Pre Proposal Inquiry Form Solicitation No: FA481920R0021 Repair Base Boardwalks Proposal Due Date 31 August 2020

Question No. Reference (Sect/Para/Page) Question Government Response

1 General Inquiry

For both board walks the walking surface is to be a 4” precast panel (approx.. 8’x8’). The concept drawing show examples of the desired installation. What is the name of the precast panel company that was used as the basis of design.

The concept is based on a boardwalk built for the National Park Service in Ocracoke

Island North Carolina. We believe that the precast concrete for that project was provided by Carr Precast Concrete, Inc. from Dunn NC. Please note that drawings provided are concept drawings. Final design shall be the responsibility of the design team.

2 General Inquiry Would precast planks be an acceptable deck in lieu of the panel design?

Please provide a bid based on precast concrete panels. The contractor may provide a bid alternate that uses planks for consideration.

3 General Inquiry What it the height of deck above grade for the pavilion?

The pavilion deck height noted in the Concept Drawings is +‐ 10 ft (Detail 7/T6). The intent was to rebuild similar to the existing structure.

4 General Inquiry

The solicitation documents included a contractor Pricing

Schedule. Typically, unless otherwise indicated, the pricing would be submitted on Section B. The instructions (Section L, Volume I – Price Proposal) does not address the intent for the

Contractor Pricing Schedule. Is this something that would be submitted post award?

The pricing schedule will be filled out by the Contractor and submitted with the submission of the proposal.

5 General Inquiry

Within the Contractor Pricing Schedule there is a sheet for listing Equipment Rental and Other Project Notes For Bid. What is the purpose of this sheet and how does it relate to the preceeding pages? Typically, equipment utilized on a project may be a combination of owned and rental equipment. Actual rentals may be base on current resource us at the time the work is to be done.

The purpose of the Equipment Rental and Other Project Notes for Bid list is to provide details on what equipment is being rented and how that price of rental equipment plays a factor into the total price of the proposal. This information is used to determine if the proposed price is fair and reasonable. If rental equipment use is uncertain then please use best judgement and estimate the values.

6 General Inquiry

Can some of the existing Pilings / Fittings for the

Boardwalk still be utilized if not damaged, or would you require that all Pilings / Fitting be replaced ?

All piles/fittings shall be replaced for the boardwalks and the pavillion.

7 General Inquiry

Who would determined if the Pilings/ Fitting are damaged and ........ what will be the requirements for the inspections to be determined if undamaged ?

All piles/fittings shall be replaced for the boardwalks and the pavillion.

8 General Inquiry Is there a Live Load weight preference for the

Boardwalks?

15 General Inquiry

Will an environmental permit be required at either the

Tyndall Boardwalk site or the Crooked Island Boardwalk site?

The Government recommends that the contractor make contact with the Permitting

Agencies to inquire whether permitting is required for this project. Note that the general intent of the project is to repair existing boardwalks by replacement. For the

Crooked Island Boardwalk, there is an extension added on the south for this project that did not previously exist.

16 General Inquiry

Will a Construction Lay down area be provided at both the Tyndall Boardwalk site and the Crooked Island

Boardwalk site?

Yes, the contractor shall propose a lay down area during the design phase and the

Government will accommodate with the requested location or an alternate. In general, the Government assumed that a portion of the parking area (or adjacent land) would be used for staging/laydown at Tyndall Beach and Crooked Island.

17 General Inquiry Will material storage be allowed on the new boardwalks?

In general, the Government assumed that a portion of the parking area (or adjacent land) would be used for staging/laydown at Tyndall Beach and Crooked Island.

Provided that material storage does not create a hazzard, materials may be staged on the boardwalk.

18 General Inquiry

Per the SOW Appendix B Paragraph one Dune walkovers shall be constructed at a height (minimum three feet above grade – higher if habitat has been impacted from storms). Will the boardwalks be required to be higher than three feet above grade due to the storm impact?

The minimum height shall be 3 feet above grade. No additional height has been specified by Base Environmental.

19 General Inquiry Is a current topographical survey available for either the

Tyndall Beach site or the Crooked Island site?

do not have access to a current topographical survey for either location.

20 General Inquiry

Under Section L, Paragraph 5 C, it states, Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this Section L will be removed from the proposal and not read or evaluated. There is not a total number of pages provided in the RFP. What are the page limitations for each volume?

