SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

BLOCK 14 CONTINUATION PAGE

The purpose of this amendment is to update the Performance Work Statement (PWS) & the solicitation; incorporate a Collective Bargaining Agreement and post the pre-proposal bid conference presentation.

A. PWS. The language has been updated as follows:

1. Paragraph 1.0, 2nd paragraph, 2nd to last sentence – Replace "…up to 85, events per day." with "…up to 80, events per day."

2. Paragraph 1.1.1.1 – Change "…six (6) locations…" to "…five (5) locations…" and added sentence "The locations are: Bldg 513 (16 TRS & simulators); Bldg 302 (6th ATKS squadron); Bldg 302B (16TRS Trailer); Bldg 318 (9th and 29th ATKS squadrons); and Bldg 317 (49 OSS).

3. Paragraph 1.1.3.1, first sentence – "(if exercised)" was replaced by "(submit with proposal)" for the qualifications of the Key person.

4. Paragraph 1.2.1, last sentence – "See DFARS clause 52.237-9000 Key Personnel for additional information" was replaced, in its entirety with "A resume for the Site Lead shall be submitted with the Proposal".

5. Paragraph 1.2.3.6 (after paragraph 1.2.3.6.4) – has been renumbered and now reads: "1.2.3.6.5 Intermediate Level Proficiency of Microsoft Office suite of products."

6. Paragraphs 1.3.8.4 and 1.4.6.2:

(a) Deleted the first sentence which stated "The Contractor shall submit resumes in accordance with their organizational plan that can meet this requirement."

(b) The remaining sentence has been updated to read "…COR or CO, and the Contractor shall submit these resumes for review and approval".

7. Paragraphs 1.5.14, 1.6.12 & 1.7.1.10 – Replace "The offeror shall submit…" with "The offeror shall hire…".

8. Paragraph 4.4.2 which reads "Optional CLINs: Hours will be increased to support an 18 hour sim window with hours to be determined when this is exercised." has been removed in its entirety.

9. Paragraph 4.4.3 which reads "Optional CLINs: Hours will be increased to support an 20 hour sim window with hours to be determined when this is exercised." has been removed in its entirety.

10. All changes are marked by the symbol "|" in the right hand margin, except for the footer, which the date has been changed from "Revised 24 July 2017" to "Revised 5 September 2017."

B. Solicitation.

1. CLIN 0001 extended description has been updated, for solicitation purposes, to include the following:

NOTICE for CLINs x001 through x008 ONLY:CONTRACTOR SHALL ensure unit is only carried to two (2) decimals (whole dollars), including the extended price equates Quantity x Unit Price accordingly. Contractor is also required to complete the Excel Spreadsheet (Attachment 1.1)

2. Provision 52.207-6, Solicitation of Offers from Small Business Concerns and Small Business Teaming

Arrangements or Joint Ventures (Multiple-Award Contracts) has been incorporated by Reference.

3. Clause 52.252-3, Alterations in solicitation, Addendum to 52.212-1, Instructions to Offerors—

Commercial Items paragraphs (b)(19) and (b)(20).

(a) Paragraph (b)(19), Part II – Past Performance; the definition of "recent" has been changed:

FROM: Recent is defined as within the last three (3) years (contract must be currently on-going or started no later than October 2013).

TO: Recent is defined as within the last three (3) years (contract is currently on-going or ended after 31 August 2014.

(b) Paragraph (b)(19), Part II – Past Performance, (last paragraph), has been changed:

FROM: Where a teaming arrangement is proposed, a narrative and/or the actual Teaming Agreement if one exists, shall be submitted as part of the proposal by the managing partner of the prime contractor. The Government is interested in the roles, responsibilities, and distribution of effort (by type and percentage) between the parties in performance of the Government's requirement and this narrative may enhance the Government's understanding of your proposal. This narrative and/or Teaming Agreement will not count against the stated page size limitation.

