Question and Answer
• Reference CLIN 0001BW Removal of lead based paint and coatings by a certified remediation contractor….is this to perform a basic “wet scrape” with ground containment of areas where paint is peeling for the purpose of preparing the surface for painting, or could this be used for a complete lead removal/abatement? For example, a hanger ceiling with lead painted beams where the paint is not peeling, but 100% removal is required. If the latter is the intention of this CLIN, then we feel the government should incorporate additional Clins and revise the SOW to identify the method(s) required i.e. chemical, power tool, abrasive blast, etc. and the degree of containment with consideration of negative air requirements.
Answer: This refers to the removal of LBP by manual chipping or scraping, either wet or dry. It does not include sanding or abrasive blasting methods that would cause paint dust or airborne particulates during the paint removal process. The intent is for only LBP that is flaking or bubbled up to be removed prior to receiving a coating to encapsulate the remaining paint that is still adhering. This is not a line item for abatement or complete removal. As with all wastes, this will also need to be disposed of in a proper container to the correct facility in accordance to regulations.
