BASIS OF AWARD
Lowest Price Technically Acceptable (LPTA)
One award will be made to the offeror who is deemed responsible in accordance with FAR Part 9, whose proposal conforms to the solicitations requirements.
The lowest evaluated price with an “Acceptable” rating in all technical subfactors and the past performance factor.
Proposals that exceed the evaluation criteria will not receive higher ratings.
If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror.
Three (3) FACTORS:
FACTOR 1 – Past Performance
FACTOR 2 – Technical Subfactor A: Staffing Plan Subfactor B: Security Plan Subfactor C: Phase-In/Phase-Out Plan
FACTOR 3 – Price
All factors are equal in importance
All subfactors are equal in importance
| Table 1: Past Performance Evaluation Ratings | |
| Rating | Definition |
| Acceptable | Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. To be rated acceptable, no Unsatisfactory CPARS or PPIRS ratings can be found. |
| Unacceptable | Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. To be rated unacceptable, a negative CPARS or PPIRS rating of Unsatisfactory will be identified by this office and validated by the Contracting Officer. |
FACTOR 2: TECHNICAL
Subfactor A: The Staffing Plan
Shall provide information on how the offeror will:
1. Ensure qualified contract personnel will be available for successful execution of the requirement program
2. To ensure continuity of services and arrangement for replacing or hiring incumbent personnel
Subfactor B: Security Plan
Shall provide information on how the offeror will:
1. Ensure personnel meets security requirements/clearance requirements and the ability to be successfully processed through required background checks.
Subfactor C: Phase-In/Phase-Out Plan
Shall provide information on how the offeror will:
1. Maintain continuity in service during transition.
To be determined technically acceptable, an offer must receive a “Pass” for technical acceptance for each of the subfactors described below.
FACTOR 3 – PRICE
There is a great expectation of competition; thus offerors are cautioned to present their best price proposal up-front.
Price will be evaluated to ensure the Government receives a fair, reasonable and balanced price.
The Government reserves the right to request other than cost and pricing data from the offeror.
NOTE: Evaluation of the optional line items and/or option periods shall not obligate the Government to exercise such options.
FACTOR 3 – PRICE
FAR Clause 52.217-8, Option to Extend Services. This clause allows for up to an additional 6 months of continued contract performance if required. Interested offerors shall not include pricing in their proposal for this clause. The Government will add fifty percent (50%) of the last option period price to cover clause 52.217-8.
The Government will evaluate offers for award purposes by adding the total price for all CLINS including phase-in, phase-out, basic period, option years, optional CLINS and fifty percent (50%) of the last option period price to cover the option to extend services