TO: Where a teaming arrangement is proposed, the actual Teaming Agreement shall be submitted as part of the proposal by the managing partner of the agreement.

The Government is interested in the roles, responsibilities, and distribution of effort (by type and percentage) between the parties in performance of the Government's requirement and if the agreement does not go into this detail, then a narrative must also be included in order for the Government's understanding of your proposal. This narrative and/or Teaming Agreement will not count against the stated page size limitation. If this not submitted with your proposal, your proposal will be considered non-responsive.

(c) Paragraph (b)(20), Part III – Price Data, (all paragraphs), have been changed:

FROM: (a) Complete blocks 17 ( code & facility code = cage code #) and 30 of the RFP (SF1449). In doing so, the offeror accedes to the contract terms and conditions as written in the RFP.

(b) Complete all blanks for unit and total prices for Base and Option Years.

(c) Any, signed, solicitation amendments thereto.

TO: (a) The completed signed copy of the RFP (SF1449), especially blocks 17 (code & facility code = cage code #) and block 30a, 30b & 30c. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP. Complete all blanks for unit and total prices for Base and Option Years in whole dollars (no rounding).

(b) Completed Attachment 1.1, Excel Bid Sheet, which coincides with the Schedule of the

SF1449.

4. Clause 52.252-3, Alterations in solicitation, Addendum to 52.212-2, Evaluation—Commercial Items, paragraphs (g) and (h)(i) have been updated:

(a) Paragraph (g) Part II – Past Performance:

(1) "(Factor 2)" was added to the title to read: Part II – Past Performance (Factor 2)

(2) Paragraph (g)(i), Part II – Past Performance; the definition of "recent" has been changed:

a. The offerors price evaluation criteria will not be rated, but will be evaluated for reasonableness and will be used in determining the best value to the Government. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404.

b. Additionally, the price proposal may also undergo a price realism evaluation for the purpose of measuring the Contractor's understanding of the solicitation requirements and for assessing the performance risk inherent in the Contractor's price.

c. The Contractor is cautioned that its proposal may be rejected if it is found to be materially unbalanced in the base period or any option periods. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated.

d. Unbalanced pricing or failure to include pricing for all CLINS, including option CLINs to increase events and option periods, will render proposal pricing as non-responsive.

(3) Paragraph (h)(ii) Price Data – paragraph a. has changed:

FROM: “The signed Standard Form 1449, Solicitation/Contract, returned in its entirety along with all required fill-in documents. (Do no return attachments)”

TO: "The signed Standard Form 1449, Solicitation/Contract, returned in its entirety along with all fill-in provisions/clauses and the completed Attachment 1.1, Bid Sheet."

5. CBA – Attachment 2.1, CBA titled RPA Administrative and Simulator Support Employee Association (RASSEA), effective 1 July 2017 and signed on 19 June 2017 is hereby incorporated.

Addendum to 52.212-1, Instructions to Offerors—Commercial Items (JAN 2017) FAR provision 52.212-1, is hereby tailored as follows:

(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm through 30 Dec 17. An award is estimated to be made by 1 Nov 17.

(b) Submission of offers. In addition to this paragraph's (1) through (11), the following are added:

(12) Purpose: The purpose of these instructions is to prescribe the format of proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of information essential to the understanding and comprehensive validation of proposals. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government can make an award based on the initial offers received, without discussion of such offers.

(13) Proposal Format: Each proposal shall be submitted in three (3) volumes. Failure to comply with these instructions will result in the offeror's proposal being summarily rejected. Any commitments made in the proposal shall become a part of the resultant contract.

Part I – Technical Proposal Part II – Past Performance Information and Part III –Solicitation/Price Proposal

(i) Page. The proposal page size will be 8½" x 11", except for fold-outs used for charts, tables or diagrams, which may not exceed 11" x 17". A page is defined as one face of a sheet of paper containing information. When both sides of a sheet display printed material, it will be counted as two (2) pages. Each page may be counted except cover pages and table of contents/glossary. If exceeded, the excess pages may not be read or considered in the evaluation of the proposal. Excess paper copies may be destroyed (except within the original proposal), which will render the Offeror's proposal "technically unacceptable."

