MEMORANDUM FOR CONTRACTOR PERSONNEL
FROM: 20 SFS/S-5
SUBJECT: Security Forces Pre-Construction/Contractor Briefing
1. On behalf of the 20th Security Forces Squadron (20 SFS), I would like to welcome you to Shaw Air Force Base and take this opportunity to explain some of the security requirements.
2. BASE ENTRY PROCEDURES: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Contractors cannot sponsor other contractors on base. Only government employees (military or civilian) are authorized to sponsor contractors. (Derived from AFMAN 31-113, Installation Perimeter Access Control and SAFB 31-101, Integrated Defense Plan (IDP)).
NOTE: All contract employees shall submit to a criminal background check accomplished by 20 SFS prior to the employee being issued base access credentials. Failure to submit requested information as indicated below will result in denial of issuing base access credentials.
a. Obtaining Contractor Passes: All contract employees who work on Shaw Air Force Base must obtain a base pass for base entry. Seven to ten (7-10) calendar days prior to starting work on-base, the contractor shall submit the following employee information to the contracting officer or other government sponsor: Full Name; Date of Birth; and SSN. Non-US citizens must also provide a valid permanent resident card or Work Visa and a copy of government-issued identification or passport. Contractors will not be issued any type of pass until the background check is completed. Contractors requiring immediate access can be escorted on by a valid sponsor and the sponsor will have to remain with them for the entirety of the visit. The contracting office or other government sponsor will submit the personnel information along with the dates for work, on-base work location, and work hours, (i.e. MON-FRI 0800-1700 with start/end date of access or contract) to the Visitor Control Center (MON-FRI 0730-1630) for criminal background checks.
b. Conducting Background Checks and Issuance of Contractor Passes: Security Forces will conduct the background check using information provided by the contractor. After completion of a favorable background check, contractor passes will be issued from the 20 SFS Visitor Center located in Bldg. 9, Shaw Air Force Base, SC 29152. If a pass has not been picked up within 3 months of a cleared background check, the check must be re-accomplished. Contractor passes will not exceed one (1) year in duration. Initial passes for first time entry on base will be issued from the Visitor Control Center or Commercial Vehicle Inspection Area. Visitor Center personnel have final authority on whether an individual receives a hard card, paper pass, or Real ID. If a valid background check has been completed, then the contractor may proceed. Job site supervisors/company are responsible for notifying the contract sponsor if an individual has been terminated for any reason. They are also responsible along with the contract supervisor of retrieving the access card or at a minimum notifying Security Forces that they were unable to retrieve the card so it can be flagged in DBIDS.
c. Obtaining Common Access Cards (CAC): Contractors who require government computer access may obtain a CAC. Sponsoring activity and contractor are responsible for loading contractor employees into the Contractor Verification System. Request for background checks shall be submitted to the following e-mail address: udg_20sfs_vcc@us.af.mil. At a minimum, request will include Full Name; Date of Birth; SSN; and Driver License Number.
d. Vehicles entering Shaw AFB, do not require vehicle passes. Proof of insurance and current vehicle registration are required to operate a vehicle on base.
NOTE: Contractors will only be on base during the work hours and days specified on their credential. Additionally, contractors are only authorized in the work area(s) specified on their credential. Contractors can use food establishments, e.g, Burger King, while on-base. No other privileges are extended.
3. PRIVATELY OWNED WEAPONS: Contractor personnel are not permitted to transport weapons of any kind onto Shaw Air Force Base, to include all housing areas. Concealed weapon permits issued by state and local police are not valid on this federal installation. The only exception is the craftsman tools of the trade. Personnel found in possession of these weapons will be prosecuted and may be barred from entering Shaw Air Force Base by order of the installation commander.
4. PHOTOGRAPHY: Personnel are not permitted to take photographs of flightline areas (aircraft parking ramps/hangars) without permission from 20 FW/CVN. Photos of other base areas must have written permission from the 20 FW Public Affairs Office. The person taking pictures or videotaping will present a copy of a completed MFR to the Base Defense Operations Center (BDOC) at 895-3669/70 and Maintenance Operation Center (MOC) at 895-8712 to inform them of the location and time period. Personnel identified violating this directive will be detained and the photographic device (i.e., camera, cell phone, etc.) will be confiscated for review by the Air Force officials.
5. RESTRICTED/CONTROLLED AREA ACCESS: All contractor personnel performing work in these areas must arrange for escorts from the owner/user commander responsible for security of the area. The escort must possess unescorted entry authorization and remain with the visiting personnel at all times within the area. If this is not practicable, the owner/user commander must obtain written approval to establish a free zone, through the Security Forces Squadron and installation commander, prior to implementation of the project. The written request must specify the free zone boundaries, entry control point, hours of operation, owner/user personnel monitoring security of the boundary and names of contractor personnel who have received Security Forces training performing entry control duties. A diagram of the proposed free zone must be attached.
