Revised Statement of Work For

REPAIR BLDG. 3803 (VAQ)

Project # VKAG 96-1105

4 Oct 10 The contractor shall prepare a proposal to renovate Bldg. 3803 (VAQ). The building houses visiting airmen (billeting) to Seymour Johnson AFB. Specific requirements are as follows:

1. Repair VAQ, General

1. Design shall be in accordance with the AFSDG 4-724-01, Design: Visiting Quarters (except as noted), the Seymour Johnson AFB Architectural Standards (except as noted), Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA) regulations, North Carolina Building Code, as well as those required elsewhere this document and in the MACC general requirements. For this proposal contractor shall assume that the renovation costs are less than 50% of the replacement value therefore, per the AT/FP UFC, the existing facility is not required to be brought up to current standards. The only exterior work that is required is for the veneer, site restoration, and, and utilities. Requirements for sidewalks, site furniture/amenities, vehicle/bicycle parking, etc are met and are not required to be changed. Existing building access shall be maintained. Site alterations to achieve full access from three sides will not be required.

1. Final facility interior square footage shall be as required by the regulations, requirements and standards and total identified funds. Project will not require LEED certification.

2. General requirements

1. Demolish existing floor plan ONLY as required to create new floor plan as provided in the power point slides that show “before” and “after” floor plans. Currently, the room layout has two guest rooms sharing one bathroom. There are six suites and six single rooms with private baths as well. All rooms must comply with the private bathroom guidance. ADA requirements shall be limited to one suite on the first floor. NO elevator is required for this project. All areas listed in AFSDG 4-724-01, Table 2-1, are not required. Areas currently in the existing facility and required for the proposed facility are as follows: Guest Rooms (queen size beds are standard), Mechanical Rooms, Stairways, Storage Rooms, Laundry Rooms, Janitor Rooms, Office areas, Fitness Center, and Conference Room (see power point slides). The existing exterior stairway is required to be enclosed. Provide microwave ovens and refrigerators only (no washer/dryers required). Utility preparation for all is required. Furniture or any associated deign fees are not included in this project (no FFE). Window treatments, as well as interior signage is required for this project.

1. Replace all exterior windows with fixed type windows. Replacements shall be IAW UFC 04-010-01, DoD Minimum Antiterrorism Standards for Buildings. Assume the existing structure meets window installation requirements.

1. Add a brick masonry veneer to the exterior of the existing facility and tie existing standing seam roof system into it as required. Restore and disturbed landscaping as required. The existing building has structural concrete bands around the perimeter. These bands shall be covered by the veneer and not used as any type of detailing. For proposal purposes assume that the addition of the veneer will not require a structural analysis for current code and additional structural work will not be required.

1. Replace the entire HVAC system, entire electrical system (include all conduit, wiring, light fixtures, etc), entire plumbing system (include all fixtures, enclosures, etc), all doors/

FA4809-10-R-0004, Revised SOW, Amendment 0007, dated 21 Oct 10, Page 2 of 6 frames/ hardware, and all ceiling/wall/floor finishes. There is not an existing cable tray for telecommunications in Bldg 3803. Provide small cable tray for accessible ceiling areas or

1. conduit system for non-accessible ceiling areas.

1. Interior and Exterior lighting shall be per UFC 3-530-01.

1. Install power outlets throughout facility.

1. Design temps shall be 68 (winter) and 75 (summer) degrees. The cooling capacity of the existing chiller is a nominal 100 tons and contractor shall assume it has adequate capacity to meet cooling loads for the project. The chiller was installed new in 1996 and factory overhauled in Dec 2008. Design water temperatures for the chiller are 45 degrees entering and 55 degrees leaving. Pumping arrangement for the chiller is CV primary and CV secondary within the central chiller plant, Bldg 3805, located behind Bldg 3803.

1. Ventilation per ASHRAE Standard 62

1. Heating calculations to include losses due to conduction, infiltration, and internal loads. ASHRAE 90.1-2007 and EPACT 2005 are the energy efficiency standards for the renovation design.

1. Facility (first floor only, one suite only) shall be in compliance with ADA requirements.

1. Existing roof is standing seam metal and new exterior shall tie in properly (see as-built drawings VKAG 90-1047).

1. Install a new fire protection / detection system per UFC and NFPA. Suppression system is required. A reliable power source is available therefore a generator is not required for a fire pump. Use UFC 3-600-01 instead of MIL-HDBK-1008C.

1. Add a new mass notification system, new interior signage, and new remote electric meters. For the mass notification, the MACC contractor shall provide 100% complete operable systems to include Monaco representative to do map set-up/programming as the receiving station system at the fire station.

Contractor shall contract with Time Warner Cable for installation of 100% complete operational Cable Television system with wiring and devices per their standards. Follow the attached SJAFB communications wiring policy and referenced standards for backboard, conduit, and box placement requirements. Contractor shall pay any associated costs to provide a complete functional system. Base Communications will wire all CommComm. (Telephone and Data).

1. New electrical panels shall be 3 phase, 280V/120V, 42 circuit. The panels shall be fed from a new 3 phase transformer (if existing does not have adequate capacity) sited by the Contractor and minimum of 25’ from the facility.

1. Install valves at water service connections to mains.

3. Support Information:

a. Existing sanitary sewer (SS) is 6” and is assumed adequate.

b. Existing water main (W) is 8" diameter with 4” and 2” services to building.

c. Natural gas is in the area.
