About this file
This document package includes a request for information (RFI) submittal from a contractor and the corresponding federal contract opportunity notice. The RFI submittal contains eleven questions from the contractor regarding requirements for constructing a new Wildland Fire Center at Tyndall Air Force Base. The questions seek clarification on geotechnical data, vehicle access, mechanical system details, and other project specifics. The federal contract opportunity notice is a solicitation set aside for Service-Disabled Veteran-Owned Small Businesses to design and build the Wildland Fire Center. Proposals are due by September 16, 2020. The site visit was held on August 26, 2020 and the pre-proposal question deadline is August 31, 2020. The selected contractor will be responsible for constructing the new facility to house fire suppression equipment and staff.

Request For Information: FA481920R0028
Date Requested: 8/31/2020
ISSUE: 1. Is geotechnical information available? Looking for boring data, groundwater levels, percolation data, etc. if available.
2. Is a topographic survey available?
3. What type of vehicle will access bays? What is the intended vehicle flow (e.g. enter on south and exit on north)? The DB team needs this info to evaluate vehicle turning radius so that the extent of pavement can be determined.
4. Section 2.1 Construction states “A 20’x120’ apron shall be provided on the entry side of the facility and a 20’x60’ apron shall be included on the opposite side. See attached schematic drawings for general layout.” A 20’x120’ apron is shown on the sketch on both sides of the building. What is the requirement?
5. Does any portion of the existing facility to the east need to be paved to allow for proper access onto the adjacent road to the south?
6. The DB team will need to meet the stormwater requirements per EISA 438 since the facility exceeds 5000 SF which means the 95th percentile rainfall will need to be retained. Does the government have a preference on the type and/or location of the proposed solution (i.e. bioretention basin, dry pond, underground detention, etc) ?

Deliverables xParamount Construction Group
The schedule of deliverables remain as stated in scope.
Request For Information: FA481920R0028
Date Requested: 8/31/2020
ISSUE: In attachment 1 scope of work deliverables it calls for 95% final design 50 days after NTP. The contractor and design team both need time to coordinate with metal building fabricator to ensure building can be installed. Due to past experience this seems like a relatively short turn around. We would like to request that 95% final design be extended out to 90 days after NTP.

Antenna
1. Antenna installation/support structure design and installation is the responsibility of the contractor's Designer of Record.
2. The communications room location is the responsibility of the contractor's Designer of Record.
Provide an analysis through the submittal process and the government will review.
3. Stub out location and tie in point will be identified by the contractor's Designer of Record. The transformer that will be provided the base privatized utility will be supplied with stub outs.
Request For Information: FA481920R0028
Date Requested: 8/31/2020
ISSUE: 1) Are they providing the antenna installation/support structure?
a. If not:
i. Do they have a specific antenna that they want/need?
ii. Is it acceptable for the antenna to fail at wind speeds from 100 mph to 165 mph?
iii. Will structural help design the support for the antenna to coordinate with?
b. If yes:
i. Are they providing drawings of the antenna support for coordination?
ii. Are they locating the antenna on the building in a particular place for coordination purposes?
2) The floor plans do not show a Comm Room. Is this combined with the electrical room?
3) Communications is to be stubbed out of the building? Where do they want the tie in point for communications to be?
The existing transformer is not within the scope of work. Does it already have stub outs or do we need to go under the transformer pad and provide conduits to the new building?
