About this file
This is a Statement of Need from the 6th Communications Squadron for an ID Badging system at MacDill Air Force Base, dated 13 June 2025. The requirement is to install new entryway CAC (Common Access Card) readers and 24/7 active video surveillance equipment across six communication facilities, with key technical specifications including Windows 11 compatibility, standalone operation independent of networks, and ability to read DoD access cards.
The detailed procurement includes 22 access card readers, 3 network recorders, 7 outdoor dome cameras, and various supporting hardware like magnetic contacts, electric strikes, motion sensors, and power systems. The equipment must provide programmable access control, support after-hours facility entry, track hourly usage, and have the capability to store between 7,000-15,000 registered users. Installation will be at building 262 at MacDill AFB, with included installation, staff training, maintenance, a factory warranty, and a 5-year comprehensive service agreement. The system must meet specific security requirements, including extracting only unique identifiers from access cards and maintaining strict access control protocols.

6th Communications Squadron ID Badging
STATEMENT OF NEED
13 Jun 2025
1. Requirement: To install new entryway CAC readers and 24/7 active video surveillance equipment for main access points across all 6 Comm’s facilities. The card readers will help keep track and identify what members are utilizing certain doorways at any given time, and to restrict personnel from areas they’re unauthorized to be.
2. Characteristics: The readers will be installed and be able to operate independently of the Air Force Network. The readers will be fed to their own dedicated termination HUB located in each Comm rooms of the 6th Communication Squadrons’ buildings (260,261,262, & 1750) and these HUBS’s will all tie into the Squadron’s main building (261) on the first floor comm room located on the right of the elevator, to allow for centralized ease of access to data logs.
Additionally, to include 7 new active recording cameras that will replace and provide better coverage over secured areas of its preexisting equipment. The unit has only a small handful of operational card readers that are specifically utilized by Squadron Leadership, and a total of 5 network cameras that are either end of life or don't provide adequate visual zone coverage.
TECHNICAL REQUIREMENTS:
1. Entry Access Control Equipment shall have the following capabilities: Equipment and solution shall be compatible with and capable of reading the current and future versions of the DoD Common Access Card (CAC) for authentication, registration and facility access.
2. The solution shall be capable of extracting only a unique identifier (e.g., FASC-N) from the CAC to authenticate entry. The solution must have the 30 March 2023 Revised SOW dated 13 October 2021 F41999-14-D-0028, P0019 ability to authenticate and grant entry access to non- CAC holders. The use of the EDIPI and other PII is strictly prohibited.
3. All work is to be performed during normal business hours (M-F/8-5PM).
4. The equipment must be Windows 11 compatible, be able to stand-alone independent of the internet, external network, or WorldWide Web.
5. The equipment shall be registered and approved as a Platform Information Technology (PIT).
Contractor shall support the government by providing all requested documentation and make required changes to successfully achieve an Authority to Operate as Platform Information Technology (PIT).
6. Contractor shall provide compatible multiple third-party card options capable of integrating with the existing access control system reader(s).
7. Contractor shall provide standardized entry access control equipment, surveillance cameras and components at all locations.
8. Contractor shall provide the technical services and support necessary to Windows 11 update and maintain the entry access control and surveillance equipment for initial warranty of 12 months with optional years available.
9. The solution shall provide programmable Windows 11 24/7 positive access control to as many exterior entry points deemed necessary per building depending on the physical location of the buildings and direction from the government.
10. The Contractor shall provide and install a locking mechanism for as many exterior entry points deemed necessary by the government and provide all necessary components.
3.1.10. For double entry doors, the door lock mechanism will be installed on one door; the secondary door shall retain existing locking mechanism.
11. The door lock reader shall be an all-weather reader capable of functioning in inclement weather to include rain, snow, and hot and cold temperatures.
12. The door locking equipment shall have an inside release so authorized users can exit freely.
A door release independent of electrical power is preferred (e.g., panic bar). In the event of a power outage, the facility shall remain locked but allow users to exit the facility. The government will replace all door hardware that does not have panic hardware installed, noted at the time of the site surveys, with functioning panic bars.
13. The equipment shall have the capability to allow management or executive personnel to automatically adjust and set specified times for locking and unlocking the doors at the entry access point.
14. The equipment shall have the ability to override all access attempts during lockdown, except by authorized personnel.
15. Contractor shall provide all inter-connections cabling required within all facilities.
16. Equipment shall have the ability to automatically deactivate users. Equipment shall have the ability to track hourly usage, i.e., the number of patrons. entering the facility each hour.
17. Equipment and solution shall be fully developed, tested and fielded successfully in the commercial sector and verified through three (3) references with similar projects. Contractor shall provide the contact information for each reference.
18. The equipment shall be capable of storing a minimum of seven-thousand and a maximum of fifteen-thousand registered user.
