About this file

This document is a Questions and Answers (Q&A) amendment for a Facility Badge-In System contract (Solicitation Number FA481425Q0033) for the Department of the Air Force Air Mobility Command. The Q&A covers critical technical and contractual details, including network infrastructure, access control requirements, and project specifications. Key points include: the project requires new equipment listed on the Non-Nuclear Configuration Management Database, must be FICAM-compliant, and will involve installing new card readers and switches across Buildings 260, 261, 262, and 1750. The contract will use single-mode fiber connections between buildings, requires all new equipment with at least a one-year manufacturer warranty, and will not integrate existing access control systems.

The solicitation includes specific technical requirements such as no pin code access, Buy American Act compliance, and no Davis-Bacon wage requirements. Payment will be processed through Electronic Funds Transfer within 30 days of invoice submission, following Federal Acquisition Regulation guidelines. Contractors must provide new switches and equipment, with no specific technical specification requirements since the system will not be part of the Air Force Network. The access control system must meet FICAM standards, ensuring secure and interoperable identity management across federal agencies.

Q&A

1. Will you be providing a cable and hardware specification?

Please explain “providing cable”.

The hardware and software for this project will have to be on the Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. It is a specialized document used by the U.S. Air Force, particularly within the Air Force Life Cycle Management Center (AFLCMC), to track and authorize equipment for use in non-nuclear force protection systems. This is an approved equipment list for use in non-nuclear configurations, such as Entry Control Systems, Surveillance/detection technologies and communications and alarm interfaces. Listed items meet Air Force operational, cybersecurity, and interoperability standards. Managed by the Force Protection Division

(AFLC/HBU).

2. Will this project require Davis Bacon Wage requirements?

No, this project will not require Davis-Bacon wage requirements, as it involves the purchase and minimal installation of a supply item and does not constitute construction, alteration, or repair of a public building or work.

3. Will contractors for this project be required to adhere to the Buy American Act?

Buy American Act is required.

4. Will a payment and performance bond be required for this project?

No, payment and performance bonds are not required.

5. Will this project be a Direct Purchase Order? If not, what are payment terms?

This project will not be a Direct Purchase Order. Payments will be made through Electronic Funds Transfer and follow a structured process governed by the Federal Acquisition Regulation (FAR) and the Prompt Payment Act. To trigger payment, the contractor must submit a proper invoice, with the required information. Payment is made within 30 days of receiving a proper invoice and acceptance of deliverables by the government.

6. What type of fiber is currently available between bldg. 262 and 261 (is there bandwidth available to accommodate new security/badging system)?

Single mode fiber, The pathway is 262>49>261. From Bldg. 262 to 49 there are 5 pairs available. From Bldg. 49 to 261 there are multiple pairs available.

7. What type of fiber is currently available between bldg. 260 and 261 (is there bandwidth available to accommodate new security/badging system)?

Single mode fiber, 5 pairs available

8. What type of fiber is currently available between bldg. 1750 and 261 (is there bandwidth available to accommodate new security/badging system)?

Single mode fiber, multiple pairs available.

((((((ALL mentioned buildings tie into 261’s upstairs sever room. It has 4 strands available that can be used to transfer data to the designated room downstairs (Rm 148) which ends at a commercial switch that supports our pre-existing badging needs, this was just discovered by me today and I’d like to make that transparent to everyone.))))))

9. Can we install a rack mount in the comm room in bldg. 262?

Yes you may, if need be.

10. Do you require or desire pin code for badging access?

No pin code is required or desired. The card reader will determine the access after the card is swiped.

11. What brand of patch panels in bldg. 1750?

Please look at the patch panel in bldg. 1750, if there is one for keyless entry then this will be your answer.

12. Is there an existing fiber network infrastructure connecting Buildings 260, 261, 262, and 1750? If so, can it be leveraged for use in this project?

There should be spare fiber between these buildings, and they will be used for this project. Refer to question # 6. This system will not be a part of the NIPRNet.

13. Can the contractor utilize the existing network switches, or is the provision and installation of new switches required under this contract? If new switches are required, please confirm if there are any specific technical specifications or models that must be met.

No, contractors may not utilize pre-existing switches, new switches will have to be procured and installed under this contract. There is no technical specification requirement necessary for models since they will not be apart of the Air Force Network. Contractors are free to use whatever they feel best fits to meet the requirement.

Furthermore- There is only 1 switch that we have that provides commercial service that’s located in Bldg. 261 in the downstairs comm room where everything will tie into. Please refer to Question #8 as this information corelates with what was mentioned there.

14. What is the manufacturer and model of the existing access control system in Building 1750?

It’s all controlled by Advantor currently and I do not have keys to access their systems.

15. Should this existing card reader—and any other currently functioning card readers— be integrated into the new access control system?

All equipment for this project will be new and at least have a manufacture warranty for a year.

16. Can you provide the required quantities of card readers and cameras to be installed in each of the buildings (260, 261, 262, and 1750)?

This should be specified in statement of work or the work performance plans the contractors are reading.

17. Is it a requirement that all system equipment be listed in the Non-Nuclear Configuration Management Database (CMD) Equipment Approval List?

This is correct! Please refer to question # 1.

18. Does the access control system need to be FICAM-compliant?

Yes – FICAM compliance is required for access control systems on Department of Defense (DoD) installations. FICAM stands for Federal Identity, Credential, and Access Management. It’s a governmentwide framework developed by the GSA and Federal CIO Council to ensure secure, interoperable identity and access systems across federal agencies.
