About this file

This memorandum establishes the Standardized Operating Procedure (SOP) for vetting all government contractors and processing Commercial Vehicle Inspection (CVI) procedures at Jose Aponte de la Torre Airport in Puerto Rico under the 346th Air Expeditionary Wing (346 AEW). The 346 AEW/CC has authority to deny access to any government contractor deemed necessary to protect assets and personnel, and all government contractors are accountable to their sponsor/escort.

The contractor vetting process requires all contractors on official business to complete background checks through the National Crime Information Center (NCIC) prior to authorization to conduct work in any 346 AEW Area of Responsibility (AOR). Required information for each government contractor includes full name, date of birth, SSAN, photo of state driver's license or state-issued ID card, and passport photo for foreign nationals. The 346 EABS/CON must submit all necessary information with a completed Entry Authority Listing to 346 EABS/SF S5 no later than three duty days prior to scheduled work. Additional information required for the Entry Authority List includes the organization requesting contracted work, organization POC name and phone number, work dates and times, and authorized work areas. The NCIC check is mandatory for all applicants, with additional checks for foreign nationals conducted by the Air Force Office of Special Investigation; the 346 AEW/CC may authorize Security Forces to conduct additional checks including computerized criminal history, city and county websites, state and federal websites for criminal and sex offender information. Applicants granted favorable background checks will be authenticated and receive access authorization distributed to 346 EABS/CON and Security Forces at the work site. Any disqualifying information discovered will result in denial of access and IAW Fitness Determination Matrix protocols, preventing contractor work authorization in the 346 AEW AOR. The CVI procedures require contractors to stop when directed by Security Forces personnel, who will verify contractor authorization by checking IDs against the Entry Authority List. Contractors must turn off vehicles, open all doors and compartments, exit vehicles to minimize visibility of Security Forces defenders, and accept vehicle inspection by Military Working Dogs (MWD) when available, followed by thorough interior and exterior inspections by Security Forces. Upon clearance with no findings, Security Forces will notify contractors to proceed through the Entry Control Point; contractors receive colored badges indicating escort requirements (green for escorted access, white for unescorted AOR access). Prohibited items include firearms, ammunition, weapons, tasers, pepper spray, explosives, fireworks, illicit drugs, drug paraphernalia, and open alcohol containers. Questions regarding this SOP should be directed to MSgt Cory Green at cory.green@us.af.mil.
