About this file
This is a Questions and Answers document for federal contract FA470426Q7007, addressing clarifications for forklift and equipment rental requirements.
The solicitation involves rental of material handling equipment for operations at Jose Aponte Airport and Muñiz ANGB in Puerto Rico, with mobilization and delivery beginning August 11, 2026, and rental billing commencing August 14, 2026. Required equipment includes four diesel forklifts (36K, 15K, 9K, and 6K capacity), a 10K-capacity telehandler with a Load Moment Indicator system and side-shifting fork carriage, and a 60-foot telescopic boom lift with 500-lb platform capacity, four-wheel drive, and diesel engine. The telehandler requires a minimum 25-foot forward reach, rough terrain pneumatic tires, and the boom lift must include a complete guardrail system. All equipment must comply with Technical Order 36-1-191, have a maximum age of 10 years, and be in good working condition. Contractors must provide fire extinguishers, backup alarms, rotating beacons, seatbelts, load charts, and operator manuals with each asset. The contractor is responsible for all mobilization, delivery, and retrieval costs, which must be included in rental rates. The contractor assumes responsibility for equipment movement between locations with 72-hour coordination notice and must provide escorts for all service visits. The Government supplies fuel only; the contractor covers oils, filters, hydraulic fluid, and maintenance consumables. Damage outside normal wear and tear is the Government's responsibility following Fleet Management investigation.
The solicitation is a 100% HUBZone set-aside under FAR 19.13 with Product Service Code W039 (Lease or Rental of Equipment—Materials Handling Equipment). The Government confirmed that used units are acceptable if fully operational and compliant, equal-or-higher-capacity replacements may be provided temporarily for repairs, emergency repairs do not require 72-hour advance coordination, and equivalent equipment capable of safely performing required functions is acceptable. All deadlines have been amended to reflect EDT (Atlantic Standard Time) to account for Puerto Rico's time zone.

3. Please provide the required telehandler rated capacity, maximum lift height, forward reach, tire type, and attachment requirements.
Capacity – 10K lbs Maximum Lift Height – 55 Ft
Forward Reach – Minimum 25 Ft Tire Type – Rough Terrain Pneumatic Load Moment Indicator (LMI): The telehandler must have a fully functional and calibrated LMI system that automatically detects the attachment being used and applies the correct load chart to prevent overloading and tipping. This is a non-negotiable safety system for munitions operations.
Fork Carriage: A side-shifting fork carriage is a standard requirement. This allows the operator to make fine, precise lateral adjustments when placing a load without having to reposition the entire vehicle. This is crucial for aligning munitions with aircraft hardpoints or storage racks. Standard pallet forks (e.g., 48 or 60 inches) are used with this carriage.
4. Please provide the required 60-foot boom-lift type, platform capacity, terrain configuration, outreach, power requirements, and fall-protection requirements.
Telescopic Boom Lift (S-Boom) Capacity – 500 lbs Terrain Configuration – 4WD Power Requirements – Diesel Engine Guardrail System: The platform must have a complete and secure guardrail system, including a top rail, mid-rail, and toe board, to prevent workers and their tools from falling.
5. Should the boom lift be telescopic or articulated? Telescopic
6. Are used units acceptable if they are fully operational, safe, properly maintained, and compliant with the SOW? Yes
7. Are there maximum age, operating-hour, or condition limitations for the proposed equipment? Maximum age should be 10 years. In good working condition.
8. Please confirm whether attachments other than standard forks are required. No other attachments required.
9. Please confirm whether the contractor must provide fire extinguishers, backup alarms, rotating beacons, seat belts, load charts, operator manuals, and daily inspection forms with each asset. We require fire extinguishers, back-up alarms, rotating beacons, seatbelts, load charts, and operator manuals for each asset. Daily inspection forms will be provided by the using organization.
10. Must all equipment comply with Technical Order 36-1-191 in addition to manufacturer requirements, and can the Government provide the applicable inspection checklist? Yes
11. The SOW requires repair or replacement within 48 hours or the next normal business day. May an equal-or-higher-capacity replacement be provided temporarily? Yes
12. Does the requirement to coordinate maintenance 72 hours in advance apply to emergency repair and replacement events? No.
13. Will RavenOne or its maintenance subcontractor be permitted unescorted access after successful vetting, or should all service visits assume escort requirements?