No page limit requirement.

21 General Inquiry

The RFP requires the contractor to sort salvageable materials and turn them over to the government. Must the salvageable materials be sorted by type? Where is the delivery point for the turnover?

325th Services Squadron Recycling Facility, building 6029 on Tyndall AFB.

22 General Inquiry Does the precast concrete have to be certified at plant or can our engineers certify them on site, as we pour them?

The project intent is to use Precast Concrete Panels as the deck material. The

Governments anticipates that the Precast panels will be produced by a Precast

Concrete Supplier with industry standard quality controls in place. The Government did not anticipate the casting of precast concrete panels on site or cast‐in‐place deck for this project. Certification can be performed by individuals qualified/liscensed to provide such certifications. Ref: www.precast.org

23 General Inquiry

Record Drawings of existing Boardwalks may be very helpful during design and layout if they exist. the storm completely destroyed the Civil Building with all hard copies but electronic copies were accessible during recovery.

Will Record Drawings be made available to the contractor?

Can we obtain a copy of original boardwalk drawings?

325 CES could not locate historical drawings for the Tyndall Beach Boardwalk or the

Crooked Island Beach Boardwalk at this time.

24 General Inquiry Are there any drawings required to be developed and submitted with the bids?

Not required.

25 General Inquiry

During the site visit it was discussed that the requirement is to build 3’ above grade. Does this mean 3’ above highest sand dune in reference to grade for platform construction? If this is the case, the boardwalk will be higher up and allow the lands to be viewed from a higher walking point and minimizes ADA requirements to produce a level and continuous boardwalk.

The FWS guidelines require the boardwalk to be a minimum of 3 feet above grade.

This refers to the distace between the boardwalk and the ground surface directly below the point of interest. The designer may elect to maintain a higher elevation at some locations to meet ABA/ADA requirements and reduce the number of slopes required to meet the 3 ft requirment. Any thing above 3 ft is at the designer's discression.

26 General Inquiry Will the government provide LIDAR topography maps for the sand dune locations?

The Government does not have current LIDAR maps that we can distribute at this time. Note that the county or other sources may have lidar information available on‐ line.

27 General Inquiry It was stated during the site visit that phone stations can be reused at the site. Is this still the case?

The contractor may reuse the phone station signs that are undamaged. The posts and phone equipment are not in usable condition and shall be replaced.

28 General Inquiry

Will an add mixture such as Xypex be required to seal the metal form water protrusion in the porous concrete to keep the metal from rusting and early life expectancy?

Specification of the admixture will be the responsibility of the designer of record.

29 General Inquiry Is a pile test required?

The Government is not specifically requiring pile testing. However, the designer of record may choose to specify that testing be completed. Please consult with your designer for the answer prior to bidding.

30 General Inquiry Please provide the existing permits for both boardwalks. TAFB was not able to locate permit documents for the boardwalks.

31 General Inquiry

Based on preliminary analysis and correspondence with permitting agencies, we believe that permits will be required. If that is the case, will contract time and requirements be adjusted accordingly?

Please notate the actual time required for project on the pricing schedule that you will be submitting with your bid. You may add a note for the permitting time required.

32 General Inquiry Is the concrete deck mandatory or can other deck options be submitted?

Please provide a bid based on precast concrete panels. The contractor may provide a bid alternate that uses alternate materials for consideration.

33 General Inquiry What is the minimum required design capacity for the boardwalks?

The minimum live load shall be a uniform load of 100 PSF and concentrated load of

740 lbs. Please refer to the ASCE "Minimum Design Loads for Buildings and Other

Structures" for other requirements.

34 General Inquiry Is there any geotechnical information available for either boardwalk location?

TAFB does not have any geotechnical information available for either location.

Bidders may refer to https://websoilsurvey.sc.egov.usda.gov/App/HomePage.htm for preliminary soil data.

35 General Inquiry Can the parking lot for the Tyndall beach boardwalk be completely closed and utilized for the project?

No, the Tyndall Beach parking lot may not be completely closed. However, a portion of the lot or surrounding area may be used for contractor staging/material storage.

36 General Inquiry What is the length required for the built‐in benches?

The bench length was anticipated to be the clear space between the primary vertical supports. For example, the boardwalk benches would be approximately 7'‐4" length;

between the 8x8 posts. The pavilion bench length would be treated in a similar way.