(ii) Font/Binding. Pages will be typed with a minimum of font pitch size 11, Times New Roman type, with minimum one-inch margins. Each part (volume) will contain a detailed table of contents to delineate the sections and subparagraphs contained therein. The Technical Proposal shall include a Compliance Matrix immediately after the Table of Contents. All required documentation will be page numbered and bound in accordance with the table of contents submitted. Each part (volume) should be separately bound. Staples will not be used. Consolidated parts (volumes) are acceptable provided tabs, labeled accordingly, separate them. A cover sheet will be included in each part (volume), clearly marked as to the part number(s), title, copy number, solicitation identification and the Offeror's name. Technical (Part I) and Past Performance (Part II) will not include price or pricing information.

Elaborate formats, bindings or color presentations are not desired or required.

(14) Submission Requirements.

(i) Submit one original and three (3) copies of Part I – Technical Proposal and Part II – Past Performance Information. Submit one (1) original of Part III – Solicitation/Price Proposal. Submit one (1) electronic copy of all Parts I, II & III, in accordance with the following Proposal Organization Table (also reference para (15)):

(15) Electronic Documents. A recordable, virus-free data compact disk (CD) shall contain the entire proposal (all Parts) and located in the original binder of Part III- Solicitation/Price Proposal. Label the CD with the solicitation number, title, Offeror's name and marked Source Selection Sensitive/For Official Use Only. Failure to provide an electronic copy as specified may render the proposal nonresponsive. Within the CD, use a separate electronic file for each part with associated exhibit, annexes, and attachments to permit rapid search and location. Files may not be compressed. Submit electronic proposal documents in a format readable by Microsoft (MS) Office Word 1997- 2003 or 2007, 2010 or 2013, MS Office Excel 1997-2003, 2007, 2010 or 2013, and MS Office Power Point 1997- 2003, 2007, 2010 or 2013, as applicable. In the event of discrepancy(s) between the hard copies and electronic copies of a proposal, the hard copies shall take precedence and be used for evaluation. The completed documents should be marked Source Selection Sensitive/For Official Use Only.

(16) The Contracting Officer (CO) and/or Contract Administrator (CA)(s) are the only points of contact for this acquisition. Address any questions or concerns, in writing, you may have to BOTH of the following:

(17) The CO may control exchanges of source selection information between Government and Offerors. The Government may use email to transmit such information to Offerors only if the email can be sent and received encrypted and includes "Source Selection Information – See FAR 2.101 & FAR 3.104" in the subject line.

Otherwise, the Government may transmit source selection information via fax or other carrier.

(18) Part I – Technical Proposal (Factor 1):

1. The technical proposal shall not make reference to price data. It will be evaluated as acceptable or unacceptable and will consist of three (3) subfactors. ALL subfactors must be deemed acceptable in order to be technically acceptable.

2. Technical Proposal Requirements: The technical proposal will describe the capability of your organization to perform the requirements of the contract, it shall be specific and complete. The proposal shall not merely offer to perform work in accordance with the PWS, but shall outline the actual method proposed as specifically as possible. Non-conformance with the instructions provided may result in an unacceptable technical evaluation.

3. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal.

