The following items are applicable to this modification:
BLOCK 14 CONTINUATION PAGE
The purpose of this amendment is to change the Offer response date, update the Performance Work Statement (PWS), and to include questions and responses that arose from Amendment 0002.
A. Offer response date and time has changed from 14 September 2017 at 1500 Mountain Time to 22 September 2017 at 1500 Mountain Time.
B. PWS paragraph 1.2.1, last sentence reads, "A resume for the Site Lead shall be submitted with the Proposal." has been removed. The change is marked by the symbol "|" in the right hand margin, except for the footer, which the date has been changed from "Revised 5 September 2017" to "Revised 7 September 2017."
C. Below are questions and responses that arose from Amendment 0002.
Question 1: CLIN 0007/0008 (GSS/TSS) shows only 3 month quantity on each tab – should it be 12?
Response 1: CLINs 0007 & 0008 should be only 3 months for the base year (FY18). All the options CLINs (FY19 through FY22) should be 12 months, which has been updated.
Question 2: Optional Positions (FY18/Row 15): The Government is directing the use of 2.5 SCOs for each 5-event increase? Rows 16-23, column C.
Response 2: No, the Gov't is not directing. Added the following language to the spreadsheet: "If the offeror wants to change the estimated positions below, offeror may do so, but needs to provide justification below.*"
Question 3: FY18/Row 15: The Government is directing that SCOs can only handle 2 events per day?
Response 3: Reference Response #2.
Question 4: Will increased events require increased workloads for GSS/TSS? There is no provision in the spreadsheet, but one would expect an increase of GSS requirements also.
Response 4: GSS/TSS are not associated with SCOs, therefore not affected by increase in events.
Question 5: FY19 – FY22 Tab: Includes total figures in Cell F12 which are the Total Base + 4 Options? Was this intended?
Response 5: Checked the spreadsheet and Cell F12 for Tabs FY19 – FY22 are blank, which is what they should be.
Question 6: Attch_1.1_RPATS Bid Sheet, Tab FY18, Row 15. The reference states “An SCO can handle 2 events per day so an increase of 5 events requires 2.5 SCOs” . Is the Government setting a limit that each SCO is only to handle 2 events per day? Rationale: With this statement, the Government has introduced a new requirement that does not appear anywhere else in the solicitation. If this statement is to be followed, then the Government has set the level of effort for SCOs in base requirements, for example, 40 events / 5 = 8 x 2.5 SCOs per 5 events = 20 SCOs.
Response 6: As presented in the PowerPoint slides, the Government had indicated the estimated time for each event: 2.5 to 3.0 hours. These hours are not a directive, but a good estimate from past history. Also, see Response #2 above.
Question 7: Attch_1.1_RPATS Bid Sheet, Tab FY18-FY22, Optional Positions. Is it the Government’s intent that bidders only bid SCOs for optional increases in daily events? Rationale: We would anticipate an increase in the number of GSS/TSS to support inject requirements of additional events. Since a GSS can only handle up to 3 simultaneous events, we assume that additional GSS resources will be needed.
Response 7: Reference Response #4 above.
Question 8: Also, please clarify the submission requirements for past performance. Are you wanting 3 past performance citations from the prime and 3 from our proposed subcontract or is it a total of 3 submissions from the entire team?
Response 8: Yes, as per stated in the PWS, Past performance is limited to a maximum of three (3) most recent/ relevant contracts performed for federal agencies and commercial customers, with a page limit of two (2) pages per contract; hence, an overall total of six (6) pages. If a Teaming Arrangement is utilized, an addition of up to three (3) projects for partners/subcontractors shall be submitted. This in turn means a maximum of no more than six (6) projects (3 for the prime and 3 for subcontractors or other partners) will be submitted in total.
Question 9: Per Proposal Instructions and Evaluation Criteria, the bidder is to show where their hiring and retention plan has had a minimum of a 95% “fill rate” over the past two years. Please define “fill rate”. Without out having the definition of “fill rate”, the Government will not be able to assess each bidder’s proposal on a fair and equitable basis. Otherwise, how one bidder defines “fill rate” may be different than how another bidder defines “fill rate” and the Government will have no way of evaluating this on an equal basis.
Response 9: This was answered in the presentation Question/Response #1, under Contractor Questions Post Site Visit.
Question 10: Per the Amendment 0002, the Government has incorporated a CBA, requiring bidders to completely reassess how they are to bid this effort and incorporating all the fringe and pay costs into their pricing. Additionally, we request the Government provide specifics of which positions identified in the PWS are associated with which CBA labor categories since no position descriptions are provided within the CBA.
Response 10: This was addressed in the briefing and captured via the meeting minutes posted on 7 Sep 2017.
Question 11: Is it correct, the positions of GCS Scenario Support (GSS), Tactical Scenario Support (TSS) and the Simulator Duty Director (SDD) are not covered by the CBA? If they are, please identify which CBA labor category they are currently covered by.
Response 11: Correct, these positions are not in the CBA.
Question 12: Is it correct the new required key resume submission requirement (per the PWS) is not included in the maximum 15 page limit for the technical volume? Is there a page limit on the length of the resume submission?
Response 12: No longer an issue, as Amendment 0003, removes request for any resumes.
Question 13: Was there a contract in place prior to FA4801-15-C-0001 which performed these services? Basis of the question is computing vacation for incumbent personnel. Within the CBA, we are required to provide 120 hours of vacation for employees with 0-4 years of service. If there is no predecessor contract, then is it correct, the entire incumbent work force has less than 4 years of service providing these services. What is the current incumbent workforce average time of employment for the purposes of correctly computing fringe benefits for these individuals?
Response 13: Yes, Holloman had a similar contract "PMATS" prior to the current SCO contract. The PMATS was under the WD and the SCO was under the WD until 1 July 2017. It is unknown if the entire workforce has less than 4 years of service providing these services.
D. A new Attachment 1.1 RPATS Bid Sheet_0003 is incorporated. All offerors need to use this updated bid sheet for the proposal submission.
E. Besides the requirement in Block 11 of the SF30, an electronic signed copy of the Amendment must also be submitted with the final proposal.
