About this file

The document is a Questions and Answers file for the Joint Base Langley-Eustis (JBLE) Fitness Equipment Maintenance solicitation (FA4800-25-Q-A087). The document clarifies key contract details, including that the contractor will be responsible for purchasing parts, completing repairs, and conducting biweekly service visits to fitness centers. Parts CLINs for each location are set at $5,000 per option year, and the Air Force Services provides new equipment on a 5-year refresh plan. The site visit was held on July 3, 2025, with offers originally due on July 20, 2025, but subsequently revised to July 25, 2025.

Specific contract requirements include the contractor annotating repairs and parts on invoices, using parts and labor from the designated CLIN, and working primarily during fitness center operating hours (0530-1400). The government will be responsible for disposing of inoperable equipment, and the contractor will coordinate after-hours access with staff if needed. The solicitation covers multiple fitness centers, including Fort Eustis, with an updated fitness equipment inventory attached, and is being managed by the Department of the Air Force Air Combat Command.

JBLE Fitness Equipment Maintenance Questions / Responses

1. Is there a specific bid template or a particular way you would like the proposals to be submitted?

a. Please see Solicitation Amendment FA480025R00080001 SF 30.pdf (Page 2, Addendum 52.212-1, Instruction to Offerors – Commercial Items).

2. Once a piece of equipment is deemed inoperable, does each fitness center purchase the new part(s) and we simply complete the repair?

a. Contractor purchases the parts and completes repairs and bills the fitness centers

3. Do You require the vendor to purchase parts?

a. Yes.

4. Do you want pricing for each type of repair per piece of equipment? Example: Treadmill: Motor $80, CPU $100, Elliptical: CPU: $130, Flywheel $150.

a. Yes, when the repair is completed, the contractor will annotate it on the invoice and the parts and repairs will come out of the parts and labor CLIN.

5. First, is it sufficient to fill in the amounts for the line items in the boxes provided on pages 3-8 and submit those pages to you as our proposal?

a. See response to question 1.

6. Second, in years gone by, the amounts for parts have been determined by the customer and contracting, we as the contractors have never determined these amounts as part of our proposal. Are you now requesting that we supply a total for those line items? I believe that the customer would be better served by determining these amounts themselves.

a. No, when the contractor finds the replacement part, they will let us know and ask if we want the equipment to be repaired. (seeking more information on this, standby)

7. Will there be any service elevators?

a. No

8. One of the facility managers stated that new equipment is distributed to certain gyms during a certain time of the year. Can you elaborate on that?

a. Air Force Services provides new equipment on a 5 year refresh plan

9. Can we confirm that the inventory lists listed on the SAM.Gov solicitation is current?

a. Updated sheet has been attached (JBLE-Eustis Fitness Inventory ao 15 JUL 25.xlsx)

10. What does the afterhours access entail and how do we receive this access?

a. Contractor will sign up with our staff, but is usually not needed because the work should be done when the fitness center is open. 0530-1400

11. If a piece of equipment is deemed inoperable, who disposes of it? Would it be DRMO’ed or will the vendor be responsible to dispose of it?

a. Government will be responsible.

12. Can you elaborate on the installation CLIN of the contract?

a. There are fixed prices for each fitness center for a bi-weekly visit. The other CLIN’s pertain to labor and parts.

13. How many days are we expected to be on site for service? Is this specified anywhere on the PWS?

a. It is specified that a biweekly service is needed for Fort Eustis Fitness Centers. Not sure about the others. That will need to come from the other Directors/Managers.

14. It has been my experience that the contracting officer along with the customer has always determined a dollar amount to be included in the contract for parts and materials. I don't know how that can possibly be done with any accuracy. If we bid X amount of dollars for repair parts and it is not enough to cover the needs for the year, what happens ? If we bid more than is needed, do we get the excess amount of money at the end of the year ?

a. Parts CLINS for each location / option year will be $5,000.