4. Your technical proposal shall, at a minimum, contain the information specified below in accordance with the following general outline:

a. Subfactor 1 – Management Plan/Management Infrastructure. Offerors must provide a reliable management plan which includes their infrastructure to manage personnel in the 16TRS main building and among various locations (per PWS para 1.1.1.1. and 1.1.1.2.). The plan shall include offeror's approach to communication among the Government, the Contractor supervisors, and the administrative personnel, as well as the proposed approach to supervision and oversight of staff working on multiple locations on different shifts. The offeror must show that their management plan/infrastructure has been effective and used for the past two years. The plan needs to include the capacity to address work increase needs in accordance with the PWS para 1.3.2. If subcontractors are proposed, the Offeror shall submit a subcontractor management plan that describes in detail the approach to communication between the prime and the sub and the approach to managing subcontractor Quality Control.

b. Subfactor 2 – Organizational Plan. IAW PWS 1.1.2. offerors must provide an organizational plan to include an adequate number of personnel to ensure mission success. At a minimum, the plan shall include an organizational chart with each position, outlined in the PWS, and state whether position will be full or part time and the hours of operations.

c. Subfactor 3 – Staffing and Retention Plan. IAW FAR 52.222-17, Nondisplacemnt of

Qualified Workers and PWS 1.1.3 offerors must provide a proposed plan to recruit and maintain a stable, experienced staff so that 16TRS will be provided with continuity of support services for the long-term need. The staffing and retention plan must demonstrate, in great detail, how sound business practices are used to ensure that the offeror is able to identify, screen, place, monitor, train, and retain qualified candidates to fulfill service requirements under this contract. The plan shall also explain the methodology by which the contractor processes and screens potential candidates for positions that require security clearance so that no time is wasted with unqualified candidates or administrative processing delays.

Offeror must show that their staffing and retention plan has been used for the past two years which maintains a 95% fill rate.

(19) Part II – Past Performance (Factor 2):

Past Performance section/pages shall be typed with a minimum of font size 11, Times New Roman type, with minimum 1-inch margins.

Recent is defined as within the last three (3) years (contract is currently on-going or ended after 31 August 2014).

Relevant is defined as contract work in the area of Flight Simulation Training Support as identified in the scope of work of the Performance Work Statement (Attachment 1 to this solicitation).

Contractor's Past Performance shall consist of the following:

Pertinent Information: Use the 2-page Attachment 4, PPIS for the basic information. Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with the Offeror's overall job performance and quality of the Offeror's completed contract services for the same or similar type contract, RPATS services, referenced in this solicitation. The Offeror may provide the amount of time the Offeror has been doing this type of work and a description of the work performed. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems affecting performance (such as numerous incidences of re-performance of work, discrepancies, etc.). It is the Offeror's responsibility to ensure all past performance data submitted is current and correct so that the Government can perform a proper evaluation.

Past Performance section is limited to a maximum of the three (3) most recent/relevant contracts performed for federal agencies and commercial customers, with a page limit of two (2) pages per contract; therefore, an overall page limit of six (6) pages, not including Attachment 4, Past Performance Information Sheets (PPIS).

Where a teaming arrangement (as defined at FAR Subpart 9.6) is proposed, an additional maximum of up to three (3) projects for partner(s)/subcontractor(s) shall be submitted. Thus a maximum of no more than six (6) projects (3 for the prime and 3 for the subs or other partners) shall be submitted in total. The page size shall be 8½ x 11 inches.

Where a teaming arrangement is proposed, the actual Teaming Agreement shall be submitted as part of the proposal by the managing partner of the agreement. The Government is interested in the roles, responsibilities, and distribution of effort (by type and percentage) between the parties in performance of the Government's requirement and if the agreement does not go into this detail, then a narrative must also be included in order for the Government's understanding of your proposal. This narrative and/or Teaming Agreement will not count against the stated page size limitation. If this not submitted with your proposal, your proposal will be considered non-responsive.

(20) Part III – Price Data (Factor 3):

This section of the proposal shall include only the following:

(a) The completed signed copy of the RFP (SF1449), especially blocks 17 (code & facility code = cage code #) and block 30. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP. Complete all blanks for unit and total prices for Base and Option Years in whole dollars (no rounding).

(b) Completed Attachment 1.1, Excel Bid Sheet, which coincides with the Schedule of the SF1449.

(c) Completed Attachment 4, PPIS.

