MEMORANDUM FOR 49 CONS/PKA

SUBJECT: Preproposal Site Visit Minutes for Wastewater Treatment Plant (WWTP), Solicitation #

FA4801-19-R-0002

1. A site visit for potential contractors was conducted by the Government on 25 June 18 at 9:15 AM.

2. At 8:00 AM, met contractors at front gate Visitors Center to check-in. Brief introductions were made between each contractor, Ms. Roberts and Mrs. Odom. The site visit was planned to familiarize potential contractors of Holloman's Wastewater Treatment Plant. Ms. Roberts and Mrs. Odom escorted the potential contractors from the visitor's center to 49 CONS, Bldg 29, Suite 2111.

3. Arrived at 49 CONS, conference room at approximately 8:30 AM. Introductions were made again due to Mr. Woosley and Mr. Harshey's attendance at the meeting. Mr. Woosley discussed his experience and certification levels and that he used to be the COR, but is now COR supervisor. Ms. Roberts thanked all parties for attending and then started to brief the PowerPoint presentation (attached). She went over the Government's team's members, discussed ground rules for the site visit, contract history, acquisition information, acquisition responses, and important dates reminder. Slide presentation ended at approximately 9:07 AM. Attendees were then escorted to the WWTP by the Government.

4. Arrived at the WWTP at 9:15 AM for a walk through of the facility and the plant.

a. The attendees walked through the administration building, Building 751, which housed the office space, control room utility room, maintenance shop area/laundry room (owner's manuals are located in the maintenance shop), and the lab. A brief overview of the Operator Interface unit computer was given by Mr. Paul Dygert, the current plant manager. He explained the plant is all automated but, can be run by hand. During the viewing of the lab, contractor vs. government property was discussed. It was stated all the equipment in the lab is owned by the contractor except the microscope.

b. The group then moved to the outside primary lift station and building 750 where the entrance works displayed the wastewater screening, flow measurement, grit removal, and flow. The power and electrical distribution were located below the entrance works at building 750. The North and South aeration basins were observed along with the South secondary clarifier to demonstrate mixing and aeration with a course of bubble diffusion. The group then proceeded to building 755, secondary sludge pump station which housed three return activated sludge pumps and two waste activated sludge pumps.

Then the group moved onward to building 756, Blower Generator Complex which housed the emergency engine/generator, centrifugal blowers, digested sludge pump and electrical equipment. The group then made their way to the East Aerobic digester which housed the aeration and course bubble aeration system.

Next, the de-chlorination basin shown sulfur dioxide gas that is used to remove chlorine from the plant effluent. Lastly, the de-chlorination building 757 displayed storage of chlorine cylinders, operations unit, de-chlorination system, wash-water pumps, and sulfur dioxide system for de-chlorinating the plant effluent.

c. The contractors were also informed during the WWTP tour the plant is designed to flow at 1.5 million gallons per day (MGD). Mr. Dygert stated the daily flow was 0.5 MGD, which means the plant is flowing at 30-33% capacity; the plant is designed to flow at 1.5 MGD. The back-up blower generator is Government provided. Maintenance is done by the contractor. Specifications for the generator can be provided, if necessary. The breathing apparatus and the emergency repair kits in the de-chlorination building are provided by the Government. Once a year testing is accomplished and paid by the Government. The chlorine gas is not a part of the 100k maintenance. The final outflow from the WWTP goes to a manhole at the end of the area and goes to Lake Holloman. Air Conditioning and Heating is done by Civil Engineering (CE). Exhaust fans are maintained by CE, light bulbs over 10ft are purchased by the contractor, but CE will change the lights.

5. The tour of the WWTP was finished at approximately 10:15 AM. The prospective contractors were then escorted back to 49 CONS.

a. Ms. Roberts instructed the contractors to thoroughly review the entire solicitation, Performance Work Statement (PWS), all appendices and attachments before submitting their proposals.

She reiterated where to locate the important dates and submittal information in the SF1449. Ms. Roberts also explained the solicitation & Instructions to Offerors under Addendum FAR clause 52.212-1 in the SF1449. Ms. Roberts gave further details of submitting e-mail correspondence to both the Contracting Officer (Ms. Roberts) and the Contract Administrator (Mrs. Odom).

b. Mr. Woosley reiterated the contractor is responsible for initially funding the Reimbursable Costs [PWS 1.3 & 1.3.1] and the Government will reimburse the contractor after service/repair are completion and invoiced. Ms. Roberts stated part of our determination is "contractor responsibility" and will be requesting bank information from any potential awardee.

6. Ms. Roberts also reiterated the proposal due date as outlined in the solicitation (12 July [Thurs] by 3:00 pm MDT) and that all questions needed to be submitted in writing by 27 June (Wed) by noon MDT.

Offerors attending the site-visit and conference must follow-up in writing all the questions asked during this pre-proposal conference. 49 CONS will confirm receipt. Responses to the questions will be posted (with Company names removed) to FBO. She also stated the minutes for the site visit would be posted on FBO, along with the WWTP PowerPoint presentation shown at this pre-proposal conference/site visit.

The award is estimated to be released in late August/early September with a pre-performance conference being scheduled before October 1, 2018.
