27. QUESTION: Per the DOD ATFP Design Guide we are to use per the Solicitation, (UFC 04-010-01) - If the remodel is determined to cost more than 1/2 the structures assigned replacement value, ATFP requirements generally become substantially more stringent. This determination could drastically affect the proposed cost/design soluion, skewing the reviewer's perceived price depending on what criteria each offeror assumes. Therefore, for proposal pusposes, are we to assume that the remodel is more than or less than 1/2 the assigned replacement value?

RESPONSE: For the proposal, assume that the overall renovation cost does not exceed 50% of the replacement value.

RESPONSE: Since there are not complete specifications, a general understanding of what submittals would normally be required in the specifications.

29. QUESTION: The addition of a brick veneer onto the existing building at both floors adds additional gravity load and seismic mass to the building. This will increase both the gravity loads and seismic loads by more than 5 percent and 10 percent, respectively. As a result, Chapter 34 of the IBC would require that the building then be analyzed per the current Code requirements for a new structure. Such an analysis would likely reveal numerous and significant structural deficiencies. Should our documents and pricing include the structural work required to bring the building in compliance with the current Code?

RESPONSE: For proposal purposes, assume that the addition of the brick veneer will not require any additional structural work and the structural analysis is also not required.

30. QUESTION: AFSDG 4-724-01 Design Visiting Quarters tells us to use fixed windows in page 20, under section 3-2.3.4. The Seymour Johnson AFB Architectural Standards tells us to use operable windows in page 5-10, under section 5.8.1. The RFP also refers back to the DoD Minimum Antiterrorism Standards for Buildings in regards to the windows, but this UFC does not limit the use of operable vs. fixed windows. Which standard is to be followed in regards to the window type?

RESPONSE: New windows for this project shall be fixed per the AFSDG and also meet the AT/FP UFC.

33. QUESTION: The SOW indicates to replace the entire electrical system. Do you know if there is an existing cable tray for telecommunications systems and if we could reuse it? Bldg. 3804 design sheet “VKAG 84-1076 E-4” shows cable runs for telephone. Do we assume similar cable trays for Bldg 3803?

RESPONSE: There is not an available cable tray. Provide small cable tray for accessible ceiling areas or conduit system for non-accessible ceiling areas.

37. QUESTION: The SOW for the Sample Project, (Pages 4&5) has conflicting information between items 2.F and 2.O. 2.F states that we are to provide power, CATV and Comm. (Tel/Data) outlets throughout the facility. However, in 2.O, it states that the telephone infrastructure is to include only backboard w/ ground and power, and conduit with pull strings at outlet locations. As “telephone” is combined w/ “Data” in 2.F, is the intent to provide the backboard and power only for Data and Telephone, with conduit and pull strings at the outlet locations? Is this also the intent for the CATV? Please clarify.

RESPONSE: See 16 Jul revised SOW. Contract is to include boxes with conduits run back to the main communication entry point, including pull strings and labeling for which room and location is fed for each conduit. Even though we do not structural as-builts of 3803, similar as-builts of 3804 indicate wood interior walls and wood floor and roof structure. This does not meet Type II construction code requirements. Will this building be granted a special exception to this requirement or will the entire wood/combustible construction be removed and a new non-combustible construction be required?

RESPONSE: For the as-built drawings provided, it should be noted that Bldgs. 3802 and 3803 are of similar construction. This construction is concrete floors and roof deck with CMU walls. RESPONSE: See #11 and #82.

88. QUESTION: It appears that the water supply is marginal for this project if the need to provide fire protection in the attic space is required. If we find out with further design that this project requires a small fire booster pump, will it be required to provide an automatic transfer switch with the possible fire pump?

RESPONSE: No. An emergency generator with automatic transfer switch will not be required if a fire pump is deemed necessary.

89. QUESTION: The AF Design guide requires an elevator for all buildings over 1 story, will this sample project include an elevator?

RESPONSE: See #11.

90. QUESTION: It appears that bldg 3803 was originally designed with a concrete roof structure and a sloped metal roof must have been added later.
