About this file

This is a Performance Work Statement (PWS) for fiber optic testing, certification, and acceptance services on a federal telecommunications infrastructure project between Building 1302 and Building 1308. The Contractor must furnish all labor, equipment, and calibrated test instruments to inspect, test, and certify 100% of newly installed optical fiber strands in compliance with multiple governing standards including UFC 3-580-01, UFGS 33 82 00, ANSI/TIA standards for optical fiber cabling and power loss measurements, and IEC 61300-3-35 for connector visual inspection.

Prior to work commencement, the Contractor must submit documentation proving a current BICSI Registered Communications Distribution Designer (RCDD) to review and approve final test plans and reports, field technicians holding current BICSI Technician, BICSI Installer 2 (Optical Fiber), or FOA Certified Fiber Optic Technician certifications, valid factory calibration certificates for all Optical Loss Test Sets (OLTS) and Optical Time-Domain Reflectometers (OTDR) dated within 12 months of testing, and a detailed pre-installation test plan submitted at least 14 calendar days prior to testing. Testing must execute in three mandatory phases: pre-installation reel testing using single-direction OTDR testing on all fiber strands while on shipping reels; end-face cleanliness and geometry inspection of 100% of connector end-faces using digital video microscopy and automated inspection per IEC 61300-3-35 standards; and Tier 1 and Tier 2 acceptance testing measuring optical insertion loss and conducting bi-directional OTDR trace analysis at both 1310 nm and 1550 nm wavelengths using the 1-jumper reference method with matched launch and receive cables of minimum 100 meters each.

Performance thresholds for Government acceptance include single-mode fiber cable attenuation not exceeding 0.40 dB/km at 1310 nm and 0.30 dB/km at 1550 nm, fusion splice loss of 0.05 dB maximum per splice, mated connector pair loss of 0.30 dB per pair with a 0.75 dB ceiling, optical return loss of -50 dB for UPC polish or -60 dB for APC polish, and total measured link loss less than the calculated link loss budget. Within 10 business days of testing completion, the Contractor must deliver a digital Closeout Testing Package containing native .sor (Telcordia) trace files and native tester database files, a consolidated PDF test report with bidirectional loss per strand and pass/fail status, redline as-built drawings detailing cable routing and splice enclosure locations, and an RCDD attestation certifying all strands meet specifications.

FIBER OPTIC TESTING, CERTIFICATION, AND ACCEPTANCE

Scope & Governing Standards

The Contractor shall furnish all labor, equipment, and calibrated test instruments necessary to inspect, test, and certify 100% of all newly installed optical fiber strands between Building 1302 and Building 1308. All testing, calibration, and documentation shall strictly comply with the following standards:

• UFC 3-580-01: Telecommunications Interior Infrastructure Planning and Design

• UFGS 33 82 00: Telecommunications Outside Plant (OSP)

• ANSI/TIA-568.3-E: Optical Fiber Cabling and Components Standard

• ANSI/TIA-526-7-A / TIA-526-14-C: Optical Power Loss Measurements of Installed Fiber Plant

• ANSI/TIA-758-B: Customer-Owned Outside Plant Telecommunications Infrastructure Standard

• IEC 61300-3-35: Basic Test and Measurement Procedures — Visual Inspection of Fiber Optic Connectors

Contractor Qualifications & Submittals

Prior to commencement of work, the Contractor shall submit the following documentation to the Contracting Officer’s Representative (COR) for review and approval:

Required Submittal

Qualification / Requirement

Quality Lead /

RCDD

Proof of a current BICSI Registered Communications Distribution Designer (RCDD) who will review, approve, and stamp the final test plan and reports.

Field Technicians

Current certifications for field personnel: BICSI Technician (TECH), BICSI Installer 2 (Optical Fiber), or FOA Certified Fiber Optic Technician (CFOT).

Equipment Calibration

Valid factory calibration certificates for all Optical Loss Test Sets (OLTS) and Optical Time-Domain Reflectometers (OTDR), dated within 12 months of the testing date.

Pre-Installation Test Plan

Detailed test procedures, link loss budget calculations per strand, launch cable lengths, and sample report templates submitted at least 14 calendar days prior to testing.

Mandatory Testing Phases & Methods

The Contractor shall execute testing in three mandatory phases:

1. Pre-Installation Reel Testing:

o Perform single-direction OTDR testing on all fiber strands while still on the shipping reel prior to pulling.

o Any strand showing attenuation anomalies or factory defects shall be documented and reported to the COR immediately.

2. End-Face Cleanliness & Geometry Inspection:

o 100% of connector end-faces (patch panels, splice trays, and test jumpers) shall be inspected using a digital video microscope prior to connection.

o Connectors must pass automated inspection per IEC 61300-3-35 standards.

Manual/visual estimation is not acceptable.

3. Tier 1 (OLTS) & Tier 2 (OTDR) Acceptance Testing:

o Tier 1 (Optical Loss): Measure total optical insertion loss (attenuation) and length bi-directionally at 1310 nm and 1550 nm (Single-mode) using an OLTS with the 1-jumper reference method.

o Tier 2 (OTDR Trace Analysis): Conduct bi-directional OTDR trace analysis on 100% of terminated strands at 1310 nm and 1550 nm using matched launch and receive cables (minimum 100 meters each).

Performance Thresholds & Pass/Fail Criteria

All fiber links must meet or exceed the following performance thresholds to achieve Government acceptance:

Parameter Maximum Allowable Limit / Threshold

Single-Mode Fiber Cable Attenuation

$\le$ 0.40 dB/km at 1310 nm; $\le$ 0.30 dB/km at 1550 nm

Fusion Splice Loss $\le$ 0.05 dB maximum per splice

Mated Connector Pair Loss

$\le$ 0.30 dB per mated pair (maximum allowable ceiling: 0.75 dB)

Optical Return Loss (ORL) / Reflectance

$\le$ -50 dB for UPC polish; $\le$ -60 dB for APC polish

Calculated Link Budget

Total measured link loss must be less than the calculated link loss budget: $\text{Loss}_{\text{Max}} = (\text{Cable Attenuation}) + (\text{Splice Loss}) + (\text{Connector Loss})$

Deliverables & Final Acceptance Package

Within 10 business days of testing completion, the Contractor shall provide a digital Closeout Testing Package to the COR containing:

• Raw Electronic Data: Native .sor (Telcordia) trace files and native tester database files (e.g., Fluke LinkWare .flw).

• Consolidated PDF Test Report: Formatted summary sheets showing length, bidirectional loss per strand, individual event tables, pass/fail status, and date/time stamps.

• Redline As-Built Drawings: Updated schematics detailing cable routing, fiber strand assignments, splice enclosure locations, and patch panel port mapping between Building 1302 and Building 1308.

• RCDD Attestation: Formal signed statement by the Contractor's RCDD certifying all strands meet specifications.