6. FREE ZONES: Will be limited to mission essential activities only (e.g., construction work, or site surveys). When a free zone corridor is impractical due to location of the free zone, establish an entry and exit control point in the free zone and owner/users will escort workers between it and the entry control point. Personnel performing escort duties must be authorized escort authority for the restricted areas entered or traversed. Contractor personnel must be listed on an entry authority list (EAL) for the free zone. The EAL will be generated by the organization or agency most directly associated with the project and provided to the 20 SFS/S5, Bldg. 825, DSN 965-3661 for authentication. In addition, the organization or agency most directly associated with the project will provide a point of contact roster letter to the 20 SFS/S5.
a. The organization or agency most directly associated with the project must provide escorts as necessary, Immediate Visual Assessment (IVA) of the free zone boundary, and control entry/exit to the free zone area. Security Forces will not be used as escorts, to control entry/exit to the free zone area or to provide IVA.
b. Mark the free zone boundary and entry point with elevated ropes, barriers, fencing, or other suitable materials, to clearly delineate it from the restricted area. Personnel inside the free zone must post restricted area signs on the construction side of the free zone boundary to be viewable by the free zone workers. Security Forces will verify the free zone boundary is established, required sentries are posted, and all required EALs are available prior to opening a free zone. Owners/users must notify Security Forces when free zones are opened and closed.
7. REPORTING REQUIREMENTS: Contractor personnel shall report to any appropriate authority, information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified information.
8. SECURITY FORCES OPERATIONS:
a. The 20 SFS Base Defense Operations Center (BDOC) located at Bldg. 825, 524 Nelson Avenue, Shaw AFB, SC 29152, operates 24 hours a day/7 days a week. Call 895-3669/70 to report any emergency, damage, theft of personnel property, or vehicle accidents occurring at the project site.
b. To report a crime in progress or any other emergencies call 911 or 895-3669/70.
9. BASE ACCESS POINTS:
a. The Commercial Vehicle Inspection Area (CVIA) for contractor access onto Shaw AFB is open from 6:00 AM to 5:00 PM Monday – Friday and 6:00 AM to 9;00 AM on Saturday. All contractor vehicles that cannot be easily searched by visual means must use the CVIA during these hours. Contractor vehicles requiring to be searched and needing access on Sundays and after posted duty hours for the CVIA, will enter through the Main Gate. The Main Gate hours of operation are 24/7.
b. Contractors with a valid pass and driving a vehicle that is not required to be searched may enter any base access gate during hours of operation.
10. VEHICLE SAFETY:
a. Speed limits are posted throughout the base. Speed measuring devices (radar) are employed by Security Forces to enforce speed limits on base.
b. Parking is not allowed in marked spaces reserved for physically challenged or other designated personnel.
c. Seat belt use is mandatory for all personnel entering Shaw Air Force Base or military housing areas. Violation of seat belt usage will result in an automatic 30-day suspension of on base driving privileges. The driver is responsible for ensuring all occupants use seat belts.
d. Motorcycle Riders:
(1) Helmet with visor or break-resistant glasses
(2) Contrasting colored jacket or vest/reflective at night
(3) Gloves
(4) Long leg wear
(5) “Durable” footwear such as boots; tennis shoes are not considered durable
e. Cell Phones: Vehicle operators on a DoD installation and operators of Government owned vehicles will not use cell phones unless the vehicle is safely parked or unless they are using a hands–free device. The wearing of any other portable headphones, earphones, or other listening devices (except for hands–free cellular phones) while operating a motor vehicle is prohibited. Using a cell phone while driving without a hands-free device will be considered a "primary offense", meaning that violators may be stopped solely for this offense. Violation of cell phone usage will result in an automatic 30-day suspension of on base driving privileges.
11. BASE ENTRY POINT CHECKS: The installation commander directs random vehicle inspections of vehicles entering or departing Shaw Air Force Base and military housing areas. These inspections are conducted to protect the removal of government property, classified material and to prevent contraband being transported onto and off the installation. Normally, the inspection only takes a few minutes and your cooperation will expedite the process.
12. CITATIONS: Any personnel detained for violations will be issued a US Magistrates Ticket, which is forwarded to the Magistrate Court in Columbia, SC. The local Police Department will be notified and assume responsibility of the incidents occurring in base military housing areas.
13. Your contract administrator will place this signed copy in your contract folder and provide you an information copy to use in briefing all your personnel.
