About this file

This document is a consolidated Questions and Answers (Q&A) file for a CCTV Fiber Repair project dated 28 September 2026. The solicitation addresses the furnishing and installation of a complete 12-strand single-mode armored fiber optic cable replacement between Building 1308 (Security Office/Telecommunications Room) and Building 1302 (CCTV Camera System), spanning approximately 502 feet through an underground 4-inch conduit duct bank with four manholes/handholes. The Firm-Fixed-Price contract line item (CLIN 0001) must include the full cost of complete fiber installation regardless of whether troubleshooting determines full replacement is necessary; any post-award scope adjustments remain at the Contracting Officer's sole discretion. The contractor must complete all physical installation and repair activities within 10 business days of the official start date (30 September 2026), with final test reports due within an additional five business days; the 30-day reference in technical evaluation criteria refers to the Government's overall project oversight period, not the contractor's physical work deadline.

Technical requirements include 12-strand single-mode armored fiber termination with LC/UPC connections at both ends, landing in existing or new rack-mount fiber enclosures, with mandatory testing and certification encompassing OTDR testing, optical loss testing, bidirectional testing, specific test wavelengths, and certification of all 12 strands per TIA/EIA standards to prove physical fiber integrity. Personnel qualifications must include a current BICSI Registered Communications Distribution Designer (RCDD) to review, approve, and stamp final test plans and reports, plus current certifications for field personnel (BICSI Technician, BICSI Installer 2 for Optical Fiber, or FOA Certified Fiber Optic Technician). Site access requirements mandate U.S. citizenship, criminal history background clearance with no active felonies, REAL driver's license, proof of insurance and vehicle registration, and advance visitor request submission 14 days prior; escorts will be available as needed, and no Bluetooth or Wi-Fi items are permitted inside Building 1302 (Wi-Fi must be disabled on any required laptops). Outages are permitted only during active troubleshooting, not overnight, and the Government will accept the fiber installation if physical optical connectivity is verified through certification testing and active signal demonstration, with CCTV system programming and configuration remaining the End User's responsibility. Detailed route layouts and telecommunications blueprints are attached to the solicitation on SAM.gov, though no pre-award site visit is scheduled due to time constraints and pathway condition has not been pre-verified as clear by the Government.
