L-1. GENERAL INSTRUCTIONS.
L-1.1. Notice To Offeror(s). Section L of the IFB provides general guidance for preparing bids and content of the required data/information. Bids must include all data / information requested in the IFB. Bidders shall submit one (1) electronic copy containing:
(1) Fully completed Standard Form (SF) 1442, Solicitation, Offer, and Award;
(2) Fully completed solicitation Attachment 2, Bid Schedule and;
(3) Responsibility Evaluation Factors that fully address the evaluation factors noted in L- 3.1. through L-3.7. of this section.
L-1.2. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of bids. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a bidder for any proposal preparation costs.
L-1.3. Award will be made to the responsible bidder whose bid is responsive to the terms of the invitation for bids (IFB) and is most advantageous to the Government, considering price and the responsibility evaluation factors included in the invitation.
L-1.4. Bid pricing in response to this solicitation shall be valid through 30 May 2025.Block 13(d) of the SF 1442 is completed to read 10 calendar days.
L-1.5. Bidders shall note overall bid amount in Block 17 "AMOUNTS", Page 2 of the SF1442.
L-1.5. Bidders shall acknowledge awareness of all amendments to the solicitation by signing and dating Block 19, Page 2 of the SF 1442 and person authorized to sign offer shall complete Blocks 20a through 20c on Page 2 of the SF 1442. Failure to complete these items may result in the bidder being found non-responsive and/or non-responsible.
L-1.6. Bids will be evaluated without discussions. Therefore, bidders are advised that taking exception to any requirements specified in this solicitation will result in the Government rejecting the bid. Clarification of Government requirements shall be handled by submitting questions/recommendations prior to submission of bids.
While bidders may propose exceptions to the solicitation requirements, the Government is not obligated to accept such bids. Any change to the requirement as a result of accepting an exception shall be reflected by amendment to the IFB before bids are due.
L-1.7. Complete the necessary fill-ins and certifications in all provisions/clauses throughout the solicitation. Failure to complete these items may result in the bidder being found non-responsive and/or non-responsible.
L-2. SUBMISSION OF BIDS.
L-2.1. All bids shall be provided electronically, hard copies are not required.

L-3. RESPONSIBILITY REQUIREMENTS. Upon identification of an apparent low bid, that firm shall have three (3) business days to provide to the government all items identified in the Responsibility Requirements section of this solicitation. To be determined responsible, the bidder must provide/demonstrate their ability to meet the following requirements.
L-3.1. Adequate Financial Resources. Provide a letter from the bidder's financial institution that addresses the financial health of the company to demonstrate that adequate financial resources are available to perform the contract.
L-3.2. Performance Schedule Compliance: Provide detailed plan as to how the project will be managed and kept on schedule.
L-3.3. Satisfactory Past Performance. Provide a minimum of two (2) projects (to include title of each project, complete contract number, and task order number) valued at between $5K to $20K for electrical panel and wiring projects. All projects must have been rated at least as satisfactory performance. A lack of Past Performance shall not disqualify a prospective offeror.
L-3.4. Satisfactory Record of Integrity Business and Business Ethics. The Government will perform queries of required systems (e.g. SAM.gov, Contractor Performance Assessment Reporting System (CPARS), etc.) in making this responsibility determination. The contractor, although not required, may provide any information on this standard it would like to be considered.
L-3.5. Necessary Organization, Experience, Accounting & Operational Controls, and Technical Skills. Provide a minimum of two (2) years' experience and a minimum of two (2) projects (to include title of each project, complete contract number (and task order number) at between $5K $20K for electrical panel and wiring projects. Projects up to the SAT ($250K) can be submitted as well, as a part of the two prior projects past performance, as referenced in this paragraph.
L-3.6. Necessary Production, Construction, and Technical Equipment. Provide information as to how the bidder has sufficient resources, equipment, etc., or the ability to obtain it (e.g. equipment yard inventory, financial capability, subcontractors, etc.) to satisfactorily perform work under this valve or hydrant repair /replacement project.
L-3.7. Otherwise, Qualified and Eligible to Receive Award. The Government will perform queries of required systems (e.g. SAM.gov, Contractor Performance Assessment Reporting System (CPARS), etc.) in making this responsibility determination and evaluate another criterion as required. The contractor, although not required, may provide any information on this standard it would like to be considered.
