Missile Retriever Repower Questions and Answers

QuestionsAnswers
1. Paragraph 2.1 of the specification calls for the contractor to provide 12 engines, yet Appendix 1 SS#1 states install GFE power plants, Is the contractor to provide the engines identified? The contractor shall provide 4 engines per ship for a total of 12 engines across 3 ships. The initial solicitation is to repower 1 ship.
2. Are there drawings available for the vessels that can be shared with bidders? Particularly the existing engine and reduction gear foundations, Shaft lines, Stern tubes, Rudder arrangements, Piping Diagrams for fuel service, cooling water and exhaust systems. Has the government arranged release of drawings to bidders for this work with SwiftShips? The government does not own the data rights or technical drawings of the ships. The contractor should direct any request for such information to the OEM Swiftships.
3. Are Counterrotating propellers desired in this installation?Yes, counterrotating propellers will be required as part of the repower effort.
4. Will there be a ship check period offered to inspect the vessels?Upon contract award, the contractor may coordinate with the government to perform a vessel inspection at the contractors' exepense.
5. For insurance coverage and premium expense for the pick up and return of the vessel, what is the valuation of each vessel?Current replacement value is estimated at $10M per vessel. As part of this contract, Insurance coverage should account for the $10M replacement value in the event of complete loss.
6. In section 2.1 it states “The contractor shall procure and provide three (3) sets of maintenance and parts manuals for the engine system computer package, along with three (3) electronic hardware programs and two (2) engine diagnostic terminals to support the maintenance, supply, upkeep and troubleshooting procedures for the engine packages. The engine diagnostic terminals shall be fully ready to support all mentioned requirements.” Please clarify what is meant by “engine diagnostic terminals”, as previous revisions of the PWS referenced engine diagnostic laptops. We have included in our proposal Qty. (2) Dell rugged laptop computers, with CAT comm adaptor (required to connect diagnostic laptop to engine) and pre-loaded CAT Electronics Technician (ET) software. This is the typical diagnostic package that has been provided on previous government programs. If something different is required to be provided with the engine/gear packages please let me know. The language for "Engine Diagnostic Laptops" was changed to "Engine Diagnostic Terminals" in the most current version of the PWS. An electronic device such as a rugged laptop computer, that creates an engine to computer interface with the appropriate software installed, meets the intent of "Engine Diagnostic Terminal".
7. To get a proper evaluation/estimate for core charges, can you provide engine serial numbers and running hours for all three vessels?See "Engine Data" Tab Below. Please note that the core value of the engines will not be realized until the associated vessel is assumed by the contractor. The two spare engines will not be transferred to the contractor until the third and final vessel is assumed by the contractor.
8. The PWS calls out for an alarm system on the gear box. Is it intended or presumed that the engines will have a control system with the alarm system? The gear box and engines shall have alarm systems that operate independently of each other.
9. Can the vessel(s) be picked up by a tug and towed to contractor facility? Albeit with proper safety crew on board the vessel and tugIAW PWS Paragraph 4.3, the contractor is required to develop a Vessel Transit Plan adequate enough to meet the performance objectives within the PWS/and Technical Subfactor 3 of the Evaluation Criteria

Missile Retriever Repower Questions and Answers

QuestionsAnswers
1. It stipulates that one electronic and one hard copy be submitted, the electronic via DoD SAFE and the paper copy via some type of over the ground or air transport, e.g. USPS, FedEx, UPS, etc. Due to the current virus restrictions, would the Government consider eliminating the paper copy due to the requirement for so many individuals required to handle the paper documents? We understand that this would burden the Government in having to print copies but it would be much safer. As stated in instructions of offerors, page 4, paragraph 5.6, the Government will require 1 electronic copy and 1 hard/paper copy
2. To upload to DoD SAFE, a contractor must receive an invitation to do so within 72 hours of the due time. To get this invite, to whom should I send an email of requestA request for a drop off will need to come from DoD personnel. The request may be sent to TSgt Karl Deffert at Karl.Deffert@us.af.mil and Ms. Aleatha Walker at Aleatha.Walker@us.af.mil
3. It stipulates that we are to complete the Reps and Certs but it does not stipulate where it should be included. This is typically found in the Price volume so is the Government agreeable to this being put into Volume 1 – Price?Reps and certs shall be included in Volume I Price per Instructions to Offerors, page 4
4. In Attachment 2 under the heading of Volume III – Past Performance, towards the end of this section, it states “The offeror may use the courtesy template memorandum included as part of Attachment 4; its purpose is to notify the reference of the intent of the questionnaire and provide direction for the return of the completed document.” And then it states, “NOTE: The questionnaires (Attachment 4) are not counted in the 10 pages since these questionnaires will be sent back by the evaluator and the offeror will not see these.” We understand that what was intended was to use Attachment 5 instead of Attachment 4 since Attachment 4 is the supplemental schedule which is to be included in the Price volume. What we wanted to know is where can we find the “courtesy template” (mentioned above) that we can use in sending the questionnaires to the respective POCs for our Past Performance? In attachment 2 the "The offeror may use courtesy template memorandum included as part of Attachment 4", this has been corrected to read attachment 5
5. On Attachment 5, the questionnaire, what is the meaning of Service Type I and Service Type II at the top of the second page? This is an administrative oversight. Type I and Type II service does not apply to this acquisition and attachment 5 has been revised
6. If we submit a CPARS Report for Past Performance in Volume III, is it still a requirement to obtain customer questionnaires for these government contracts? In the past it has sufficed in place of the questionnaires. In accordance with solicitaiton instructions to offerors, page 6, it is a requirement to have PPQ completed.
