Statement of Need

WWTP operations and maintenance are conducted in order to provide continuous, cost effective, and efficient treatment of all wastewater delivered to the facility. Operations include general operation of plant equipment, valves and piping, sampling and lab analyses, waste and effluent disposal, and other related services on the 20+ year-old facility which is an activated sludge treatment plant for a base population of approximately 13,000. All operations shall be accomplished in accordance with the treatment plant operations manuals where applicable.

Statement of Need cont.

Contractor employees in charge of plant operations, must possess a current wastewater treatment certification issued by the state of New Mexico IAW NMAC 20.7.4.13, and shall adhere to all applicable health and safety standards/requirements.

Capability of Performance

Contractor provides all management, tools, supplies, equipment (other than those listed in Section 3 of the PWS) and labor necessary to ensure Plant services are performed at HAFB in accordance with all local, state of New Mexico, and Federal laws.

IAW FAR 45.102(b), GFP must be utilized for the requirement of WWTP operations and maintenance. All required clauses, as listed below, are incorporated, even though not are all applicable since the GFP is "real property". A=Applicable; NA=Not Applicable

4.6.3. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles. Contractor employees shall only be granted access to the installation to perform functions directly related to their respective contract.
4.6.3.1. The contractor shall ensure all employees are identified on a HAFB Visit Access Request (VAR). The contractor shall submit VARs through the contracting officer to the 49th Security Forces Squadron (49 SFS) Pass and Registration Office; VARs must be submitted no later than 7-duty/business days, and for foreign nationals, 14-duty/business days, prior to requiring access to HAFB. Recommend putting foreign nationals on a separate VAR.

Force Protection Condition (FPCON) & Security measures will be briefed at the pre-performance conference

Local Area Network (LAN) Service provided/Common Access Card (CAC) required

27 June (Wed) by noon MST - All questions must be submitted to 49 CONS, "both" Ms. Odom and Ms. Roberts, via e-mail as an official record.

Offerors attending the conference must follow-up in writing all questions asked at this pre-proposal conference.
49 CONS will confirm receipt; if you do not receive a confirmation within 24 hours, please follow up.

Important Dates Reminder 02 July (Mon) – Responses to questions will be posted (company names removed) to FBO

12 July (Thurs) by 3:00 pm MST – RFP due to 49 CONS

Late August/Early September – Estimated Award

Before 01 Oct – Pre-performance Conference

CLOSING REMARKS

After the WWTP visit, all parties will return to the 49 CONS Conference Room for a formal question/answer session.

The pre-proposal conference (this presentation & minutes) shall be posted to FBO approximately within two days.

Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
