SUBJECT: Pre-Proposal Meeting Minutes, Solicitation Number FA4801-17-R-0004, Remotely Piloted Aircraft Training Support (RPATS)
1. The pre-proposal meeting for subject solicitation was held at 10:00am (MST) on Thursday, 31 August 2017 at Building 513, Room 101. The following individuals listed below were in attendance:

2. Ms. Roberts and the rest of the Government team greeted 14 Vendors at Holloman's Visitor Center at 9:30a.m (MST). There was a bus which transported everyone to Building 513, Room 101 for the Pre- Proposal Solicitation Briefing.
3. Ms. Roberts opened the Pre-Proposal Briefing by greeting and welcoming all parties. She then introduced all members of the Government Team. Moreover, she mentioned that if the Contractors had any questions, they should send an email to all members of the Government Team not just Ms. Roberts and Ms. Rivera.

4. Ms. Roberts presented a PowerPoint presentation and made some critical remarks:
First, RPATS is a "new" requirement; a larger scope than the existing contract which is FA4801-
15-C-0001 Simulator Console Operators (SCO).
o Mr. Tollinchi mentioned there were a couple of new positions added to the RPATS
Contract and much focus lies within the Performance Work Statement (PWS).
Second, it is set aside for Small Disadvantaged Veteran Owned Small Business (SDVOSB) and is
Firm Fixed Price.
Third, all necessary revisions will be highlighted in Appendix B and Amendment No. 2.
5. The Government will make the following changes with Amendment 002 which includes: Teaming Agreements for the set aside, the addition of price realism to the evaluation provision, the Collective Bargaining Agreement (CBA) for the two positions GCS and TSS (Ms. Roberts stated she would discuss this issue with the Agency Labor Adviser) and other updates as discussed. It was discussed the majority of the contract line item numbers (CLINs) are monthly amounts, therefore, pricing should be a loaded rate (this includes health and welfare, profit, overhead, etc.). Additionally, Ms. Roberts mentioned that a separate Excel Bid Spreadsheet would also be issued.
6. The normal working hours were discussed. The PWS discusses working hours which are different for the different positions. For example the administrative support hours are 0730 to 1630 and for the Simulator Console Operator (SCO), Simulator Tactical Programmer (STP), and Simulator Duty Director (SDD) services hours range from 0445 to 2045.
7. All Contractors were able to pose questions on flash cards which were all read aloud and discussed.
These questions and answers will be added to the presentation for posting to FedBizOpps (FBO). Ms.
Roberts and Mr. Tollinchi answered all seventeen (17) questions.
8. Mr. Tollinchi and Major Heier then provided a tour of the 16 TRS which houses the simulators. After that, everyone was transported up the street to the 9th and 29th Attack Squadron for a final tour.
9. The Pre-Proposal Site Visit concluded at 1:00pm (MST). The foregoing is a brief summary of the discussions held during the subject meeting.
