About this file
This document is a Questions and Answers (Q&A) attachment for the NDI Lab Pen Line federal contract opportunity (Solicitation Number FA480325B0010). The Q&A addresses four key technical and procedural inquiries from potential contractors, with responses from Civil Engineering and the Contracting Officer. Key details include electrical and utility requirements for the project, such as air supply (60 PSI, 5 CFM), electrical power specifications (208/240 Volts 60 Amp for dryer, 110/120 Volts 20 Amp for Inspection Station), and water/drainage needs for the Pre-Rinse Station.
The Contracting Officer confirmed an anticipated award date of 19 May 2025, with a Notice to Proceed to be issued after the Pre-Construction Conference. The project involves removing existing wiring from a panel and installing new wiring for equipment, ensuring code compliance. Civil Engineering clarified that while a 200-amp panel was discussed during a site visit, they will be replacing the main breaker with a 150-amp breaker, which they deem sufficient. The L-3 Responsibility Requirements (L-3.1 - L-3.7) will only be required if there is an apparent low bid.

FA480325B0010 – NDI LAB PEN LINE – Q&A
QUESTIONS
1. The existing panel is a 100 amp and during the site visit it was discussed that we will need a 200-amp panel for this project. Will the SOW be updated to reflect us adding a 200-amp panel?
2. Can you please confirm that all the equipment is single phase?
3. What is the anticipated start date for this project?
4. Is L-3 Responsibility Requirements L-3.1 - L-3.7 required at bid submission or only if needed if there is an apparent low bid?
ANSWERS
1. Response from Civil Engineering –
“A contractor did mention a 200 AMP box (at the site visit). However, we are replacing the main breaker with a 150 AMP breaker. So having the 200 is not necessary, 150 works just fine”.
2. Response from Civil Engineering –
Power and Utility Requirements:
Air: Air supply requirement for the Pre-Rinse Station and the Aqueous Developer Station is 60 PSI and 5 CFM for each station.
Electrical: Electrical power supply requirement to the dryer is 208/240 Volts 60 Amp. Electrical power supply requirement to the Inspection Station is 110/120 Volts 20 Amp.
Water: Hot water requirement for Pre-Rinse Station is 10 GPM at 60 PSI. Cold Water requirement for Pre-Rinse Station is 10 GPM at 60 PSI.
Drainage: Proper drainage for Pre-Rinse Station and wash Station will be required for operation of the FPI system (3/4” Female NPT connection).
3. Response from Contracting Officer –
The anticipated award date is 19 May 2025. Following the award, a Notice to Proceed will be issued after the Pre-Construction Conference, which is typically held within a few days of contract execution.
4. Response from Contracting Officer –
When there is an apparent low bid.
