesses. Offerors are required to provide an electronic copy of their proposal via email by September 16, 2020. A site visit will be held on August 26, 2020 for offerors to bring up to two personnel. The proposal should include responses to questions received by August 31, 2020 regarding the scope of work. The scope of work involves the construction of a new facility approximately 200 to 250 feet from existing utility connections. The risk category for the facility is III. The proposal should include costs for an existing site survey. Standards for asphalt paving are waived due to the remote location and existing dirt parking.

The following RFIs were submitted in the form on an email and were transcribed directly from the email.

Please see the following RFI’s for the D/B Construct Wildland Fire Center project:

1. It is hard to determine from the conceptual drawing how many roll-up doors are required. Are there to be roll-up doors on both sides of the maintenance bay (8 total) or just on the side facing the road (4 total)? Please advise.

ANSWER: There are seven (7) total; (5) 12’x12’ and (2) 15’x12’ insulated metal power operated roll-up doors. You are right in the concept drawing confusion. The elevation shown shows the four doors on the opposite side (away from the road). The side of the facility that includes the fire cache will not have drive-thru capability.

2. Do you have an approximately distance from the new building to the tie-ins for new electrical, water, and septic system?

ANSWER: Approximations only: 200 feet to the new transformer; 200 feet to the water tie-in;

250 feet to the septic system.

3. In the Scope of Work, Section 1.1, there are conflicting requirements regarding the HVHZ Risk Category (i.e. III or IV). Please clarify what is required.

ANSWER: Risk Category III

4. Attachment 02 Page 4 of 9 Section 1.1, I and 5 of 9 Section 2.1 refers to “attached Tyndall

IFC”. The IFC is not attached, please provide the Tyndall IFC.

ANSWER: The Tyndall IFC is available on line at www.tyndallIFS.com

5. TYNDALL AIR FORCE BASE INSTALLATION FACILITIES STANDARDS (IFS) requires the contractor to

“provide light-colored concrete to reduce heat island effect; otherwise install asphaltic concrete paving. Dirt, gravel, and grass lots are not allowed.”

a. How is stormwater expected to be handled since this is a remote location?

ANSWER: This will be waived due to the dirt/gravel parking acting as a bioretention area.

b. Will this requirement be waived and dirt parking like the existing be allowed?

ANSWER: Yes

c. How will ADA requirements be met in a dirt parking if allowed?

ANSWER: The concrete apron.

d. Where is the nearest Storm Sewer connection?

ANSWER: On Beacon Road http://www.tyndallifs.com/

6. Will an existing condition site survey be provided, or do we include this in our proposal?

ANSWER: There will be no existing site survey. Yes, include it in your proposal.

7. In Attachment 03, is the Greyed-out area including “New Transformer, Primary Electrical not included in the Scope of Work?

a. If it is included, is information on the Air Switch available?

ANSWER: The greyed out area was for information only to show an adjacent contract that will be taking place at the same time as this one.

8. Attachment 02 page 6 of 9 Section 2.1.2 references “Tyndall AFB Design and Construction

Standards”. Will these standards be provided?

ANSWER: These are the UFC’s, etc., identified on the SOW.
