54. The contractor shall upon notification by the CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to:

removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. Only low maintenance, indigenous shrubs/trees shall be acceptable candidates for planting.

Clarify with a list of quantity, variety types, frequency of the actual action of planting anything, & of plant est qty all that will be required in each action?

PWS Appendix A updated. Situations vary to be exact. Coordinate with the COR when the work order is issued for specifics.

• Clarify what a quantity of removals needed, along with size of bed that will be removed, along with the replaced or installation of beds?

SubCLIN AT Planting Trees, Shrubs, and Vegetative Beds has been updated to a Not To Exceed (NTE) CLIN. Addendum 52.212-1 and 52.212-2 have been amended to reflect these changes.

82. Will costs associated with any abnormal requirement associated with the results of the Environmental Impact Statement be covered under IDIQ, as this is rather open-ended and could result in significant unforeseen costs to the contract?

Any abnormal requirement associated with the results of the Environmental Impact Statement will be handled on a case by case basis.

15. Could the government provide a quantity for CLIN AS, Special Cuts?

Appendix A updated. 392 acres

5. Will the government please define the unit of measure for which a “Lot” represents, i.e. Acre, Ea?

The following SubCLINs have been identified and updated as a Not To Exceed (NTE) CLIN and the unit of measures are listed below. Addendum 52.212-1 and 52.212-2 have been amended to reflect these changes.

1. 72 cuts per year of the Improved Grounds seems very excessive. Please confirm that these numbers are accurate.

This number was given as historical workload data. We are not asking for 72 cuts per year for Improved Grounds, we are asking that Improved Grounds be maintained at 2”- 4” per the PWS

2. How are weeds to be controlled in vegetative beds and/or rock beds in the absence of a requirement for Pest Control or Herbicides?

Submit a workorder thru 325 CE Customer Service to have the BOS contractor come out and spray

3. Who will be responsible for weed control on sidewalks, roads, parking lots and other hard surfaces in the absence of no requirement for Pest Control or Herbicide?

The 325 CE BOS contractor

4. What does the Government consider "sufficient financial resources to cover startup expenses for this acquisition"? Mobilization including equipment purchases, or just mobilization expenses?

This is company based and is utilized for a determination of contractor responsibility. There is no minimum amount, this is utilized to assess outstanding financial obligations that may impede contractor’s ability to perform required services.

5. The CBA is currently between the incumbent contractor, its sub-contractor and the union. Is this a mandatory follow on to any new awardee, and if so, why, with this being a new contract upon award?

If a fully executed Collective Bargaining Agreement (CBA) has been established as the predecessor contractor's Collective Bargaining Agreement (CBA) as specified in 29 CFR 4.163(f) and that Collective Bargaining Agreement (CBA) is timely [see section 8 of this guide] received by the contracting officer, the contracting officer must prepare a Collective Bargaining Agreement (CBA) WD that references the Collective Bargaining Agreement (CBA) (by employer, union, contract number and effective dates) and incorporate into the successor contract action the Collective Bargaining Agreement (CBA) (complete copy of the Collective Bargaining Agreement (CBA) and all addenda) along with the Collective Bargaining Agreement (CBA) WD as a cover page. The Collective Bargaining Agreement (CBA) wage and benefit provisions become controlling for wage determination purposes under section 4(c) of the SCA.

6. Answer to Question 97 indicates that the Roller Chopper is a piece of GFE. Please clarify?

GFE stands for Government Furnished Equipment. The Roller Chopper is a piece of equipment the government purchased several years ago and we will furnish it the Grounds contractor to use as needed.

7. With the extended proposal due date can we assume that the contract startup date will also be extended?

No

8. CLIN AE. With regards to fertilizing 181 acres "on an as needed basis" how are we to calculate our materials for this CLIN? Per Acre, per 1,000 SF or another Unit?

9. CLIN AG. The response to questions requesting workload was "10,000 LF". How wide is a linear foot and how many shrubs does this contain?