See section 7/T5 & 7/C5. Note that the designer of record is responsible for the final design.

37 General Inquiry Is the handrail only required on the ramp portions of the boardwalk?

The aluminum hand rail is anticipated to be installed where the running slope is greater than 1:20. Please refer to Architectural Barriers Act (ABA).

38 General Inquiry

Please clarify the Notice to Proceed. Will there be a separate design NTP & Construction NTP issued? Is the design NTP established following the kick‐off meeting?

One Notice to Proceed (NTP) will be issued 20 days after award unless otherwise negotiated. This NTP will begin the PoP for design as well as Construction. Please note that construction will not begin until design approval.

39 General Inquiry

Before design can actually start, it will be necessary to perform a survey of the existing conditions & Topos. It does not appear that the deliverables listed consider the time needed to perform the survey and translate for design purposes. 35% design only allows 30 days following NTP. Please address that with the deliverables.

Please notate the actual time required for project on the pricing schedule that you will be submitting with your bid.

40 General Inquiry Will additional line items (for clarity) be allowed or do we need to fit all the costs within the line item/descriptions provided?

The contractor may add additional line items as needed.

41 General Inquiry

Due to the nature of the existing (remaining boardwalks), the demo would be performed to remove the existing elements as a single unit, not individual operations (structure, rails, etc.). Will a lump‐sum for demo be acceptable?

Yes. The contractor may add and use a single line item for demolition at your discretion.

42 General Inquiry

Typically each operation (piling, structure, decking, railing, et.)

would be quantified and priced to include whatever equipment is necessary to accomplish that task. Therefore, the equipment costs are included with that task. Will it be acceptable for us to include the appropriate equipment with the line item costs?

The contractor may include equipment costs in the line item values at their discretion.

43 General Inquiry Will the contactor be allowed to erect a temporary fence enclosure at each site for secure storage of materials?

Yes. The storage location shall be submitted and approved prior to construction.

44 General Inquiry Will it be necessary for the contractor to erect a temporary barrier fence to isolate public access from the construction site?

The contractor shall protect pedstrians and vehicles from hazzards associated with project construction in accordance industry standards and associated publications.

Details of how this is accoplished are the responsibility of the contractor.

45 General Inquiry Will it be possible to submit material information prior to design completion for review & approval?

Yes.

46 General Inquiry

The Dune walk notes on sheet T3 call for the “BOARDWALK

WITH SHALL BE 8 FT”, but plan detail 4 on sheet T5 indicates only 7’‐0” clear between the 8” square pilings. Are we to follow the dimensions on the detail?

Please follow the detail dimensions for the clear width of the boardwalk. The 8 ft is the approximate overall width (not clear width).

47 General Inquiry

Can you provide vendor information for the 4” thick precast concrete panels?

The concept is based on a boardwalk built for the National Park Service in Ocracoke

Island North Carolina. We believe that the precast concrete for that project was provided by Carr Precast Concrete, Inc. from Dunn NC. Please note that drawings provided are concept drawings. Final design shall be the responsibility of the design team.

48 General Inquiry Do the Dune walk and Covered Pavilion, etc. structures need to comply with the ‘Tyndall AFB Design Flood Elevation (DFE)’ memo and the ‘Tyndall AFB Design Wind Speeds and Building

Envelope Protection’ memo?

The boardwalk and pavilion are exempt from the Tyndall AFB Design Flood Elevation

(DFE) requirements. The Tyndall AFB Design Wind Speed memo (165 mph) shall apply to this project.

49 General Inquiry The phones that need to be replaced In the scope of work.

Comcast communication tells me that they supply that service.

Is there a way to get some details on the phone that would be required for this purpose.

Based on the recent information about phone station not being owned by TAFB, please do not include Crooked Isalnd Boardwalk phone station line items in the bid as this work is being removed from the scope. Note that the Tyndall Beach Phone

Stations ARE still in scope.

50 General Inquiry Wanted to re‐confirm again, that the access trail road that runs up on both existing Boardwalk locations for Tydall Beach and

Crooked Island can be utilized in the process of rebuilding/replacing both boardwalks.

Confirmed, The access trails may be used to support construction.