(d) Any, signed, solicitation amendments thereto.

END Addendum to 52.212-1, Addendum to 52.212-2, Evaluation—Commercial Items (OCT 2014) In addition to paragraph's (a) through (c), the following are added:

(d) Basis for Award: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) technique to make a best value award decision. The application of the LPTA technique in the contract award selection and approval process is as follows:

(i) The Government will review the two lowest priced offers and if both are deemed technically and performance acceptable, award will go to the lowest priced offeror and no further proposals shall be reviewed.

If either of the two lowest priced offers are not deemed technically and performance acceptable, the next lowest priced offer shall be reviewed for technical and performance acceptability. If this offer is not deemed acceptable, this process shall continue until two offerors are deemed technically and performance acceptable.

Note: In accordance with FAR 52.212-1(g), as prescribed in FAR 12.301(b)(1), "The Government intends to evaluate proposals and award a contract without discussions with offerors" (except clarifications as described in FAR 15.306(a)). Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary." A competitive range will be established and discussions will only be with those offerors in the competitive range. The CO may request offerors of marginal proposals to submit clarifications of areas identified by the technical proposal evaluation team. In initiating a request, the CO will set an appropriate time for submission of such information. Late submissions will be handled in accordance with FAR 52.212-1(f) "Late Submissions". The clarification information will be incorporated as part of the proposal.

(ii) The lowest priced technically acceptable proposal will be deemed the successful offeror and award shall be made to this offeror, subject to a positive responsibility determination.

(e) Technical Area:

(i) A technical review team composed of key Government personnel will use their technical skill, knowledge and experience to thoroughly review the adequacy of proposals. Each proposal will be evaluated by application of the assessment criteria to each subfactor in the technical proposal. Only those proposals determined technically acceptable will be considered for award. Each subfactor will be considered acceptable or unacceptable as defined below:

Acceptable: Proposal meets the minimum requirements of the solicitation.

Unacceptable: Proposal does not meet the minimum requirements of the solicitation

(ii) Offerors must pass all Technical subfactors in order to be deemed technically acceptable:

(f) Part I – Technical Proposal (Factor 1):

(i) The technical proposal shall not make reference to price data. It will be evaluated as acceptable or unacceptable and will consist of three (3) subfactors. ALL subfactors must be deemed acceptable in order to be technically acceptable.

(ii) Technical Proposal Requirements: The technical proposal will primarily describe the capability of your organization to perform the requirements of the contract, it shall be specific and complete. The proposal shall not merely offer to perform work in accordance with the Performance Work Statement, but shall outline the actual method proposed as specifically as possible. Non-conformance with the instructions provided may result in an unacceptable technical evaluation (e.g. if Technical Proposal does not include a Compliance Matrix immediately after the Table of Contents, it will be considered unacceptable).

(iii) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal.

(iv) Your technical proposal shall, at a minimum, contain the information specified below in accordance with the following general outline:

1. Subfactor 1 – Management Plan/Management Infrastructure. This subfactor is met if the offeror provided a reliable management plan which includes their infrastructure to manage personnel in the 16TRS main building and among various locations (per PWS para 1.1.1.1 and 1.1.1.2.). The plan includes the offeror's approach to communication among the Government, the Contractor supervisors, and the administrative personnel, as well as the proposed approach to supervision and oversight of staff working on multiple locations on different shifts. The offeror showed that their management plan/infrastructure has been effective and used for the past two years. The plan included the capacity to address work increase needs in accordance with the PWS para 1.3.2. If subcontractors were proposed, the Offeror submitted a subcontractor management plan that described in detail the approach to communication between the prime and the sub and the approach to managing subcontractor Quality Control.

2. Subfactor 2 – Organizational Plan. This subfactor is met if the offeror provided an organizational plan to include an adequate number of personnel to ensure mission success. At a minimum, the plan included an organizational chart with each position, outlined IAW PWS 1.1.2., and stated whether position will be full or part time and the hours of operations.