All prime and sub-contractors will always require escorts when accessing any area being operated by the federal government, even after successful vetting. The vetting process is only to ensure contractors are eligible for general access to these locations, not unescorted access.
14. Please confirm whether the contractor is responsible for moving equipment between Jose Aponte Airport and Muñiz ANGB after initial delivery. Yes. But coordination will be made 72 hours prior.
15. Please confirm that the Government will provide all daily-use diesel fuel, while the contractor remains responsible for oils, filters, hydraulic fluid, coolant, and maintenance consumables. Government will supply fuel for the assets only.
16. Please clarify responsibility for tire damage, fork damage, glass damage, misuse, abuse, collision damage, and other repairs outside normal wear. Damage outside of normal wear and tear will be at the governments expense, after investigation is complete from the Fleet Management section.
17. The ECLIN schedule does not include separate delivery or pickup CLINs. Should all mobilization, delivery, and retrieval costs be included in the rental rates?
Yes, please ensure to include all mobilization, delivery, and retrieval costs into the rental rates of each forklift on the attached ECLIN schedule.
18. Attachment 6 is titled “FY26 Office Trailers” in the uploaded forklift package. Please confirm that the attachment applies to FA470426Q7007 despite the title discrepancy.
Apologies, that title on Attachment 6 is a typo. An amended version of the attachment will be uploaded to the SAM.gov solicitation to avoid any confusion.
19. The PSC is identified as 3920, Material Handling Equipment, Non-Self-Propelled, although the required equipment is diesel powered and self-propelled. Please confirm that PSC 3920 is correct.
After further review of the requirement, it has been determined that a more accurate PSC for this would be W039 - Lease or Rental of Equipment—Materials Handling
Equipment. The SAM.gov solicitation and all attached documentation will be amended to reflect this change.
20. Are minimum insurance limits required beyond FAR 52.228-5?
No other insurance limits are required aside from what is specified in the Solicitation Combo and FAR 52.228-5.
21. Is a site visit planned or available before the quotation deadline?
A site visit is not planned before the quote deadline at this time.
22. Set-aside designation: The combined synopsis/solicitation states this acquisition is a 100% HUBZone set-aside, and SAM.gov also lists it as a HUBZone Set-Aside (FAR 19.13). However, the clauses incorporated in the RFQ include FAR 52.219-6, Notice of Total Small Business Set-Aside, and do not appear to include FAR 52.219-3, Notice of HUBZone Set-Aside. To ensure we respond correctly, could you please confirm whether this requirement is set aside for HUBZone concerns or for total small business? If it is a HUBZone set-aside, will the RFQ be amended to incorporate FAR 52.219-3?
Apologies, this is an error on the government’s part. This solicitation is a HUBZone Set-Aside and the RFQ will be amended to reflect this.
23. Deadline time zone: The RFQ lists the question and response deadlines in EST;
Puerto Rico observes Atlantic Standard Time (equivalent to EDT during the summer).
Could you please confirm the time zone that governs the deadlines so that we submit on time?
All deadlines on the RFQ Combo will be edited to reflect EDT (Atlantic Standard Time) to ensure there is no confusion.
24. Could the Government clarify whether the requested 6k diesel forklifts and 9k forklift are intended to be conventional industrial (warehouse) forklifts or rough-terrain telehandler/material handler units? These assets will work on pavement, rocky smoothed ground, grassy areas, and on warehouse floors.
25. Could the Government clarify the primary operating environment for the 5x6k Forklifts and 1x9k Forklift diesel forklifts (e.g., paved/warehouse areas, unimproved terrain, or a combination thereof)? This information will help ensure the proposed equipment is appropriate for the intended application. These assets will work on pavement, rocky smoothed ground, grassy areas, and on warehouse floors.
26. Additionally, would the Government consider equivalent equipment capable of safely performing the 6k and 9k functions, provided all other operational requirements are satisfied? Yes.
27. Could the Government clarify whether the specified 5 × 6k diesel forklifts and 1 × 9k diesel forklift represents minimum rated lifting capacities, or whether there are specific dimensional, weight, or operational requirements (e.g., overall width, height, turning radius, or lift height) that must also be met? This is the minimum rated lifting capacity.
