Grounds Maintenance questions received 4 Dec 2017
1. 72 cuts per year of the Improved Grounds seems very excessive.
Please confirm that these numbers are accurate.
- This number was given as historical workload data. We are not asking for 72 cuts per year for Improved Grounds, we are asking that Improved Grounds be maintained at 2”- 4” per the PWS
2. How are weeds to be controlled in vegetative beds and/or rock beds in the absence of a requirement for Pest Control or Herbicides?
- Submit a workorder thru 325 CE Customer Service to have the BOS contractor come out and spray
3. Who will be responsible for weed control on sidewalks, roads, parking lots and other hard surfaces in the absence of no requirement for Pest Control or Herbicide?
- The 325 CE BOS contractor
4. What does the Government consider "sufficient financial resources to cover startup expenses for this acquisition"? Mobilization including equipment purchases, or just mobilization expenses?
5. The CBA is currently between the incumbent contractor, its sub-contractor and the union. Is this a mandatory follow on to any new awardee, and if so, why, with this being a new contract upon award?
If a fully executed Collective Bargaining Agreement (CBA) has been established as the predecessor contractor's Collective Bargaining Agreement (CBA) as specified in 29 CFR 4.163(f) and that Collective Bargaining Agreement (CBA) is timely [see section 8 of this guide] received by the contracting officer, the contracting officer must prepare a Collective Bargaining Agreement (CBA) WD that references the Collective Bargaining Agreement (CBA) (by employer, union, contract number and effective dates) and incorporate into the successor contract action the Collective Bargaining Agreement (CBA) (complete copy of the Collective Bargaining Agreement (CBA) and all addenda) along with the Collective Bargaining Agreement (CBA) WD as a cover page. The Collective Bargaining Agreement (CBA) wage and benefit provisions become controlling for wage determination purposes under section 4(c) of the SCA.

6. Answer to Question 97 indicates that the Roller Chopper is a piece of GFE. Please clarify?
- GFE stands for Government Furnished Equipment. The Roller Chopper is a piece of equipment the government purchased several years ago and we will furnish it the Grounds contractor to use as needed.
7. With the extended proposal due date can we assume that the contract startup date will also be extended?
No
8. CLIN AE. With regards to fertilizing 181 acres "on an as needed basis" how are we to calculate our materials for this CLIN? Per Acre, per http://www.wdol.gov/
1,000 SF or another Unit?

9. CLIN AG. The response to questions requesting workload was "10,000 LF". How wide is a linear foot and how many shrubs does this contain?