3. Subfactor 3 – Staffing and Retention Plan. This subfactor is met if the offeror demonstrated the ability to recruit and maintain a stable, experienced staff to provide 16TRS with continuity of support services for the long-term need. The staffing and retention plan, IAW FAR 52.222-17, Nondisplacement of Qualified Workers and PWS 1.1.3, demonstrated, in great detail, how sound business practices are used to ensure the offeror is able to identify, screen, place, monitor, train, and retain qualified candidates to fulfill service requirements under this contract. The plan explained the methodology by which the contractor processes and screens potential candidates for positions that require security clearance so that no time is wasted with unqualified candidates or administrative processing delays. Offeror showed their staffing and retention plan has been used for the past two years maintaining a 95% fill rate.

(g) Part II – Past Performance (Factor 2):

(i) Past performance shall be evaluated in accordance with FAR 15.305 and DFARS 215.305. The comparative assessment in FAR 15.305(a)(2)(i) does not apply. Therefore, past performance will be rated on an "acceptable" or "unacceptable" basis as defined below:

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below.)

Unacceptable: Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Contractor's Past Performance used the 2-page Attachment 4, PPIS for the basic information and provided no more than three (3) of the most recent and relevant (defined below) contracts performed for federal agencies and commercial customers.

Recent is defined as within the last three (3) years (contract is currently on-going or ended after 31

August 2014.

Relevant is defined as contract work in the area of Flight Simulation Training Support as identified in the scope of work of the Performance Work Statement (Attachment 1 to this solicitation).

The Government will determine relevance by analyzing the "scope", "magnitude" and "complexity" of the reference contracts and comparing them to the instant requirement. The Government reserves the right to evaluate submitted projects individually or in the aggregate in order to determine relevance and will do so consistently across all evaluated offers. The Government will also consider the quality of the Contractor's relevant past performance.

The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. The Government will consider the quality of an offeror's past performance. This consideration is separate and distinct from the Contracting Officer's responsibility determination. The assessment of the offeror's relevant past performance will be used as a means of evaluating the relative capability of the offeror to successfully meet the requirements of the RFP. In determining the rating (acceptable or unacceptable) for the past performance evaluation factor, the Government will give greater consideration to the contracts which the Government feels are most relevant to the RFP.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."

The prime contractor's past performance weighs more heavily than that of the sub-contractor's past performance.

(h) Part III – Price Area/Data (Factor 3)

(i) Price Area – The offeror's proposal price will be determined by multiplying the quantity times the unit price for the CLIN (Contract Line Item Number) and totaling the product of that calculation for all priced CLINs, to include option CLINs to increase events and all option periods to arrive at a total estimated contract value. It is reiterated from FAR 52.212-2: "The total price of the proposal inclusive of all CLINs for the base period, all possible option periods to be exercised under FAR clause 52.217-9, and/or any possible extension under FAR clause 52.217-8 for six (6) months will be evaluated" amongst the other proposals and the IGE.

a. The offerors price evaluation criteria will not be rated, but will be evaluated for reasonableness and will be used in determining the best value to the Government. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404.

b. Additionally, the price proposal may also undergo a price realism evaluation for the purpose of measuring the Contractor's understanding of the solicitation requirements and for assessing the performance risk inherent in the Contractor's price.

c. The Contractor is cautioned that its proposal may be rejected if it is found to be materially unbalanced in the base period or any option periods. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated.

d. Unbalanced pricing or failure to include pricing for all CLINS, including option CLINs to increase events and option periods, will render proposal pricing as non-responsive.

(ii) Price Data – This section of the proposal shall include only the following:

a. The signed Standard Form 1449, Solicitation/Contract, returned in its entirety along with all fill-in provisions/clauses and the completed Attachment 1.1, Bid Sheet.

b. Complete all blanks for unit and total prices for Base and Option Years.

c. Any, signed, solicitation amendments thereto.
