Pre-Proposal Conference Questions and Answers 82nd ATRS – Watercraft Operations and Maintenance
FA4819-14-R-0005
1. Solicitation page 55, section Tabs 2-5 References, paragraph c – Early Past Performance Proposal Information. The section references PPI being due 10 days before proposal due date. Page 60, section G Past Performance Ratings, paragraph 5 states the Past Performance Questionnaire (PPQ) is due 10 days before the proposal due date. Can the Government clarify whether PPI (volume IV) or PPQ is due 10 days before proposal due date?
Response: The RFP only has 59 not 60 pages. The first part of the above question should reference page 53, section Tabs 2-5 References, paragraph c – Early Past Performance Proposal Information. The second part of the question should reference page 58, section G Past Performance Ratings, paragraph 5. The answer to the questions regarding the Past Performance Vol IV and the Past Performance Questionnaire is that both are requested 10 days prior to proposal due date which is 8 Dec 14.
2. Page 57, Sub-factor 2 – Staffing Plan, last sentence. The section references PWS sections 1.11.2 and 1.2.5 regarding personnel qualification and certification requirements. PWS 1.11.2 addresses Vehicles. There doesn’t appear to be a PWS section 1.2.5. Does the Government intend to reference PWS 1.12 Personnel?
Response. The correct RFP page reference should be 55, Sub-factor 2 – Staffing Plan, last sentence. The 1.11.2 reference is a typographical error and will be corrected in an amendment to the RFP to state 1.12.2. The PWS reference of paragraph 1.2.5 is correct and can be found on page 5 of the PWS.
3. No mention was made concerning insurance covering a third/fourth UB (PWS para 1.10.3). Are we to assume that insurance covering a third/fourth boat and crew is required?
Response: Yes. The PWS will be amended to add the requirement for insurance for the one contractor-provided utility boat. The last two sentences of the PWS paragraph 1.10.3 have been changed to read: “The minimum limits of the vessel liability insurance are $2,000,000 per 120 foot boat (three boats) and $156,000 for the three launch corridor boats. Therefore the minimum insurance amount is $6,156,000.”
4. The work load estimate for Security Forces Boat Maintenance (PWS Appendix 4, para 1.5.4.4) is estimated at 10 hours a week. Should these boats, trailers, and engines require more hours than the estimated workload, is a remedy available? New equipment may fit into this estimate, but older, used equipment will require more hours. At this point, the status of SFS equipment is unknown but I understand it’s not new.
Response: At this time, 10 hours per week is the limit; however, should these boats, trailers, and engines require more hours than the estimated workload the Government will then determine what remedy may be available after contract award.
5. The dive missions estimation is listed as 20 times per year (PWS Appendix 4, para 1.2.5). Yet, dive maintenance on the 3 MRs is required quarterly. According to OSHA regs, any time a diver is not visible, the effort must consists of 2 divers and 1 suited standby diver. Thus, for the 3 boats 4 times a year, the exercise requires 12 dives (PWS para 1.5.4). Shouldn't these dives be incorporated into the workload estimate?
Response: The quarterly maintenance dives are incorporated in the workload estimate of 20.
6. RFP page 50, Proposal Instructions E(6), Electronic Offers. Considering the computer configurations with different printers can lead to Word docs to possibly displaying different than the original document, will the Government allow PDF files for the proposal submittal? PDF files are usually more stable across multiple platforms and can be smaller file sizes.
Response: The correct RFP reference should be page 49, Proposal Instructions E(6), Electronic Offers. Yes, PDF format for the CD is acceptable and is not an issue for the hard copies.
7. RFP page 52, Section K, Proposals. The RFP table establishes the content and page limits for each volume. Can the administrative items including the Volume I Master Table of Contents, Volume II Table of Contents, and Volume II Glossary of Abbreviations and Acronyms be excluded from the Volume I and II page limits? The Master Table of Contents alone could consume half of the Volume I page limits.
Response: The correct RFP reference should be page 50, paragraph K, Proposals. Table 1 only provides page limits for certain Tabs. All other Tabs have no page limits, this includes: tables of content, proof of financial responsibility, glossaries, and past performance.
8. Aerial target retrieval: PWS, page 4, para 1.2.3. Does crew need HAZMAT training (HAZWOPER course)?
Response: No.
9. Diving operations: PWS, page 5, para 1.2.5. Does crew need to be commercial dive qualified? Can outside divers be contracted for the approx 20 dive ops per year?
Response: Divers must meet CFR Title 29 part 1910.410, Qualifications of Dive Team Personnel Requirements. Two divers are required onboard each MR during missions and emergency activation.
10. Antiterrorism support: PWS, page 6, para 1.3.6. What training will the boat crew need and will the AF cover the cost of training?
Response: No training is required.
11. Radio communications: PWS, page 7, para 1.4.2. Does the contractor or AF provide radio operator shore side during missions?
Response: Contractor.
12. PWS, page 9, para 1.5.4.4. What is the manning requirement for the security boats? Is there any certification required? Do two crews need to be available at all times or can the crew from the MR's be used to cover as needed?
Response: Contractor will be required to propose level of effort based on their technical expertise for workload estimate of 10 hours per week for maintenance of the SFS boats requirement. Cross utilization of manning is acceptable.
13. Special situations: PWS, page 11, para 1.9. Do the vessels need to be manned while in hurricane moor? If vessels do not require manning during hurricane moor, what is the expected response time should a vessel break the mooring? Who pays for damage?
Response: No personnel are authorized to stay aboard Government vessels during HURCON evacuation (TAFB key personnel only). Response time after HURCON levels are nominal when safe to return to base per 325 FW Command Post. The Government pays for damage.
14. Special situations: PWS, page 11, para 1.9.1. How long does the contractor have to stand up third boat crew or does the contractor always need (3) MR boat crews?
Response: The schedule is released the Wednesday prior to each mission week.
15. Certified weight: PWS, page 12, para 1.11.3. Can this be rented on an as needed basis?
Response: The requirement is to furnish the certified weight for annual Palfinger Crane testing. How it is procured is not dictated by the Government.
16. Personnel: PWS, page 13, para 1.12.2. Does contract manager need a clearance?
Response: No.
17. Credentials: PWS, page 13, para 1.12.2. MMC 200t master, can the credential be Near Coastal, and is STCW required? Does chief engineer need STCW? Do rating billets need STCW?
Response: Credentials can be Near Coastal and no Standards of Training, Certification, and Watch Keeping (STCW) are required for captain, chief engineer, or the rating billets. Only required for gross tonnage over 200 Tons (ref CFR Title 46 Part 7).
18. RFP, page 48, A. Please confirm if FedEx or UPS has access to deliver to the base.
Response. Both FedEx and UPS have access to deliver on the base.
