STATEMENT OF OBJECTIVES

For Project ACC-MUHJ-2017-00176 Reroute Copper and Fiber Optics Cable Service for Buildings 641 At Langley AFB VA

1.0. BACKGROUND. Building 641 is under renovation to support the ACC/A3A mission relocating from Building 750 in April 2017. The building copper and fiber optic service cables currently pass through a concrete slab that the renovation contractor is slated to demolish and another contract effort is planning to install a parking lot over the proposed reroute path. The facility is currently unoccupied but serviced by a 200-pair copper cable and a 12-strand Single Mode (SM) Fiber Optic Cable (FOC) from their origination points through the communications manhole and duct system, into a pull box on the exterior of said concrete slab to be demolished. The cables run through the pull box and under the slab and into the facility crawlspace where they enter the first floor telecommunications room.

1.1. Source Documentation. This requirement was identified in the base communications blueprint and is being implemented under Base Project Implementation Document # ACC-MUHJ-2017-00176.

2.0. DESCRIPTION OF SERVICES. The objective of this requirement is to Engineer, Furnish, Install, and Test (EFI&T) a complete and fully functioning turnkey installation by providing new pathways into Building 641 outside of the construction footprint and install new 100-pair copper and 12-strand SM FOC, without adding additional splice points to the cables, to the demarcation points in the first floor telecommunications room of Building 641. The 100-pair copper splice point is located in Maintenance Hole (MH) 71. The 12-strand SM FOC splice point is located in Building 693. As a minimum the following tasks shall be performed:

2.1. Survey. Contractor shall perform a detailed site survey to include going into all associated communications MH, Hand Holes (HH), and buildings required to do the work identified in this Statement of Objectives (SOO). This includes verifying ducts and inner ducts that will be used.

2.2. Cable Preparation. Contractor shall pull back the existing 100-pair copper cable back from the Building 641 junction box on the concrete slab to be demolished to MH71 (near Building 635) and 12-stand SM FOC back to Building 693 in the ITN Room (Room 125B) in communications equipment racks designated RR9305.

2.2.1. Cable Pre-test. Contractor shall pre-test the existing 100-pair copper cable from Building 641 back to Building 407 as a baseline prior to starting any cable work.

2.3. Pathway Installation. Contractor shall connect two new conduit runs to existing conduits that service Building 641.

2.3.1. Conduit Requirements. Contractor shall install two new 4-inch, schedule 80, conduits from MH74, using the existing ducts as stub-outs and connect to them, to Building 641 at a minimum depth of 36 inches below grade. The two conduits shall continue to be installed into the existing junction box penetration in the first floor telecommunications room of Building 641. The conduit shall be provided as close as possible under the telecommunications copper cable demarcation point.

2.3.1.1. Existing Pathways. Government has verified available pathways from MH74 to MH71 (for copper) and from MH74 to MH P12A (for fiber).

2.3.1.2. Existing Conditions. MH74 is not large enough to accommodate splice enclosures and will only act as a HH.

2.3.1.3. Earth Works. Contractor shall unearth existing conduits close to MH74 in order to tie new conduits into existing conduits. The connection between the existing conduits and the new conduits shall be made as close to MH74 as practical to allow for a sweeping bend into the Building 641 telecommunications room.

2.3.1.4. Boring Conduit. Contractor shall bore the conduit run from MH74 to the exterior of Building 641 and connect to existing junction box penetration into the comm room.

2.3.1.5. Mandrel Requirements. Contractor shall pull a test mandrel through the new conduit runs after the conduits have been installed to ensure that the duct diameter is intact and ready for the installation of cables. The contractor shall perform this test under witness from the government.

2.3.1.6. Site Restoration. Contractor shall restore the affected grounds to the original condition prior to work performance.

2.3.2. Innerduct Requirements. Contractor shall provide and install innerduct to separate and protect installed cables.
