95. Reference PWS 1.0 Description of Services Discussion Storm Clean-up Question/Comment Is there the requirement for debris chipping?
Government Response No. There is an area on Tyndall that we can take yard waste to. Trees, limbs, bushes, etc.
96. Reference PWS 1.1.5.1 Operation of irrigation systems Discussion Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system
Question/Comment What is the interaction between the BOS contract and grounds contract? Specifically, what is the process to contact the BOS Contractor to initiate repair, etc.?

97. Reference Appendix H Discussion Government Furnished Equipment – Roller
Chopper Question/Comment Would the Government provide Roller
Chopper workload data?
Government Response This is a piece of equipment for you to use if and when necessary. The only work load data I have is that it was used for several clear zone areas.

Contractor needs to be aware of in the areas to be roller chopped?
Government Response Yes. Prior to using the roller chopper, coordinate with 325 CE Environmental section. Or talk to the COR.
99. Reference Air Force Common Output Level Standards
(COLS)
Discussion At the Pre Bid Site visit the Government explained that this contract would fall under the Air Force Common Output Level Standards (AFCOLS). It was also stated that this was addressed in the PWS.
Question/Comment We see no reference to COLS in the PWS or the RFP. Would the government clarify?
Government Response Information pertaining to AFCOLS has been included as an attachment (AFCOLS Fact Sheet)
Reference Spec Item 1 Description of Services
100. Discussion Work orders may be issued using Civil Engineer’s maintenance scheduling system (IWIMS or TRIRIGA). Verbal work orders will be accepted as well.
Question/Comment Will there be a hardcopy work order issued in IWIMS to document issuance and acceptance of a verbal work order?
Government Response There can be. We can use IWIMS for every work order if needed.
101. Reference Page 28 of 57, FAR 52.219-14 Limitations on Subcontracting
Discussion While we understand the FAR was published in JAN 2017, this specific FAR clause, 52.219- 14, Limitations on Subcontracting has not been amended since Nov 2011.
Question/Comment Was it intended to reference (NOV 2011) for FAR clause 52.219-14?
Government Response The FAR clause 52.219-14 that is found at http://farsite.hill.af.mil reflects Jan 2017 date.
102. Reference RFP Page 45 Table 1 and Page 48 Section 1.9 Discussion Table 1 States Vol 3’s content is Tab 1:
Subfactor 1 – Program Management and Tab 2: Subfactor 2 Quality Control. Instructions on Page 48 state Tab 1 – Subfactor 1: Program Management; Tab 1 – Subfactor 2 – Technical Approach; Tab 2 – Subfactor 3: Quality Control Plan
Question/Comment Would the Government clarify the Subfactors and the required content behind Tab 1?
Government Response The two pages referenced are the in the addendum to 52.212-1 Instructions to Offerors; per pg 48 section 1.9 directs offerors to addendum 52.212-2. Section 3.3 provides detail for each of the subfactors and the minimum acceptable requirements.
103. Reference Spec Item 1.1 Maintain Improved Grounds Discussion Within 20 feet of every building on Tyndall
AFB will be considered Improved Grounds.
The rest of the improved grounds are identified in Appendix A and B.
Question/Comment For areas outside of 20 feet what will be the expected maintenance requirement? Does the 20 Ft area extend to the next curb or parking lot? As this could affect the grass heights uniformity around the base.

Government Response If the building is in a Semi-Improved Grounds area (as depicted on the Grounds Maintenance map) then the areas outside the 20 foot radius will be maintained at the Semi- Improved level
104. Reference Spec Item 1.1.1 Mow Discussion Maintain grass height between 2 and 4 inches Question/Comments Is this an average height?
Government Response Yes
105. Reference Spec Item 1.1.7 Leaf Removal Discussion The contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 5 work days upon issue of the work order by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan.
Question/Comment How will the CO / COR schedule tasks such as leaf removal? Some type of schedule should be put forth so the prospective bidders can accurately price and staff to the requirement.
If it is the intent of the CO/COR to issue a base wide work order for leaf removal to be done within 5 days the entire grounds staff would need to focus on nothing other than this task.
Government Response Work orders would be issued for small specific areas, not all of Improved Grounds at once.
106. Reference Spec Item 1.1.11 Prune shrubs, hedges and other plants
Discussion The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics….
Question/Comment Please provide the Government's shrub trimming frequency requirement
Government Response 2 times per year
107. Reference Spec Item 1.3.3 Airfield Clear Zones Discussion Maintain airfield clear zones IAW UFC 3-260-
01 Airfield and Heliport Planning and Design.
Methods and equipment to use differ from one clear zone to another. Submitting an AF Form 813, Environmental Impact Analysis, will give direction on both methods and equipment authorized
Question/Comment At what time will the AF Form 813s be accomplished by environmental? Not knowing what type of equipment can be used to clear these areas provides a very unclear representation of the effort. Example: If it is determined that the only piece of equipment that can be used to clear a zone is a Gyro-Trac prospective bidders would need to know this in advance to properly plan to purchase this equipment or subcontract.
Government Response Unfortunately we cannot submit an AF Form 813 until the requirement exists. An AF Form 813 does not cover all of the clear zones on a long term basis. Each clear zone area will require an AF Form 813 each and every time it needs cleared. At that time Environmental will check on the permit issued for that specific area to determine methods and equipment allowed. The west end of the main airfield that I mentioned during the site visit has never had a permit issued. That is in work now.

Government Response 2 times per year
109. Reference Spec Item 1.6 Maintain Surface Drainage Ditches
Discussion The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix B.
Work to be executed via work order.
Question/Comment Appendix A only lists 15,235 LF of drainage ditches at Tyndall AFB. There appears that no information is listed as to the depth or width of these areas. Can the government provide more information on the specs of these areas in order to properly staff and price the requirement?
Government Response Approximate average width and height of drainage ditches is 20’W X 6’D
110. Reference Spec Item 1.8.1.3 Emergency Tree Pruning / Trimming
Discussion The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances. The contractor shall identify trees that pose public safety hazards or threats to structures/buildings. These hazards include minimum safety clearances, which are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.
Question/Comment Will the scheduling of the (800) Tree pruning / 200 Shrub Removal / Replacement be equally dispersed throughout the year? Once again scheduling by the CO/COR causes a vague SOW to develop a cost from for the bidders.
Government Response Up to 800 tree prunings and 200 shrub removal/replacements per year. Once we reach this number, we stop.
111. Reference Spec Item 1.8.1.3 Emergency Tree Pruning / Trimming
Discussion Bunker Mowing Currently the mowing of Ammo Bunkers is completed twice a year at the customer’s request in order to prevent erosion issues.
Question/Comment Mowing of Ammo Bunkers has not been defined in the SOW. Can the government provide additional information as to this requirement and the specifications to complete this task?
Government Response The entire AMMO area is on the map.
Methods used to maintain the grass height on the bunkers is up to the contractor.
