2.1 Scope & Applicable Documents: This SOW sets forth the requirements for an SR&M Acquisition contract site specific design and construction effort to repair by replacement the boardwalk facilities located at Tyndall Beach and Crooked Island. The Contractor and Design Team shall adhere to the following guidance during design and construction phase(s) of this project: United States Army Corps of Engineers, Uniform Building Code (UBC), Unified Facilities Criteria (UFC) 3-600-01, those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area, International Concrete Repair Institute (ICRI) Guidelines, Air Force Standards, Department of Defense (DOD) Directives, Florida State Statutes, and the Tyndall AFB Facility Excellence Plan (Base Regulations), Occupational Safety and Health Administration (OSHA) Requirements, Department of Environmental Protection (DEP) Regulations, Environmental Protection Agency (EPA) Regulations, and ABA Accessibility Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.
2.2 Background: Tyndall Beach and Crooked Island boardwalk facilities are used by base personnel and visitors to gain access to the beaches of the Gulf of Mexico. Natural Resources staff also use the facilities to perform monitoring and surveying activities for wildlife and environmental purposes. Both boardwalk facilities received significant damage during hurricane Michael on 10 October 2018. Only small portions of the structures remain in an assembled state or debris on site. It is estimated that 80% to 90% has been washed away and not found. A summary of existing conditions for each facility is in the following paragraphs.
2.2.1 Tyndall Beach Boardwalk: The Tyndall Beach Boardwalk previously consisted of an 8 ft wide by 2,450 ft long wood framed structure with railing. Features included 2 phone stations for users to call in the event of an emergency and an elevated pavilion used as a viewing platform. At this time, it is estimated that 90% of the boardwalk structure has been removed from the site. The remaining portions exist as small assembled sections, debris on site, and isolated posts that stayed in place.
The elevated pavilion lost the roof and ramp while the supporting structure remained. The phone stations left only remnants behind. Approximately 8 adolescent pine trees are laying across the path of the boardwalk that will need to be removed.
2.2.2 Crooked Island Boardwalk: The Crooked Island Boardwalk previously consisted of a 6 ft wide by 420 ft long wood framed structure with railing. Features included a phone station at the beginning of the boardwalk for users to call in the event of an emergency. At this time, it is estimated that 80% of the boardwalk structure has been removed from the site. The remaining portions exist as small assembled sections, debris on site, and isolated posts that stayed in place. The entry to the boardwalk was washed out and grade will need to be restored. Additionally, the access road to this location experienced significant washout. Access requires some off-road travel that a 4-weel drive truck can navigate.
